He knows he can count on the Letter Carriers to do the right thing; he can count on them to do the job.
Membership Report 1 new member Willy Tatlonghari from (180 Napoleon). Ivars Lauersons made a motion to accept the new member, second by many, voted on by the membership-one of approval. Voice Report None Health Benefit Report by Franklin Woo Open Se3ason is coming, November 8- December 13, 2010, It is time to make changes. The FEHB Plan is increasing by 7.7% for 2011, increasing 8% for 2010 and extending coverage to adult children up to 26, if they are unmarried. The NALC FEHB Plan is going up 9%, January 1, 2011 it goes into effect. You should receive your packet in the mail. Safety and Health Report None MDA Report. There was a Stride and ride on October 2, 2010. Bradford Louis from Pine Station participated in this event and he raised $258, I went and raise $120. Thank you Brad and the carriers from Pine Station that so generously donated money to MDA, Thank you to all the Officers at Branch 214 and the JARAP class that donated to MDA. The National Bowlathon will be on Sunday November 7, 2010, at Classic Bowl in Daly City from 12:00-3:00. We need to get you to sign up now and participate in the 2 nd annual Bowlathon.
EEO Report None Organization / Education Report by Kim Truong he talked about 5 day wrong way please have your customers fill out the forms we got at the National Convention. You must be off the clock, and make sure your eagle is covered on your uniform. Please sign up business customers that are open on Saturday. Bring the completed forms to the union office. Phone Banking is going on at the San Francisco Labor Council Monday Friday in the evening at 1261 Howard. If you are a retiree you can phone bank during the day. Field Directors Report None Legislative Report by John Beaumont John Beaumont urged the membership to sign up for COLCEP, if you re not giving $5 auto deduction or more, sign up now or increase the amount you are giving. JARAP Report- by Tony Gallardo the JARAP will be starting on October 18, 2010, the data that will be used is from September 1 October 18, 2010. The Stations that had route adjustment last time are the ones that will be revisited this JARAP. There is no doubt the 3999 are required they look at 1) the 3999 2) actual average 3) carrier consult 4) base. Roland asked Bradford how many times this person has been counted. Bradford answered at least three times. Tony answered the question if they go out with you and it comes up short, they can go again, if they go out with you and it is to long, they can go again. The DETS will be able to tell if the 3999 is not representative of the routes. Leonard just to notate they were walking routes in the summer months, it will indicate that the time is shorter. New Business Jun Buccat read the new 6 month Budget, he also talked about changing the fiscal year to match the calendar year of January December. It might change the Budget we will notify you of any change. Vicki asked a question about the last item in # 5, how come it was doubled? Jun said he would check. Vicki made a motion to accept the Budget as read, Carol 2 nd the motion- voted on by the members-one of approval. Dave Welsh made a motion; the second was made by Vicki Sawicki A discussion was held, Ivars made a friendly amendment to change the last ½ of the fifth paragraph to a whereas, John Beaumont made a motion to table the motion, the second was made by Carol Maggio-voted on by the members- one of approval to table the motion.
Presidents Report by Lili Beaumont Larry Frost is officially retired effective October 1, 2010. LEADERSHIP CONFERENCE in Sacramento, CA all day on Sunday, September 26, 2010. The topics for the NBA to discuss were submitted by the branches in Region 1 and the CSALC. CSALC topics: Congressman Jerry McNerney needs help. There is concern that he may not get re-elected. There are precinct walks happening. Branch 214 is committed to the precinct walk in Stockton on October 31, 2010, 8:30am 2:00pm. However there are also campaign involvement opportunities in the bay area labor councils. Please contact the union office if you would like to be involved. Branch 214 will also be conducting our own phonebanking night at the branch office calling our union members that reside in Jerry McNerney s congressional district. Please leave your contact information on the signup sheet if you would like to help. NBA topics: NRP: six NALC advocates trained to do arbs in our region: Brian Voigt, Rich Griffin, Alex Mallonee, Bryant Almario, Manny Peralta, Charlie Miller. There are 4600 NRP cases awaiting arbitration. The schedule for arbitrations is only 10 dates/month. It will take at least 5 years to adjudicate at that pace. Furthermore, NRP will move beyond Phase 2 & 3, but we haven t seen the next phases come yet across the board. In Region 1, there are 31,812 carriers on rolls; 2,500 scabs; 1,100 TE s; 232 scab TEs. Excessing: USPS estimates to be holding 1200 routes. Between clerks & carriers, 500 impact letters for 200 carriers, 300 clerks. FSS impact is also anticipated. Starting 2011, more carrier excessing letters to come at the implementation of FSS. Excessing will cross over district and state lines. If you are an unassigned regular and receive an excessing letter, please
contact the union office immediately. PTF & TE hours must be minimized before regulars may be excessed. FSS implementation: may be scratched. It may not be worth it any longer to have FSS implemented because the savings does not outweigh the costs any longer due to mail volume declining so much. The FSS deployment schedule for 2011 is as follows: 2 in LA (2/28), 4 in Bay Valley San Jose (1/10), 2 in Anaheim (4/11), 1 in Sacto (5/23), 4 in San Diego (4/11, 5/31), 1 in San Francisco (6/13). National is negotiating a joint adjustment of routes after FSS is implemented in these areas. FSS implementation will eliminate 18-25% of carrier routes. 58 routes are eliminated per FSS machine. In some places, it is 45minutes to one hour s office time savings, but time is added to street (M-1691). The machine works best when there is a pit crew assigned to repairing any problems with the machine. If no pit crew, the machine has been known to shred the flats. According to the postal service, post offices will be ranked by pieces/delivery in order to be considered a target site for FSS. The following offices are target sites because they get high periodical mail volume plus the routes are motorized: Menlo Park, Palo Alto, Lost Altos, Burlingame, Pacifica, San Mateo, and Millbrae. JARAP: (refer to M-1720 for COR adjustment guidelines). The District Lead Team (DLT) will decide where COR will be used for territorial adjustments. COR relies on the 3999s. No comments on the 3999s means there should not be any deductions taken from the street time. In their consultation, the carrier has a right to request copy of their 3999 and then question the deductions if any. The DEAT must go over the 3999 with the carrier including any comments made on the 3999. If deductions were made without comments, then the DEAT should dispute that 3999 and have management do a new one ASAP pursuant to M-1731. The process stops for that route until the new 3999 is completed. Also, all carriers who have a bid assignment route should report to the union (shop steward and/or union office) any brand new deliveries on their route. We must keep track of new deliveries to ensure that they are established as city carrier deliveries and are not contracted out.
November 14, 2010 (Sunday) is our stewards appreciation brunch. It will be at the Crowne Plaza hotel in Burlingame. Full Stewards get a complimentary brunch with a refundable deposit of $35. All guests (nonfull-stewards) are $35/person. Executive Vice Presidents by Karen Eshabarr September 9 we had a training that was held. November 14, 2010 Steward Appreciation Lunch will be held at Crowne Plaza. December 6, 2010 the Retiree Luncheon will be held at the Elks at 450 Post. Vice Presidents Report by Bill Thornton there have been problems with the OWCP forms in a timely manner Juan Dominguez in San Rafael. There was a rather large settlement Berta Quezada was the informal A, Lili Beaumont was the Formal A, full back pay from last November 2009. Roland talked about a letter from a supervisor complaining about the steward in San Leandro. Lili, Charles and Frances have already talked about how they are going to handle this.
