2035 Long-Range Transportation Plan Update Amendments Documentation DEFINITION Amendments: Revisions to the 2035 LRTP update that have been submitted for public review, air quality conformity analysis, and MPO action. Amendments primarily involve projects noted in the list of financially constrained projects (i.e., projects added or deleted and changes to project schedules, scope, etc.). Federal regulations for the MPO s planning and programming process define amendment as follows (see 23 CFR Part 450, Subpart A Transportation Planning and Programming Definitions; Section 450.104, Definitions): Amendment means a minor revision to a long-range statewide or metropolitan transportation plan, TIP or STIP that involves a major change to a project included in a metropolitan transportation plan, TIP, or STIP, including the addition or deletion of a project or a major change in project cost, project/project phase initiation dates, or a major change in design concept or design scope (e.g., changing project termini or the number of through traffic lanes). Changes to projects that are included only for illustrative purposes do not require an amendment. An amendment is a revision that requires public review and comment, redemonstration of fiscal constraint, or a conformity determination (for metropolitan transportation plans and TIPs involving non-exempt projects in non-attainment and maintenance areas). August 7, 2014 2035 LRTP UPDATE AMENDMENTS DOCUMENTATION 1. Chapter 17 Financially Constrained Plan: Chesterfield County: West Hundred Rd. (Rt. 10) widening from Bermuda Triangle Rd. to Old Bermuda Hundred Rd. (UPC 101020). Initial action was taken at the May 1, 2014 MPO meeting to proceed with the long-range plan amendment and public review period. Final action taken at the August 7, 2014 MPO meeting to approve this amendment. a. Project Cost Change: The project cost was revised from $15,875,000 as shown in the current LRTP to $45,210,000. Sufficient surplus funds remained in the fiscally constrained plan to cover the additional cost of the project. b. Project Scope Change: The project originally called for a six-lane cross-section, however further studies determined an 8-lane cross-section would be required. The revised project scope also calls for a Superstreet configuration for several intersections in the project corridor. c. Public Review: A two-week public review process conducted from June 17, 2014 to July 1, 2014. Two comments were received in support of the project and one B1 Amendments/Administrative Modifications
comment was received in opposition to the project. All comments and accompanying staff responses were provided to the MPO Board prior to the August 7 MPO meeting. August 7, 2014 1. Chapter 17 Financially Constrained Plan: DRPT/GRTC: Broad Street Bus Rapid Transit (BRT) Project. Initial action was taken at the May 1, 2014 MPO meeting to proceed with the long-range plan amendment and public review period. Final action taken at the August 7, 2014 MPO meeting to approve this amendment. a. Project Cost Change: The project cost was revised from $7,000,000 as shown in the current 2035 LRTP to $49,800,000. Sufficient surplus funds remained in the fiscally constrained plan to cover the additional cost of the project. b. Project Scheduling Change: Due to the anticipation of an accelerated construction schedule, the project was moved from the Fiscal Year (FY) 2018-2023 time-band of the 2035 LRTP to the FY 2012-2017 time band. c. Public Review: A two-week public review process conducted from June 17, 2014 to July 1, 2014. One comment was received in support of the project and no comments were received in opposition to the project. All comments and accompanying staff responses were provided to the MPO Board prior to the August 7 MPO meeting. This document will guide the planning and construction of transportation projects for the next 20 years. The Richmond Area Metropolitan Planning Organization (RAMPO) is the federallydesignated forum for regional transportation decision-making and funds-allocating. The RAMPO board includes elected officials from the Richmond Region s nine localities, as well as officials from regional, state, and federal transportation agencies.
