A Bill to Ensure College Athletes Receive Monetary Compensation Section I: To ensure that college athletes are getting paid by the NCAA: A. The Department of Labor will track athletes earnings to make sure they aren t being underpaid or unjustified Section II: The term college athletes shall be defined as, any college student participating in a college sport ran by the NCAA Section III: Determining athletes salary: A. A BILL TO LEGALIZE MARIJUANA IN THE UNITED STATES OF AMERICA BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: Recreational marijuana use shall no longer be considered a crime in the United States and its accompanying territories. 0 Article II: Article III: Article IV: Article V: Article VI: Article VII: Medical marijuana shall also be legalized across the United States and its accompanying territories. It shall be considered a crime if: A. The person using is under years of age (unless prescribed by a doctor), B. The person using is driving under the influence of the drug, C. The drug is being used as a cover to traffic other illegal substances, D. The drug is being consumed in a public setting, E. And any person in possession of the drug has more than one () ounce of the substance (unless prescribed by a doctor). Local loop unbundling will be defined as leasing the last mile of infrastructure to other internet service providers. Internet service provider will be defined as an organization that provides services accessing and using the Internet. SECTION. The FCC will oversee the implementation of this legislation. SECTION. A Bill to Simplify the Tax Filing System in the United States Section Section Section No later than January, 0, the Secretary of the Treasury of the United States of America shall establish and operate the following programs: A) Tax Preparation Software: An online tax preparation and filing software for the preparation of individual tax returns for fiscal year 0 and later. B) Taxpayer Data Access: A secure, online database from which taxpayers may retrieve and download the data necessary to complete their tax returns. C) Tax Return Preparation: A service in which the Secretary of the Treasury furnishes tax returns using the appropriate taxpayer data for taxpayers who opt-in to the service. Taxpayers opting-in to the program must approve the tax returns furnished for them before they are submitted to the Internal Revenue Service. All of these programs are to be entirely free of charge and available to all taxpayers. The Secretary of the Treasury shall be granted access to taxpayer data required establish the programs. A RESOLUTION TO ELIMINATE SOCIAL SECURITY NUMBERS IN THE UNITED STATES OF AMERICA Whereas, social security numbers were never intended to be the cornerstone of an individual s financial identity, and Whereas, an increasing number of Americans conduct financial transactions online and are required to use their social security number to confirm their identify, and Whereas, companies that store users data on their servers are susceptible to cyberattacks that put consumers sensitive financial information at risk, and Whereas, once this information has been compromised, there is no current system in place for identity restoration and replacement of individuals social security number. Therefore, be it resolved by the Congress here assembled that the United States Social Security Administration will phase out the use of the social security number as a means of identity verification in favor of a more secure system to keep Americans financial information safe. Be enacted by this Congress that: Government Provided Flu Shots for All Students Section : Since it is widely believed that vaccinations and specifically the flu vaccination are beneficial to help ensure better health specifically among children, the Federal Government will make available, free of charge, flu shots to any student only in the United States. A BILL TO INVEST $00B TO REBUILD OUR FAILING WATER SYSTEM 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The water infrastructure of the US, no longer considered acceptable, must be rebuilt and upgraded to prevent further leaks and contamination. SECTION. The water infrastructure of the United States includes dams, reservoirs, water treatment plants, pipes, and pumping stations, along with any other transportation method necessary to carry water for use nationwide. SECTION. The Environmental Protection Agency (EPA) will be responsible for overseeing the implementation of this bill. A. The total money invested is $00B in $0B increments added to the Federal Budget with each Fiscal Year (FY). B. The money will then be allocated to regions determined to have the most need for repair, as decided by the EPA in the manner with which they see fit. C. The money will be used to gather data on the status of the infrastructure, and then by physically repairing the infrastructure gradually. D. A BILL TO BAN THE USE OF SOLITARY CONFINEMENT BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The use of Solitary Confinement as a means of punishment for prisoners is hereby banned in all fifty states and the territories of the United States of America. SECTION. Solitary Confinement shall be defined as the isolation of a prisoner in a separate cell for long periods of time as a punishment. SECTION. The Federal Bureau of Prisons shall oversee the implementation of this legislation and The Department of Justice has the authority to enforce this legislation. A. This legislation shall extend to privately owned prisons. SECTION. This legislation will go into effect months after passage to allow ample time for prisons, The Department of Justice, and the Federal Bureau of Prisons to make necessary changes and create new rules. A Resolution to Expand Nuclear Energy WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, RESOLVED, Climate change has been proven to be an imminent concern to the health and well-being of U.S. citizens and a threat to the United States. The Fourth National Climate Assessment (0) in conjunction with the Global Change Research program has scientifically proven a direct link exists between human emissions and climate change. Climate change has been shown to be mostly caused by greenhouse gas emission causing a Greenhouse Effect. Over a quarter of emissions directly come from electricity production. All American public and charter schools are now required to teach medically accurate sexual education courses in grades -. A. Abstinence-only sexual education will not be permitted in American public and charter schools. B. Sexual education