Distrust has been increased in various aspects between the people and the government. 2. Security throughout the country which is the highest demand of the people of Afghanistan after the Bon Conference has not been put into effect but it is worsening day by day. despite presence of NATO, ISAF, National Army and National Police, the people of Afghanistan are witness of organized strikes and suicide attacks of the enemy which is the only cause of distrust between the people and the government Securing security every where that was the main wishes of Afghanistan nation after the Bin conference not only the security wasn t secured but daily it became worse and worst in the presence of the NATO and AISAF, national army and national police. The people of Afghanistan are witness of the war of the defense navies and suicide attacks this is one of the main reasons that decreases and increases the trust of the nation on the government, 3. Escalation of corruption not just been diminished but increased every other day. Prevalence of corruption of the administration hasn t decreased but with the pass of each day their dimensions are spreading more, 4. We can feel rule of arms throughout the country even in private residences. sovereignty of the weapons all over the country even in personal houses people have a large amount of weapons, 5. Numerous center of supremacy of the irresponsible people that cause terror inside the people and are the biggest challenge to the security still exist. With the presence of the numerous powers of irresponsible people that causes a disturbance between the people and is a big problem for the security still such powers are in Afghanistan, 6. Increase in narcotic smuggling at the level of national and International Trade of Narcotics on national and international surface has given a big shock to

the government trust. Figures that had been published through the UN. Poppy cultivation, producing drugs in Afghanistan provides 92% of drugs on the earth, 7. Underworld role in the Government system and using from the governmental responsibilities for their profit, 8. crisis inside the government system and unnecessary competitions is the subject of creating government system, 9. In a continuous manner the government members according to the family relations, relatives without looking for qualifications and the love for their country are being hired. In reality such points are not being looked over in the government, 10. No attention towards the peoples needs has increased the distance between people and the government, 11. The distance between the legislative power and executive power has increased the current shaking status of the government, 12. Because of the desirable reasons in the society the capitalism has reached to a very low point. None of the national capitals and none of the international capitals are present for capitalism in the society, 13. Difference politic for assuming power and showing power after the presence of the front united has taken the situation serious, Just like the mentioned points other problems also exist that has taken over our country. Saving from the current crisis what should be done? According to Afghan Organization of Human Rights and Environmental Protection Afghanistan has shown their fife year experience that following the current politics the government has came out of some problems. It s seriously necessary that over a serious politics for a short time and a long time taking the current problems in mind with the cooperation of the government responsible and a member of the UNAMA and international society should be postured and compared. Following is our proposal:- Revision of policy makers of national and international perimeters of politics in Afghanistan, Putting pressure through the UN and the countries that includes the navy for rejecting the neighbor countries protection inclination and exit of terrorism from Afghanistan, Adopting clear topics incase Taliban and international defenders of them, Strengthening, and training the national army, national police and the national security, The government with their one sided classic politics prevents from absorbing the interest of experienced and obligator military that it has only effective national

strategy and destitute from a narrow sight which has leaded to a great shock and crisis increase. We receive this information that the government ranks in developing military powers, who have Islamic radicalism of the organizations are included in the political procedures in an official manner, this is also one of the reasons that increases crisis in the country. On the other side because of incorrect organization and contaminated fanaticism in the government background hiring experienced officers for the army and most of them had been working in different relations like commission work and labor work. Last year 14% of the countries were in the hands of the people who were against us and in the current going year like this it will increase to 26%. For a better national army our experience has shown that the current hired soldiers can t fight back us in the current situation and they can t perform their duty in the right manner. Therefore in a country like Afghanistan which has went through a long war time and has a very weak economical status the only right way in regard to hiring soldiers is from the time of charging one for a classified duty. For a moment think that if the helps of the other countries finishes does the government of Afghanistan have the power to have a good army. If this process is under taken then the role of the regulations in creating national army also becomes weak. As currently most of the earlier holy war commanders have put their members in national army as they can t pay them salary. Creating jointly headquarters between NATO and AISAF and the national army and national country police superior of over all commandery, Creating jointly contractors office between NATO and AISAF and the national army and national country police in all the zones of the country, The national armies who have came here to help the people of Afghanistan and to free them from Taliban; today themselves are being guilty for serious mistakes. Without knowing or with knowing they start bombing on innocent people in different parts of the country, According to the reports of the organization of UN in the last 6 months of 2007 more than 600 national humans that most of them are women and children are killed badly in the operations of the international army. This point firstly increases the distance between the local people and the government and secondly the powers that are against us will also become strengthened. The government of Afghanistan should be empowering the present and activates of the international armies according to the international declaration of the human rights and international parties, should prevent from perpetration of war criminals, wishes of creating a position of international supervision should be given so that the boards of law a honest war and legal case calling to account should be done. The congress of the United Stated of America had compared around eleven and a half million dollars for securing security in Afghanistan. From this amount an amount of nine and a half million dollar will be spent for the army and the rest of the money will be spent in the division of rebuilding. for

