EMERSON SHADE TREE COMMISSION MINUTES JUNE 11, 2014 7:30 P.M. 2014 Shade Tree Commission Chairman Schaefer called the meeting to order at 7:30 p.m. Roll Call Vice Chairman Hoffman Mr. Frassa Ms. Frassa Chairman Schaefer Mr. Kraycinovich Ms. Merida Councilwoman DiPaola Secretary Rizza Absent Absent Since Mr. Schaefer has resigned as Chairman, nominations were taken. A motion to appoint Peter Kraycinovich was made by Mr. Schaefer, seconded by Ms. Merida and carried by roll call vote with all present in favor. Since Mr. Hoffman is resigning as Vice Chairman nominations were taken. A motion to appoint Diana Merida was made by Mr. Schaefer,

seconded by Mr. Hoffman and carried by roll call vote with all present in favor. The announcement was made regarding adequate notice of this meeting and posting of all such notice. Fire exit locations were identified to all present. The minutes of April 9, 2014 were approved on a motion by Mr. Frassa, seconded by Mr. Hoffman and carried. Approval of Bills none The meeting was opened to the public on a motion from Mr. Frassa, seconded by Mr. Kraycinovich, and carried. Mrs. Gail Feleci of 240 Randolph was told by Joe Solimando that the town will be taking the tree down in the front of her home. She asked why and was told that the tree is rotten. Mrs. Feleci would like a replacement tree and the procedure, along with the present budget situation, was explained to her. 2

Mr. Dave Colin of 187 Randolph was present to request permission to remove an oak tree on the southeast section of his property at his own expense to build the addition he was recently granted approval for by the Land Use Board. He was given permission to do this as a roll call vote was taken with all in favor. Mr. Colin will be doing additional landscaping at his home. Hackensack Golf Club Nilufer DeSherer of Archer and Grenier was present as representation. They wish to start their project next week. Mr. Frassa stated that the only issue is that there are too many of the same kind of tree proposed. He is concerned with the possibility of a disease striking the like trees. Ms. DeSherer asked for a list with a variety of species to go by. Mr. Frassa stated that they may start their project and that there is time. He will compile a list of suggested trees. A vote was taken to approve the tree management plan of the Hackensack Golf Club as far as removals, pending species of new plantings. The motion was made by Mr. Hoffman, seconded by Ms. Merida and carried by roll call vote of all present. 3

The meeting was closed to the public on a motion from Mr. Hoffman, seconded by Ms. Kraycinovich, and carried by all. Tree Inspectors Report Mr. Frassa 156 Samuel the homeowner would like a tree trimmed. Mr. Frassa recommends the trimming. Old Business The current tree removal list was given out to all by Mr. Frassa. A few more need to be added. He explained how the compilation of this list took 6-8 hours. There are over 130 trees that are in bad shape in town. His list is the worst of the worst. He feels that this all will cost approximately $80,000.00 Mr. Hoffman explained our budget situation regarding available funds to all. Some of the money that the Commission does have needs to be put away for professional fees. The procedure to be followed for this was debated among all members. It was decided that this 4

is a liaison matter. Chairman Kraycinovich will get the list to Councilwoman DiPaola for discussion with the Mayor and Council. Mr. Kraycinovich will draft a letter on this issue. New Business A discussion took place regarding a draft amendment to Chapter 266-21 Replacement of Trees. There will be a discussion on this at the next meeting. Mr. Hoffman explained the entire procedure for this to all members. The July meeting will be changed to the 16 th of July instead of the 9 th. This will be published.
