Contract Award City Uniforms, Carpet Mats, and Laundry Service (Pages 6E-1 through 6E-2) Approve, and authorize the Mayor to execute, Contract No. C09-27, by and between the City of San Clemente and Cintas Corporation, providing for Rental Work Uniforms, Carpet Mats, and Laundry Services, in the amount of $53,562. Accept on behalf of the City of San Clemente the water rights, storm drain easement, off-site storm drain access easement, and emergency and public ingress and egress easement as dedicated on the Final Tract Map. 2. Adopt Resolution No. 13-35, entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, AUTHORIZING THE ACCEPTANCE OF CERTAIN CANYON STORM DRAIN EASEMENTS AND IMPROVEMENTS FOR THE BELLOTA LANDSLIDE REPAIR. 3. Approve Final Tract Map 17049 as it conforms to the requirements set forth in the Subdivision Map Act and the previously approved Tentative Tract Map. 4. Authorize the Public Works Director/City Engineer to execute the Final Tract Map. 5. Authorize the City Clerk to execute and submit the Final Tract Map and easements to the County of Orange Recorder s Office for recordation. J. Updated 2013 South Orange County Integrated Regional Water Management Plan (Pages 6J-1 through 6J-5) Adopt Resolution No. 13-36, entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN CLEMENTE, CALIFORNIA, ADOPTING THE 2013 SOUTH ORANGE COUNTY INTEGRATED REGIONAL WATER MANAGEMENT PLAN.

Approve the plans and specifications for the Fiscal Year (FY) 2013 Sidewalk Repair Program. 2. Approve, and authorize the Mayor to execute, Contract No. C13-40, by and between the City of San Clemente and Carvajal Trucking & Tractor, Inc., providing for the FY 2013 Sidewalk Repair Program, in the amount of $114,642. 3. Authorize staff to issue a change order for additional work in an amount not to exceed $30,000. L. Waiver of Police and City Service Costs for Carnival Colossus 2013 (Pages 6L-1 through 6L-4) 1. Direct the City of San Clemente to assume the financial cost of providing Sheriff support for the Carnival Colossus and Expo. 2. Approve a transfer of $9,000 from Account 001-203-44900 (Council Contingency Reserve) to Account 001-218-43625 (Police Contract Services). 3. Waive in-kind services provided by the City in the amount of $9,000. M. Ball Field Rental Restrictions and Policies (Pages 6M-1 through 6M- 11) Remove the ball field rental restriction at Bonito Canyon Park and allow the Ball Field Rental Policies to guide the permitting of all ball fields in a consistent manner.

The Public Hearing process includes a staff presentation, a presentation by the applicant not to exceed ten (10) minutes, and public testimony (not to exceed three minutes per speaker). Following closure of the Public Hearing, the City Council will respond to questions raised during the hearing, discuss the issues, and act upon the matter by motion. A. 516 Elena Lane Historic Property Preservation Agreement (HPPA) 13-136 Porter/Gurney Residence (Pages 7A-1 through 7A-30) Public Hearing to consider a request to consider a Historic Property Preservation Agreement (Mills Act) for a historic property within the Residential Medium (RM) Zoning District located at 516 Elena Lane. The legal description is Lots 19 and 20, Block 3 of Tract 785, Assessor s Parcel Number 692-032-18. MEETINGS RECORDED AND TELEVISED City Council meetings are broadcast live and are replayed periodically on Cox Communications Local Access Channel 30 (or Channel 854 for high-definition televisions). Meetings are also recorded via audio CD and DVD and retained as a City record in accordance with the City s records retention schedule. LENGTH OF MEETINGS At 11:00 p.m., the City Council will determine which of the remaining agenda items can be considered and acted upon at this meeting and will continue all other agenda items to a future meeting.