a moment lets think with our selves that if it was the opposite of it and nine and a half million should be spent in the division of rebuilding and for strengthening the economical status of the people of Afghanistan and for creating other beneficial projects we would be able to get some more positive and good results, Would we be able to get such results from the army operation? Our answer is yes for sure we would have received much better and good results. As we have reports in our hands that most of the people especially in the south villages have weak economic and they join the people who are against us. Political compromises are for securing the security. Again our experience has constant that for securing security army operations are not the solution. Let s take political compromises for securing the security. Compromises with which category people. The reports are the proof that in Taliban group three category people doesn t exist. 1. People who create the first circle of the Taliban leaders and from which theory makers and policy makers are one, 2. The second is created from the commanders of the Taliban who leads the army operations, 3. The third circle is the rank of Taliban that in the army operations with knowing or without knowing they fight but they also don t believe in continuing the war. First Part The first part is about the Taliban who are directly in contact with the group of Alqaida. Second Part The second part is the Taliban who are in contact with some of the organization whom are aware of the Afghanistan judicial issues. Third Part Are the Taliban who are not in contact with any one and they use their religious feelings. In our point of view the third part of Taliban who use their religious feelings and the second circle or commanders and the third circle contacts of Taliban are possible. The government with a necessary damage should sit in a meeting with the people who are

against them and the necessary distinctions that shouldn t shock the national benefits should be given to them. As to the other parties who were indulged in the thirty years of war and currently they are working in the government that on their side great distinctions should be the result for the betterment of our country. Compromise with the Islamic Parties Gulbudin Hekmatyar After the fall of the Dr.Najibullah regime and the rule of the Mujahiden in Afghanistan has shown the experience that Mr.Gulbudin Hekmatyar has always shown great afforts for governing with the Mujahiden. On this reason for the first time he stood against the government in cooperation with the Mujahiden and for having the largest power he joined General Abdul Rashid Dustum leader of the Islamic Republic of Afghanistan. During the period of having the post of the Prime Minister and for having some other posts he stood against Mr.Gulbudin Hekmatyar with the Mujahiden deducted to the knowing of all the local people. Therefore the results are such that possibilities of compromise with Mr.Gulbudin Hekmatyar comparing to Taliban can take place soon. Serious and cooperative investigation of the DIAG project One of the main elements of the Bin conference was the process of collecting weapons all over the country that unfortunately the project of weapons collection DIAG was in such a status in the country that no positive results were found. Because of some political policies the government of Afghanistan wasn t able to come with a weapons collection serious and active plan. According to the broadcasted statistics approximately one million concealment and non concealment weapons remained in Afghanistan after the exit of the Russian union. With the arrival of the Mujahiden government some weapons also came into Afghanistan. The figures that have been broadcasted through the DIAG till now almost 65000 Mel weapons have been collected that in no case this figure is accepted by the people of Afghanistan. With the description that millions of dollars have been spent on this Project. The reports of the site offices of AOHREP states that the weapons sovereignty and armed irresponsible commanders can be a great trapping plan for the security. Till weapons exist in Afghanistan in any case government sovereignty can t be created. The government of Afghanistan should plan a new strategy for the collection of weapons. The import of modern and new weapons from the neighbor countries should be restricted. The government of Afghanistan should officially announce that no one has the right of using and keeping weapons without the permission of the government and if used then the person will be condemned to court. The Government of Afghanistan should also ask for the cooperation of the UN Security in this issue so that they could come to the decision that none of the countries have the right to sell their weapons on the people who are against the Afghan government and they should also restrict the entrance of the weapons through their borders to inside Afghanistan. Political parties that have recently got the permission of working in Afghanistan through the ministry. According to the rule of the parties no armed forces and no weapons

should be there. Although we have seen that a number of the Jihad parties that are currently using the law of the parties they have registered themselves they have both armed forces and also weapons and till now the Government of Afghanistan isn t able to take any actions against them. Drug Cultivation and smuggling of Narcotics in Afghanistan Drug cultivation and smuggling of narcotics is one of the other main trades that stands beside the security. After the fall of the Taliban Regime every one thought that the cultivation and smuggling of drugs will be finished for ever or it will decrease. The people of Afghanistan were waiting that the Government of Afghanistan will prepare a new strategy with the cooperation of the international associations and financial help will be done with the farmers so that the cultivation of drugs could finish but unfortunately such a strategy hasn t been prepared not by the Government but not even by our international friends. The last reports show that the smuggling and cultivation of drugs hasn t decreased but Afghanistan in the surface of the world produces 92% of drugs. According to the last broadcasts modern ways have been established to cultivate drugs in Afghanistan. This new establishments changes Narcotics to Heroine and then exported to the other countries. It s really important to note that almost more then 80% income of Drugs are in the hands of the people who are against the Afghan government and in the hands of the national and international underworld groups. The opponents of the Government incomes a huge amount of their money from the cultivation and smuggling of heroine and narcotics and from this income they strengthen their military system. The other people who benefits from this are the high position government workers that play a pivotal role in the smuggling of the drugs. And the income is used in the political matters an example of which is the Parliament elections of last year. Almost the identification of the government workers who has a role in the smuggling of the drugs are clear to the Government of Afghanistan and to our international friends but till now the Government of Afghanistan wasn t able to take only one member of them to the court for this crime or in the first step just take their job and responsibilities from them. The people of Afghanistan thinks that narcotics issue isn t an issue only for Afghanistan but this is an issue for the Internationals as well. Then why? The international countries who are present in Afghanistan that are more then 30 countries why they don t take any firm actions and steps to solve this problem. Its right that drugs are produced in Afghanistan but the smuggling is done by the international underworld gangs to the other countries. But still none of these international countries were able to recognize or identify this underworld people who are currently present in Afghanistan and in the Government of Afghanistan and could be taken to the international court for investigation. Most of the people think that government of Afghanistan and the international partners doesn t really want to destroy this problem in Afghanistan. There might be some other countries that benefit income from this issue in regard to their military works. Otherwise I don t think so that with the possibility of so much developed and modernized techniques it might be that difficult that more then 30 countries couldn t stop the cultivation and smuggling of drugs in Afghanistan.

