Student Government Association Ammerman Campus Mission Statement: The Student Government Association serves as the official voice of the Michael J. Grant, Eastern, and Ammerman Campuses, including all of their respective and future entities. Each Student Government Association will serve to advocate for all student rights, responsibilities, and freedoms as well as the general welfare of Suffolk County Community College students. We will act as a liaison between the faculty, staff, administration and students to create a working parallel among them through the means of representation on college committees, voting to promote student interest, and all other means necessary. Article I: Name The representative body of the students of the Suffolk County Community College, Ammerman Campus, shall be known and referred to as the Student Government Article II: General Duties Section 1. The duties of the Student Government Association shall include, but not be limited to the following: 1.1 The Student Government Association shall see that the rights and privileges of the students in academic and non-academic matters are rightfully advocated. This shall be done within the framework of the College Catalog and the Student Code of Conduct. 1.2 The Student Government Association shall allocate funds to the clubs of Suffolk County Community College-Ammerman Campus, to facilitate extracurricular activities and promote an active campus life. 1.3 The Student Government Association shall review the constitutions of all existing and proposed student organizations, and make recommendations on those constitutions to the Director of Campus Activities or his/her designee. 1.4 The Student Government Association shall find student representatives and make recommendations to current campus/college committees and boards in order to protect the welfare of the students. Section 2. The Student Government Association-Ammerman Campus shall support any project or activity, which, in its opinion, will serve general interests of the college, the student body, or the campus community. Section 3. The Student Government Association is the sole organization responsible for regulating its own affairs. Article III: Membership Section 1. President: The duties of the President of the Student Government Association
1.1 The President shall preside over all meetings of the Student Government Association-Ammerman Campus. 1.2 The President shall vote on issues requiring a two-thirds vote of the full Student Government Association membership in the event of a tie. 1.3 The President shall call special meetings of the Student Government Association whenever necessary. Student Government Association members must be given at least three (3) business days notice prior to the date of a special meeting. Section 2. Vice President: The duties of the Vice President of the Student Government Association 2.1 In the absence of the President, whether temporary or extended, the Vice President shall temporarily assume the responsibility of the President of the Student Government If the President, through removal or resignation, cannot continue his/her term of office, the Vice President shall assume the role of the President for the rest of the term. 2.2 The Vice President shall appoint student representatives on all campus and college committees. 2.3 The Vice President shall be a full voting member of the Student Government Association-Ammerman Campus. Section 3. Treasurer: The duties of the Treasurer of the Student Government Association 3.1 The Treasurer shall hold the responsibility to chair the Finance Committee. 3.2 The Treasurer shall maintain an accurate record of all funds allocated to the clubs of Suffolk County Community College, as well as a constantly updated budget report. 3.3 The Treasurer shall be a full voting member of the Student Government Section 4. Secretary: The duties of the Secretary for the Student Government Association 4.1 The Secretary shall maintain an accurate record of all meetings of the Student Government Association, including a record of attendance. 4.2 The Secretary shall be responsible for maintaining a file of the minutes of Student Government Association meetings and of all correspondence of the Student Government and its Committees, including e-mails. 4.3 The Secretary shall maintain an account of both income and expenditures of funds appropriated to the Student Government 4.4 The Secretary shall be a full voting member of the Student Government Section 5. Senators: The duties of the Senators 5.1 The Senators shall have the authority to introduce any motion or resolution, which will advance the purpose of the Student Government
5.2 The Senators may be appointed to represent the Student Government Association-Ammerman Campus on college and campus committees. 5.3 The Senators shall be full voting members of the Student Government Section 6. Officers and Advisors Council: The Officers and Advisors Council shall be a forum for recognized clubs and organizations to do the following: 6.1 Voice their opinions and share any updates regarding future club programs and projects. 6.1 Meet once a month within the Fall and Spring semesters as decided by the SGA Vice President and designated Officer of Campus Activities professional staff. Section 7. Finance Committee: The Finance Committee shall be a group comprised of members of the Student Government Association as well as members of the OA Council, and shall: 7.1 Approve or deny applications to create new clubs. 7.2 Sponsor any club event the committee determines to be appropriate for funding. Section 8. Commissions: The Executive Board will divide senators into working commissions each year. Commissions often involve projects or initiatives that need to be addressed throughout the year. Meeting time will be set aside. Article IV: Executive Board Section 1. The Executive Board of the Student Government Association shall be defined as: President, Vice President, Treasurer and Secretary. Section 2. The Executive Board of the Student Government Association the responsibility of filling vacancies in membership should the need arise. Article V: Committees The Student Government Association reserves the right to create standing and ad hoc committees to further develop the Student Government Article VI: Meetings Section 1. Regularly scheduled meetings of the Student Government Association shall be established within the bylaws. Section 2. Regularly scheduled meetings of the Executive Board shall be established within the bylaws. Section 3. All students are welcome to attend General Meetings, as well as voice opinions or concerns during Open Forum if they wish. Section 4. Robert s Revised Rules of Order and Parliamentary Procedure shall govern procedure at all meeting of the Student Government Section 5. A quorum shall be set at the start of each meeting as more than half of the Student Government Association elected officers and senators in attendance.
Section 6. There shall be no proxy vote. Article VII: Elections A general election shall be held by the standing Student Government each spring semester for all upcoming Executive Board positions (excluding Treasurer). Refer to bylaws for qualifications to campaign for a position on the Student Government Association-Ammerman Campus. Article VIII: Vacancies, Impeachment, and Dismissal Section 1. When an elected position is vacant, members of the student body who fulfill the minimum requirements for membership may apply for appointment to the Student Government 1.1 Appointment shall be approved by a majority vote of the Student Government Association membership. 1.2 In the case where there is a vacancy in the position of President, the Vice President shall fulfill the position. Section 2. In the case of impeachment, a hearing for the removal from office shall take place within two (2) school weeks of the movement to impeach. From the vote to begin impeachment proceedings, the accused member shall retain his or her duties until the outcome of the impeachment hearing. 2.1 An impeachment can only occur when it has been established that a member of the Student Government Association has shown to continuously disregard his/her duties as established by the Constitution and bylaws. 2.2 Members will be automatically dismissed following three (3) unexcused absences from any meetings. 2.3 The above sections apply to both the Executive Board and Senators. There shall be no bias based on rank or any other factor when executing any penalties. Article IX: Amendments Section 1. The Student Government Association may amend this Constitution as follows: 1.1 The proposed amendment must be introduced by a Student Senator at a regularly scheduled meeting. Each member of the Student Government Association-Ammerman Campus must receive a copy of the proposed amendment at least five (5) business days prior to the meeting. 1.2 The proposed amendment shall be automatically tabled until the next regularly scheduled meeting. The proposed amendment passes with a majority vote of approval. Article X: Advisor Section 1. The Advisor of the Student Government Association shall be the Director of
Campus activities or his/her designee. Section 2. The Advisor of the Student Government Association shall provide counsel to all members concerning any issues or topics pertaining to matters of the Student Government Article XI: Nondiscrimination The Student Government Association shall not discriminate against any person because of race, color, creed, gender, religion, age, marital status, sexual orientation, national origin or disability. Article XII: Ratification This Constitution, and every succession following, shall be in effect after the standing Student Government Association-Ammerman Campus has passed a majority vote in favor of ratifying this Constitution. Ratified on: May 2 nd, 2017
