Dear colleagues, Having gained substantial experience serving both a. local authorities as a Mayor of the border island of Samos affected severely by the refuge crisis and as an elected member to the Board of the Central Union of Municipalities of Greece (KEDE) since 2014 and b. regional authorities as a Governor of the East Macedonia & Thrace Region for 4 years, and having a long professional experience specialising on European law and affairs, I can assure you that I have the proper qualification, motivation and engagement for an active and constructive involvement with the works of our Congress in the next four years. At the same time, being the Head of the Greek Delegation to the Congress since 2014 and vicechairman of the outgoing Monitoring Committee, I am fully committed to the work of the Congress and its priorities set for the period 2016-2020 and for an increased implementation of the European Charter of Local Self- Government. POLITICAL CAREER: In May 2014, was elected Mayor of Samos Island, taking office on 1 September 2014 In October 2014, was elected member of the Board and the Executive Committee of the Central Union of Greek Municipalities (KEDE) representing 325 municipalities in Greece. In November 2014, was elected president of the Commission on Insularity of KEDE. From 2008 to 2009 served as Secretary (Head), of the Secretariat of Administrative Reform of the Greek Ministry of Interior and contributed significantly to the use of EU funds in relation to the program "Administrative Reform", with a budget of EUR 675 million euros.

From 2004 to 2007 was General Secretary (Governor) of the Greek Region of Eastern Macedonia and Thrace. During his mandate, an increase occurred of absorbency related to European projects subsidized by the structured funds for Eastern Macedonia and Thrace from 13% to 70%, while 250 private investment projects amounting to 200,000,000 Euros were approved and implemented. From 2004 to 2007 was president of the Balkan & Black Sea Commission of the Conference of Peripheral and Maritime Regions of Europe (CPMR) bringing together more than 160 European regions. President of the Greek section of the International European Movement, (the oldest pan-european organisation with national sections in 39 countries). Founding member and Honorary President of: the Young European Federalists (JEF), the Greek Committee of the Union of European Federalists (UEF) and the Greek Association of European Studies. CONGRESS EXPERIENCE: Since October 2014, is head of the Greek Delegation to the Congress of Local and Regional Authorities of the Council of Europe. He has also served as vice-president of the Monitoring Committee of the Congress, his mandate being just ended. EDUCATION: Studied Law at the Law School of the University of Athens, graduated with first class honours in 1979. Obtained a post-graduate degree in European Law from the University of Brussels (Université Libre de Bruxelles) Obtained a post-graduate degree in International Relations from the Center for Strategic and Diplomatic Studies in Paris (Centre d'etudes Diplomatiques et Stratégiques - CEDS). PROFESSIONAL EXPERIENCE Attorney at law, member of the Athens Bar Association since 1981, practicing law in Athens, Greece specializing mainly in European law and cases related to the implementation of the European Convention of Human Rights. In 2013 was appointed Chief Legal Advisor of the Hellenic Electricity Distribution Network Operator S.A. (DEDDHE). He has served as Fellow-consultant at the European Parliament, (Committees on Legal Affairs, Citizens' Rights and External Economic Relations) attached to the European People's Party group.
