Memorandum To: Statewide Candidates and Interested Parties From: Clark Lee, Political Director Date: December 2017 Subject: Statewide Candidate Endorsement Registration Process and Viability Assessment for California Democratic Party Endorsement Consideration Eligibility in the 2018 Elections Introduction Per the 2018 California Democratic Party (CDP) State Convention Rules adopted at the November 2017 CDP Executive Board Meeting on November 19, 2017: Candidates seeking statewide endorsement must submit a 250-word statement on why they should be the eligible to be endorsed. The Chair, in consultation with the Statewide Officers of This Committee, will determine which Democratic candidates for Statewide Offices are viable and eligible to seek our endorsement. (2018 CDP State Convention Rules Accessible at www.cadem.org/rulescommittee) Pursuant to the Convention Rule above, the CDP Chair and the CDP Statewide Officers have promulgated four methods for statewide candidates to demonstrate viability for the purpose of determining eligibility to seek CDP endorsement consideration. In 2018, statewide candidates are those candidates running for U.S. Senate, Governor, Lt. Governor, State Treasurer, State Controller, Attorney General, Secretary of State, Insurance Commissioner, Superintendent of Public Instruction, and Members of the State Board of Equalization. A statewide candidate must meet the requirement of at least one of the four methods as part of the statewide candidate registration process for endorsement consideration, subject to review by the CDP Chair and the Statewide Officers. The CDP Chair and the CDP Statewide Officers will review and assess all statewide candidate applications and determine candidate viability and eligibility to seek CDP endorsement consideration. The final list of statewide candidates eligible to seek CDP endorsement consideration will be made public and posted on CDP website at www.cadem.org/endorsements. Candidate Viability Assessment Methods As noted above, a statewide candidate must meet the requirement of one of the four methods. Below are the four methods: 1. DSCC Delegate Petition Submit a petition signed by 300 Democratic State Central Committee (DSCC) Members (state delegates) to the CDP Office by the CDP candidate endorsement consideration registration deadline; 2. Public Office Elected Have been elected to a public office (federal, state, or local/municipal public office, excluding Party County Central Committees) representing a population of at least 50,000; 3. Polling Meet a polling threshold of 6% or more support according to independent, nonpartisan public poll within the last six (6) months from the date of the CDP candidate endorsement consideration registration deadline; or 4. Fundraising Has raised a total amount of at least $250,000 for the public office sought by the date of the CDP candidate endorsement consideration registration deadline.

Components for Statewide Candidate Endorsement Consideration Registration Process Below are all the required components for statewide candidate endorsement consideration registration process. All components must be received by Friday, January 19, 2018, 5 PM at the CDP Office: 1. CDP 2018 Statewide Candidate Registration Form 2. CDP 2018 Statewide Candidate Filing Fee ($1,000) Check or Credit Card Authorization 3. Candidate Biography 4. Candidate Photo 5. A 250-word statement on why the statewide candidate should be the eligible to be endorsed, detailing one (or more) of the four methods on candidate viability assessment. 6. Any supporting document(s) to demonstrate viability within the scope of the four methods prescribed above in addition to the 250-word statement. For those candidates who would like to submit a petition of DSCC Member signatures, please use the enclosed form.
