(Pat) Bubb, Executive Director Lilia Perez, Secretary Dr. Belinda Torres, Tech Prep Coordinator Pursuant to notice duly given, the annual meeting of the voting members and Board of Tech Prep of the Rio Grande Valley, Inc., was held at the above time and place with the above persons participating. Dr. Norma Salaiz chaired the meeting, and Pat Bubb served as secretary. Call to Order; Opening Ceremony. A quorum was present, and Dr. Salaiz called the meeting to order. Jack Damron, Executive Director, Region One Education Service Center, led the invocation. Scott Owings, Superintendent of Schools, Sharyland ISD, led the pledge of allegiance. There were then self-introductions of everyone present. Dr. Salaiz shared opening remarks on behalf of the Tech Prep Board of Directors. There were no announcements or public comments. Special Presentation Tech Prep s Strategic Plan for 2010-2015: Executive Director Pat Bubb provided a special presentation regarding Tech Prep s strategic plan for 2010-2015, which the Board of Directors adopted at its meeting on May 25, 2010. Bubb explained the history of the plan s development and then shared the plan itself with the group. Action Item: Consider and Approve Minutes of Annual Meeting of October 29, 2009. The group reviewed the minutes of the 2009 annual meeting, which had been included in the packet for the meeting. The minutes of the annual meeting were then approved on motion made by Rene Villarreal, seconded by Felipe Salinas, and unanimously carried. Annual Meeting of Voting Members and Board, 10/26/2010 4

Action Item: Ratify Board s Actions from October 29, 2009, through October 25, 2010: A written report of the Board s activities during the past year was provided in the packet for the meeting. There were also reports, as follows: Data Initiatives Committee: Dr. Steve Flores reported. Executive & Partnerships Committee: Dr. Norma Salaiz reported. Richard Vaughan, Brenda De Hoyos, Hector Rendon, and Dr. Steve Flores shared comments about their Academic Leadership Alliance Summer Educator Externships experiences. Finance & Bylaws Committee: Teri Zamora reported Lower Rio Grande P-16 Council (Secondary Curriculum & Instruction and Postsecondary Curriculum & Instruction Committees) Dr. Norma Salaiz reported. Marketing & Awards Committee: Pat Bubb reported for Committee Chairs Naomi Perales and Rene Capistran. Nominations Committee: Perry Vaughn reported. Technology Initiatives Committee: Pat Bubb reported for Committee Chair Naomi Perales. After all reports and discussions were completed, the Board s actions during the past six months were ratified on motion made by Al Guillen, seconded by Hector Rendon, and unanimously carried. Action Item: Perry Vaughn shared the Nominations Committee recommended slate of new Directors with participants. Vaughn also shared the Nominations Committee s recommendation that Hollis V. Rutledge, Jr., be moved to the position of Director Emeritus, providing the group with information about the many contributions Hollis Rutledge had made to Tech Prep s growth. Hollis Rutledge was present and shared remarks. Vaughn further presented the recommendation that Veronica Villegas be named a Director in place of Hollis Rutledge. Elections were then held by ballot, and the following were approved: Hollis V. Rutledge, Jr., was moved to the position of Director Emeritus. Annual Meeting of Voting Members and Board, 10/26/2010 5

Veronica Villegas, Vice President, Rio Grande Valley Partnership Chamber of Commerce and a Tech Prep Associate Board member, was moved to Director, taking the position formerly occupied by Hollis Rutledge. Her initial term as Director will end on October 25, 2011. The following were named Directors for two-year terms beginning October 27, 2010, and ending October 30, 2012. Perez, CEO, Gastroenterology Consultants of South Texas, PA Joe Vasquez, Community Volunteer (Board Chair, Security First Credit Union; former Vice President of Human Resources, Mid Valley Health Systems/Knapp Medical Center) E. One appointment by the President of the University of Texas-Pan American was pending a replacement for Daria Lisa Prieto, who had moved from the position of Director, College Access and Support Programs, to the position of Chief of Staff. During the briefing, discussion occurred. Eva-Jean Dalton shared information about Rio Tech Fund, and there was a discussion of the Coordinating Board s Generation TX campaign and the GenTX.org website.
