Title: Item for City Commission Action Section VII Item 1 Meeting Date 7/25/2017 Department/Division Finance Staff Contact Kathy Cornwell Finance Director Set a date for a public hearing for the 2018 budget for the City of Arkansas City and consider a Resolution approving the Notice of Budget Hearing for publication. (Voice Vote) Description: Kansas Budget Law requires the governing body adopt a proposed budget that establishes the maximum expenditure limit for the next year, set a public hearing, and publish the notice in the City's official newspaper. The publication must be at least 10 days before a formal budget hearing is held to hear the public comments on the proposed budget before its adoption. A draft copy of the 2018 budget will be provided following the July 21, 2017 worksession. The following Commission action is required: 1. Determine expenditures and projects to be included in the budget. 2. Set a public hearing between August 8 and August 15, 2017. If August 8 is preferred, a special meeting would need to be called. August 15, 2017, the final date, will be our 2 nd meeting in August. The budget could be adopted on August 15 after the public hearing. If not adopted then, a special meeting would need to be called on or before August 22 to give us time to finalize it before submitting it to the County Clerk before the August 25 deadline. 3. Approve a Notice of Publication stating the date of the public hearing and setting the maximum expenditure limit for the 2018 budget. Commission Options: 1. Approve 2. RESOLUTION NO. 2017-07 A RESOLUTION APPROVING THE NOTICE OF BUDGET HEARING FOR PUBLICATION AND SETTING THE DATE FOR A PUBLIC HEARING AT 5:30 P.M. ON TO CONSIDER THE 2018 BUDGET FOR THE CITY OF ARKANSAS CITY. WHEREAS, the Governing Body of the City of Arkansas City has received and reviewed the City of Arkansas City s 2018 proposed budget; and WHEREAS, the Governing Body of the City of Arkansas City will adopt a 2018 budget for the City of Arkansas City after a public hearing is held, wherein the City Commission will open the floor to public comment. NOW, THEREFORE, IN CONSIDERATION OF THE AFORESTATED PREMISES, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF ARKANSAS CITY, KANSAS: SECTION ONE: The Governing Body of the City of Arkansas City approves the attached Notice of Budget Hearing for publication setting the maximum Total Proposed Budget Authority for Expenditures of $ and Estimated Tax rate of. SECTION TWO: The City Commission of the City of Arkansas City hereby sets a public hearing at 5:30 p.m. on, at City Hall, 118 W. Central, Arkansas City, Kansas to consider a budget for the calendar year 2018 for the City of Arkansas City. SECTION THREE: The Governing Body of the City of Arkansas City, Kansas, hereby authorizes the Mayor and/or City Manager of the City of Arkansas City to take such further and other necessary actions that are required to effectuate the intent and purposes of this Legislative Enactment. Item for City Commission Action Section VII Item 2 Meeting Date 7/25/2017 Department/Division Public Works Staff Contact Eric Broce Title: Consider a Resolution authorizing the City of Arkansas City to negotiate a contract agreement with Nowak Construction, Goddard, KS, for the Madison Avenue Waterline Improvements for an amount not to exceed $124,278.00. (Voice Vote) Description: Nowak Construction is currently installing a new waterline and water services in the Crestwood Addition to replace the old 2-4 steel waterlines causing some water discoloration. There are an additional 9 water services in the area of Pin Oak, Crestwood Drive and along Madison Avenue that are also served off of old, deteriorating steel waterlines. Staff recommends that a new 12 waterline be extended along Madison Ave. that would serve the future redundant waterline project (2019 Capital Improvement Project) and new water services installed so the old steel pipelines can be abandoned. Nowak has provided cost alternatives to directional drill the proposed waterline for $136,986.00 or open cut the proposed waterline for $124,278.00. Staff recommends the open cut option for a cost savings of $12,708.00. If approved, Nowak would move directly from the Valley Road Waterline Improvement Project to begin construction along Madison Avenue. If not approved, staff would recommend the project be postponed until the future redundant waterline project (2019 Capital Improvement Project) has been designed and publically bid.