Administrative corruption and their negative results in the society Prevalence of administrative corruption results to distance between the Government and local people and strengthens the opposition ranks. Administrative corruption hasn t decreased in this fife year but with the passing of each day its dimensions are spreading more and more. One of the main reasons of administrative corruption indeed politics is Mr.Karzai in regard to the government staff. Without having qualified and experienced staff certainty of government plans in regard to strengthening their aims according to point number 3. Then what s better that the affairs assistants in these directions by adopting main ways before the process of development and success fastens to Ben. Its important that in this case some practical and main steps should be taken. Fife years of experience has shown that in hiring ministers, Governors, and other high ranks of government, the Ministry of Defense and Ministry of Internal Affairs hired them on the basis of politics rare not on the basis of qualification and experience. In the forth part material no 72 Basic Law of Afghanistan it has been written that a person who is being hired as a Minister should have high education, work experience and should have good character. During the fife year a number of people has been hired in the ministries who only don t have high education, they also don t have work experience and not even a good character. And this leads him to corruption in his own department. Hiring Governors and other high ranks of Government and Ministry of Defense and the Ministry of Internal Affairs, they are also hired on the basis of politics not on the basis of qualification and experience. Mostly if these rank people don t agree to a Ministry or to a Province they are changed to another ministry or to another province or they also work in diplomatic posts outside the country. In the 9 th band part of the cooperation rules agreement of London it s mentioned that fight back to corruption and confidence of transparence don t exist in the Government offices. Till now none of the government members has been pointed criminal for corruption in their department. A number of the government workers are criminal for administrative corruption but they also play a pivotal role in the smuggling of drugs. Most of the people of Afghanistan think that the Government of Afghanistan that all the government posts are in their hands and like the beads of chess they are being moved from one place to another. In appointing the council members, high rank members of the government, governors and commanders we need to improve so that a system could be brought in which specifications of the criteria could be mentioned and the norms specifications as well. So that it could be specific that in which norm which members will be appointed. Some of the political points reflect that appointing governors for the provinces, should be done like an election in each of the provinces not like appointed by the Ministry of Defense and the Prime Minister. In our point of view in the current situation that weapons still exist in Afghanistan and by using weapons, money and help of the neighbor countries in all Afghanistan and military rings and underworld with power or with money they make the people accept that according to the current situation its not possible that election of the provinces in provinces could occur in a shape of justly.

Therefore the right way is that appoint of Governors should be done by the Prime Minister, as the governors are special members of the Prime Minister in those provinces. In the earlier governments there used to be a separate department by the name of Leadership department for regions in which only director and Deputy Director experienced existed. All the budget issues of the provinces used to be controlled through this department. All the governors and the provinces activities used to be evaluated and the report used to be given to the Prime Minister. In our point of view respected Ministry of Defense in the current situation not only in regard to the security but in regard to the governors they can t control any one of them actually they don t have the ability to do so. And they also don t have the ability to control the villages and provide the report to the Prime Minister. Therefore in our point of view it would be good and better that once again a separate department could be created for the controlling and reporting of the provinces. And appoint of the governors and preparation of a strategy plan for each province and a budget plan all these stuff should be given to this department by the Ministry of Defense. And this department should prepare a report of all the 34 provinces to the Prime Minister. They should request for the solution of the problems in each province from the Prime Minister, then the prime minister could ask for the cooperation of all the ministries in regard to their problems. In our point of view some of the current government workers should be replaced and new people should be hired not keeping in mind any relations or anything else but hiring them only for their qualification and experience. And on the other hand their daily activities should be seriously controlled. The Government criminals should be taken to the courts and they should be given the punishment of what they have done. Establishing commission with the cooperation of the neighbor countries For development of Afghanistan all the neighbor countries should be justified and given hope that the presence of the international forces won t ever be used for eminence of financial benefit. And a main politic that could have the qualification of action should be prepared by the Government of Afghanistan. That could be kept in the knowledge of International forces as well.
