Its operation based on the Memorandum of Understanding signed behind the Governments of Republic of Moldova and Ukraine and the EU Commission. The Mission provides assistance in the modernization of border management including capacity building (training, study tours, technical donation) harmonization with the EU standards and practices, cross-border cooperation (information exchange, joint border control operations, and criminal investigations) to the Border Guards, Customs, Police, Security Services, and Prosecutor Offices at the Moldovan-Ukrainian state border. Additionally contributes to the peaceful settlement of the Transnistrian conflict of Republic of Moldova. Training activity of the EUBAM - as an important tool in capacity building- is one of the key elements of our complex operation. professionals and prosecutors were trained by the EUBAM. 160 training sessions covered 50 topical issues on border management, organised crime, customs valuation fraud, anti-corruption, leadership and management, public relation, project planning, training and staff development. The satisfaction of the participants from Moldovan and Ukrainian authorities is high continuously over 85 %. In order to ensure the delivery of best EU practices and standards to the partners close cooperation was established with EUROPO and FRONTEX including training delivery on counter activity of Organised Crime such as introduction of European Criminal Intelligence Model, OCTA, Integrated Border Management, Risk Analyses, Coordinated Border Control Operations and crime investigations. As the Head of Mission I have overall responsibility for the mission s operation and its daily management, as well as for the overall management of the project s resources within the framework of the mission s mandate (240 employees from 27 countries and 12 million Euros annual budget plus 10 million Euros for technical assistance). This includes regular reporting (written and oral) on the mission s work to the EU Commission or the relevant Council groups such as PSC, COEST and CIVCOM. I have to provide personal update to H.E. Dr Benita Ferrero Waldner Commissioner for External Relations and European Neighbourhood Policy and H.E. Dr Javier Solana High Representative for the Common Foreign and Security Policy. In addition reports are submitted to the UNDP as implementing partner of the EU Commission and are shared with the Governments of Moldova and Ukraine. I perform high level representation tasks including liaising for matters related to the work of the mission at senior level with the Ukrainian and Moldovan partners, with EU member States (Presidents, Prime Ministers, Ministers, Ambassadors) and with international community notably with OSCE and IOM. I work closely with EC delegations in Kiev and Chisinau, Europe AID, FRONTEX, OLAF and the SECI Center on coordinating the mission s efforts with other related EU projects and on delivering recommendations on specific capacity building tasks such as fight against organized crime, integrated border management. As Senior Political Advisor I am the leader of the Enhanced Border Team subordinated under the EUSR. Enhanced Border Team composed by four political advisors in Kiev, Chisinau and Odessa. Through combination of two positions I ensure proper coordination of political and technical efforts. I started in the field level at the Hungarian Police and I was promoted step by step up to the most senior level such as the Deputy Chief Commissioner of the National Police. 15 years senior level leadership out of which 8 years in international environment was spent.