for LGBTQ Americans will also be required. SECTION. Sexual education is defined as education including emotional relations and responsibilities, human sexual anatomy, sexual activity, sexual reproduction, age of consent, reproductive health, reproductive rights, safe sex, birth control and sexual abstinence. SECTION. The Department of Education and the Department of Health and Human Services will oversee the implementation of this bill. A. All federal funds formerly allocated to sexual education including abstinence-only sexual education will now be reallocated to this bill. B. State College Bill for JV Congress: 0 A Bill to Adopt a Carbon Tax to Reduce Carbon Emissions BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: An initial tax of $ shall be collected for every metric ton of carbon dioxide emissions produced as a result of commercially burning fuels. Every year after implementation, the tax shall rise by $.0 per year until 00, at which point the tax shall be $0 per metric ton. Tax money collected from this legislation shall be used to reduce federal income and payroll tax rates based on how much tax money is collected, creating a revenue neutral carbon tax. Commercially shall be defined as doing an action for profit. Fuels shall be defined as coal, gasoline, diesel, propane, & natural gas. The Environmental Protection Agency shall be responsible for the implementation and enforcement of this legislation. The Environmental Protection Agency shall require commercial burners of fuel to track and report their carbon emissions in metric tons, with violations resulting in a fine determined by the Environmental Protection Agency. B. The Environmental Protection Agency shall tax commercial burning of fuel according to this legislation. C. The Internal Revenue Service shall be responsible for determining the current income and payroll tax based on the revenue gained from this legislation. THE YEMEN ASSISTANCE ACT OF 0 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States shall take the following actions to mediate the crisis in Yemen: A. Cease all arms sales to Saudi Arabia unless it is verified that they are no longer intervening in the Yemeni civil war and terminate their commercial blockade of United Nations aid. B. Push for -way peace talks led by the United States and including Iran, Saudi Arabia, Houthi rebels, and the Hadi-led government. C. Increase cooperation with the United Nations to deploy $00 million in humanitarian aid to the Yemeni people. SECTION. Humanitarian aid shall be defined as aid aimed at preserving life and restoring quality of life in Yemen, specifically through developing infrastructure, improving sanitation and education, and providing vaccinations, safe water, food, and medical supplies. A BILL TO IMPROVE ACCESSIBILITY TO AFFORDABLE PRESCRIPTION DRUGS 0 0 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. A. The Secretary of Health and Human Services shall, within days of enactment of this bill, issue regulations allowing wholesalers, licensed U.S. Pharmacies, and individuals to import qualifying prescription drugs manufactured at FDA-inspected facilities from certified Canadian sellers. After two years, the Secretary shall have the authority to permit importation from countries in the Organization for Economic Co-operation and Development (OECD) that meet specified statutory or regulatory standards that are comparable to U.S. standards. B. The Secretary of Health and Human Services shall now have the appropriate authority to negotiate pharmaceutical prices with on behalf of Medicare Part D. C. Pay for Delay deals are now illegal. SECTION. A. Certified foreign sellers are defined as firms that () have been in existence for at least five years and has a purpose for existing other than for this program; () if selling to an individual, does so only after receiving a valid prescription; () can certify that the physical premises and data reporting procedures and licenses are in compliance with all applicable laws and regulations in Canada, and has implemented policies to monitor compliance; () conduct ongoing and comprehensive quality assurance programs, including blind testing; () agree that laboratories approved by the Secretary shall be used to test product samples; () receive a certification from the Secretary of Health and Human Services that they meet the above criteria, including any of the regulations determined by the Secretary of Health and Human Services, and renew their certification every two years. B. Qualifying prescription drugs must have the same active ingredient(s), route of administration, strength as drugs approved in the U.S, and exclude controlled substances, anesthetic drugs inhaled during surgery, or compounded drugs. C. Pay for Delay deals are defined as deals made between a pharmaceutical company manufacturing brand-name pharmaceuticals and a generic pharmaceutical competitor that delays the entrance of generic pharmaceuticals into the market. SECTION. The Department of Health and Human Services shall oversee implementation of this law. A. Funds necessary to administer Section A shall come from an annual fee paid by certified foreign sellers set by the Secretary of Health and Human Services. B. Non-compliance with the ban on pay-for-delay deals shall result in a fine to be determined by the Secretary of Health and Human Services. SECTION. If this bill passes, Puerto Rico will no longer be a territory, but an official state of the United States of America. Puerto Rico will get all the same rights and duties any other current state has. SECTION. An official state would be defined as having two Senators, and the proportional amount of House of Representatives to its population and a proportional amount of electoral college votes. When this bill is passed Puerto Rico will have a mandatory vote on whether or not they want to be a part of The United States of America. SECTION. A BILL TO ADJUST PURPLE HEART ELIGIBILITY TO INCLUDE VETERANS WITH PTSD BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The United States Federal Government will adjust the eligibility requirements to receive the Purple Heart award to include veterans who suffer from Post-Traumatic Stress Disorder. SECTION. Post-Traumatic Stress Disorder, or PTSD, can be defined as a condition of persistent mental and emotional stress occurring as a result of injury or severe psychological shock. SECTION. The United State Department of Veteran Affairs will oversee the enforcement of this bill alongside the Executive Branch and Department of Defense. SECTION. SECTION.
