Photos by Collen Mashaba By LETHABO KHAMBULE FORMER Gauteng health MEC Qedani Mahlangu will be subpoenaed to testify at the Life Esidimeni arbitration hearings. This comes after reports surfaced that Mahlangu was in fact not a registered student at the London School of Economics, as she previously claimed. Former deputy chief justice Dikgang Moseneke, who has been leading the proceedings, yesterday said he wanted to finish no later than December and Mahlangu should be subpoenaed. Evidence lawyer Patrick Ngutshana said Mahlangu s attorneys had indicated that she would be available to testify between 9 and 1 January but the decision had been made to subpoena her. There are difficulties getting the details of her whereabouts. We have re- quested her attorneys provide her formal address to ensure the subpoena is served for her to appear on 6 December. Ngutshana said former head of department Barney Selebano and former head of the mental health unit, Makgabo Manamela, were subpoenaed as well. Meanwhile, the founder of one of the 7 NGOs to which Life Esidimeni patients were transferred admitted that she continued to withdraw the Sassa grants of 9 patients after some of them had died and the centre was shut down. While Dorothy Franks of the Anchor Centre was testifying at the hearing in Parktown, Joburg, Moseneke repeatedly asked her why she continued looking after patients when it was clear she didn t have the resources or staff. Is it because you would have stopped being paid as you also continued to withdraw money from the patients who died? he asked. Franks replied, Yes. It also emerged that Franks didn t have the qualifications to look after adults with mental health problems. DLAMINI S BOMBSHELL! Zuma declared all income received! Post office can t distribute grants By MISHECK MAKORA TODAY, all eyes are on Social Development Minister Bathabile Dlamini again. She is to appear before a joint meeting of the standing committee on public accounts and the portfolio committee on social development. But after Dlamini left MPs angry for twice failing to appear in the past two weeks, she went on to drop a bombshell yesterday. She said the SA Post Office doesn t meet the requirements to distribute social grants. Speaking in East London, Eastern Cape, Dlamini said Sassa needs four services from the post office as a service provider, including an integrated payment system, banking services, card production and cash payment services. The post office can only provide an integrated payment system. She said another important issue is that Postbank doesn t have a full banking licence and the post office could supplement the distribution infrastructure. Sassa will start another procurement process on November to secure the three services which the post office is not capable of providing. Meanwhile, public accounts standing committee chairman Themba Godi said he will push for a debate on Dlamini s fitness for office if the joint scheduled meeting doesn t show progress. If on Tuesday we don t get anything solid, my view would be to ask parliament for an urgent debate, in which I will be pushing to pass a vote of no confidence in the minister. Social grant distribution service provider Cash Paymaster Services contract was handed a lifeline through the Constitutional Court till next year, but MPs fear history will repeat itself with only five months left until the new provider takes over. Commenting on reports that Zuma had not even submitted his tax returns to Sars, presidential spokesman Bongani Ngqulunga said: President Zuma has declared to the relevant authorities all income received. The allegations contained in the reports are misleading and clearly part of the ongoing smear campaign. The allegations come from journalist Jacques Pauw s new book The President s Keepers. The Sunday Times and News4 reported that one of the allegations in the book was that Zuma received R1 million a month from a businessman, which was never declared. According to Pauw s book, a Sars official discovered in 010 that Zuma had been receiving the payments from Royal Security, a company owned by Durban businessman and ANC supporter Roy Moodley. According to the reports, presidential hopeful Nkosazana Dlamini-Zuma s campaign is being funded by alleged tobacco smuggler Adriano Mazzotti. In an affidavit in Pauw s possession, Mazzotti apparently admitted to bribing public officials, laundering money and committing fraud. Reacting to the allegations, the ANC Women s League said The Sunday Times was trying to discredit Dlamini-Zuma. Big task ahead for Hlabisa By THABISILE KHOMO OUTGOING IFP leader Mangosuthu Buthelezi was hailed yesterday for opting to step down from the party s leadership at its next elective conference in December. Buthelezi, who has been leading the party since its inception in 1975, unexpectedly announced his retirement from politics on Sunday. Independent political analyst Protas Madlala said Buthelezi s surprise move will negatively affect the party s 019 election outcome. He has been at the helm of the party for decades and knowing his wisdom, he has surely worked very hard grooming them, said Madlala. He said Buthelezi has a very rich experience in politics and government and his successor has big shoes to fill. The news of his retirement came barely a week since he removed his deputy, Mzamo Buthelezi, from a mayoral position to serve the party in Parliament. IFP chief whip and treasury- general Narend Singh told Daily Sun that the decision to nominate Hlabisa as Buthelezi s successor was taken collectively by the entire leadership of the party.
