COUDERSPORT BOROUGH COUNCIL REGULAR MONTHLY MEETING AUGUST 20, 2014 6:30PM The Coudersport Borough Council held their regular monthly meeting on Wednesday August 20, 2014 at the Coudersport Borough Maintenance Facility on Damascus Street. Council President George Hults called the meeting to order at 6:30 pm and led all present in the Pledge of Allegiance. ROLL CALL Present were Council members George Hults, Gene Neefe, Richard Neefe IV, Todd Husson, Ron Angood, and Michael Heroux. Also present were Mayor Whitman, Sol. Glassmire, Chief Gross, Beverly Morris, Lou Karija, and Holly Hyde. VISITORS Visitors present were Curt Barclay, Elizabeth Hensel, Charlie Tuttle, Heath Evingham, Gary Gunzburger, Wayne Wentzel, and Sharon Corderman. Curt Barclay is from North Central with the GIS mapping. Elizabeth Hensel and Charlie Tuttle have come to Council to explain the GIS mapping and have set up a projection of the site and map of what they have been collecting. The girls have collected all the signs and are now working on drains. Charlie Tuttle is leaving us and will be going back to Mansfield for her sophomore year. She wanted to express her thanks and appreciation for having her work through the summer. APPROVAL OF MINUTES It was motioned by Councilman M. Heroux, seconded by Councilman E. Neefe to approve the minutes for July 16, 2014. Roll call taken: Councilman M. Heroux, Councilman R. Angood Yes, Councilman R. Neefe IV Yes, Councilman T. Husson Yes, Councilman E. Neefe Yes, and VOUCHER LIST General Fund $67,597.26, Water Operating Fund $21,677.11, Sewer Fund $37,848.16, Street Lighting Fund $2,750.38, Recreation Fund $20,859.18, Library Fund $160.00, and Act 13 Gas Well Impact Fund $3,049.70. Motion made by Councilman E. Neefe, seconded by Councilman T. Husson to approve the Voucher list as presented. Roll call taken: Councilman M. Heroux,

Hults No. Motioned tied 3 Yes, 3 No. Tie vote referred to Mayor Whitman s vote No. Consensus of Council to only send flower out of Borough funds when there is death of an employee and /or immediate family member. REPORTS RECEIVED: police, public works, meeting notes, voucher list, fund balances, treasurer s report, and pool report OLD BUSINESS Resolution 2014-9 Flood Mitigation Grant. It was motioned by Councilman T. Husson, seconded by Councilman R. Angood to amend Resolution 2014-10 in the amount of $467,464.00. Roll call taken: Councilman M. Heroux, Councilman R. Angood Yes, Councilman R. Neefe IV Yes, Councilman T. Husson Yes, Councilman E. Neefe Yes, and Councilman G. Hults Yes 6 Yes and 0 No. Received Anti skid bid from IA Construction in the amount of $18.43 per ton for 400 ton. It was motioned by Councilman R. Angood, seconded by Councilman T. Husson to accept IA Construction bid for Anti skid. Roll call taken: Councilman M. Heroux, Councilman R. Angood Yes, Councilman R. Neefe IV Yes, Councilman T. Husson Yes, Councilman E. Neefe Yes, and Todd Brown requesting 2 ft. wide sections of paving on North West Street, asking for $400 contribution. Todd Brown was asked to come to next month s meeting and Solicitor Glassmire will have a document ready. Motion to release a formalized letter to Todd Brown for $400. Made by Councilman T. Husson, seconded by Councilman M. Heroux. Roll call taken: Councilman M. Heroux, Councilman R. NEW BUSINESS Resolution 2014-11 for Tax Collector fees It was motioned by Councilman R. POLICE REPORT The new police car is in. The 08 Chevy Impala has 90,000 miles and we have a lot of money invested in it. Wanting to keep it or place out for bid. Motion made by Councilman M. Heroux, seconded by Councilman R. Angood to refer this matter to the Equipment Committee. Roll call taken: Councilman M. Heroux, Councilman R. Angood Yes, Councilman R. Neefe IV Yes, Councilman T. Husson Yes, Councilman E. Neefe Yes, and Councilman G. Hults Yes 6 Yes and 0 No. MANAGERS REPORT Phase one of the Levee is almost complete and will be moving to Phase two. The manager will be attending the PMAA Conference August 24, 25, 26. We received notice that Level 3 KOZ benefits are up and going back on tax rolls. Not sure of the validity of the notice. PUBLIC WORKS DIRECTOR Lou reported on the signage. MAYOR REPORT Mayor has been putting a message in the Leader Enterprise weekly. Proposed a new Ordinance on Property Maintenance. Completed her third wedding of the year. SOLICITORS REPORT Working with the Manager on zoning in regards to the Oxford House. COMMITTEE REPORTS Gary Walaski retiring in February 2015 Lou Karija retiring May or June 2015 UTILITIES

North tank is back in service. PROPERTY/EQUIPMENT September 6, 2014 will be a work day at Mitchell Park. Eulalia Township donated $1000 to the recreation fund. It was motioned by Councilman M. Heroux, seconded by Councilman T. Husson to increase the cost of the rentals of the pavilions by $10 in 2015. Carp large pavilion $60, Carp small pavilion $50.00, and Mitchell Park is $50. Roll call taken: Councilman M. Heroux, Councilman R. 2015 MMO The 2015 Minimum Municipal Obligation for the Police pension in the amount of $36,683, and the non uniform in the amount of $134,625. Flood mitigation plan sending a commitment letter to DCED for 15% It was motioned by Councilman M. Heroux, seconded by Councilman T. Husson to send letter to DCED. Roll call taken: Councilman M.
