PLEDGE OF ALLEGIANCE 2. APPROVAL OF MINUTES: Resolution 11-07-02 Motion by Bergeron Supported by Martin RESOLVED, to approve the minutes of the regular City Council meeting of October 17, 2016 as presented 4. CITIZENS TO BE HEARD: Sue Farrar of the Beautification Commission spoke of the 3 rd Annual 2016 Halloween Home Decorating Contest and announced the winners. She presented Scott Little of Superior

Comfort Heating and Cooling a Certificate of Appreciation for sponsoring the event. The winners were announced as follows: SCARIEST CATEGORY o 1st Place, Marsha Riley, 29317 Red Cedar Drive o 2nd Place, Andrea Helen, 294 Aspen Drive CREATIVE CATEGORY o 1st Place, 29133 Evergreen, Jessica Fox o 2nd Place, 29428 Walnut, John Grabarkiewicz ORIGINAL CATEGORY o 1st Place, 26576 Blue Heron Drive, Holly Galczyk o 2nd Place, 29335 Sheeks, Carrie Koelber Sue Farrar also announced many upcoming events including, Santa Comes to Flat Rock on Tuesday, November 29, 2016 from 6:30-8:00 PM, with the tree lighting at 6:00 PM. The Christmas Home and Business Decorating Contest sponsored by DTE Energy will be judged on December 8 th between the hours of 7:00 11:00 PM. Santa s mailbox is at the Library starting November 21 st through December 16 th and at City Hall only on November 29 th when Santa comes to Flat Rock. Sue Farrar requested the old Santa and snowman decorations are disposed of by scraping, selling or disposing them. The following resolution was made: Resolution 11-07-03 Motion by Wrobel Supported by Martin RESOLVED, to approve the disposal of the Santa and snowman decorations; and BE IT FURTHER RESOLVED, the DPS Director has certified that the fair market value of the items is less than $1,000.00 each (extremely low value) and therefore may be disposed of at the discretion of the DPS Director. Kevin Kennedy, a resident, spoke in support of the Police and Council and noted they are doing a fine job. He spoke of the crime and blight in town and proposed a neighborhood watch program throughout the town. He noted he would spearhead the program. Mayor Dropiewski suggestion he and the Police Chief have a meeting regarding the program. 5. REPORTS FROM DEPARTMENT HEADS: Recreation Director Rodney Wade announced the Flat Rock Senior Christmas Gathering at the Community Center. It will take place on Thursday, December 1, 2016 from 1:00 4:00 PM with dinner served at 2:00 PM. He reminded all the last opportunity to sign up for youth boys basketball is Wednesday. Economic Development Director Liz Hendley reminded all the Christmas Passport Program is underway. The Recreation Master Plan workshop is November 15, 2016 at 6:30 PM at

the Community Center. A ribbon cutting for new business Nutrition Hub is scheduled for November 21, 2016 at 11:00 AM on West Huron River Drive. Fire Chief Bill Vack updated the Council on the outdoor weather sirens; one siren is now functioning and one is still under repair. Police Chief John Leacher noted what a great night Halloween was and the home decorations looked great. Chief Leacher noted the department is participating in men cancer awareness for no shave movember, which results in not shaving for the month of November. The department is also raising funds for and Progeria Research Foundation of Michigan which in turn helps Little Lindsay a Flat Rock resident. A total of $600 has already been raised. Chief Leacher introduced two new Police Officers, Jacob Mitchell and Christopher Rembisz both officers received the Oath of Honor from Chief Leacher. 6. REPORTS FROM COUNCIL MEMBERS: Council Member John Bergeron welcomed the new officers. He spoke of Halloween and noted he had a few friends over from outside of the city and were impressed with the police and fire presence and the trick or treaters. Council Member Jim Martin gave his condolences to Council Member Wrobel and his family on the loss of his mother-in-law. Councilmember Martin asked what we can do to keep residents for blowing leaves into the street. Resident Kevin Kennedy suggested you speak to your neighbors who do this and ask them to clean it up or to call the Police Department. Mayor Dropiewski suggested we post a notice on the website, Facebook and cable. Councilmember Martin asked if this should be directed to Building or Police Department; it was suggested both should work together. Councilmember Bergeron suggested temporary signs on the streets. Council Member Ken Wrobel asked if we could update the sidewalk ordinance to reflect the sidewalk repair. He also noted revisiting the ordinance when delinquent water bills go on taxes. Council Member Wrobel noted the new businesses in town and how nice they are such as the coffee shop on Huron River Drive (Blue Heron Trading Co.) and Family Farm and Home on Telegraph. Council Member Dawn Thomas reminded residents to get out and vote tomorrow. She noted it was her son s last year in football and thanked the Police and Fire Department for attending the games and gave a special thanks to Dr. Patterson who attends the game volunteering his services. 7. MAYOR PRO-TEM COMMENTS: Mayor Dropiewski apologized for missing the last Council meeting due to his full time job and thanked Council Member Bergeron for filling in. The Mayor expressed his sympathy to Council Member Wrobel and his family on the loss of his Mother-in-Law. Mayor Dropiewski spoke of the previously mentioned Christmas events by Sue Farrar and Director Wade. He reminded residents of the Breakfast with Santa on Saturday, December 3, 2016 from 9:00 11:00 AM at the Community Center.

The Mayor thanked the Police and Fire Department for their assistance on Halloween. Mayor Dropiewski spoke of the Reginal Transit Issue that is on the November 8, 2016 Election ballot. He informed residents the bus line doesn t come through Flat Rock and stops at Eureka Road. He spoke of this not to take sides on the matter, but because residents have asked if this proposal will create bus stops in Flat Rock and the answer is no. The Mayor reminded residents to get out and vote tomorrow. He noted many important proposals and positions are on the ballot. 8. UNFINISHED BUSINESS: None 9. NEW BUSINESS Item 9-A-Request from Second Chance Network to solicit funds on the streets, in the City of Flat Rock from November 30, 2016 through December 3, 2016 Resolution 11-07-04 Supported by Wrobel RESOLVED, to approve the request from Second Chance Network to solicit funds on the streets, in the City of Flat Rock from November 30, 2016 through December 3, 2016; and BE IT FURTHER RESOLVED, it will be suggested to the organization that solicitation isn t recommended at Telegraph and Gibraltar due to safety reasons. Discussion: Council Member Little asked if there is a way to research where the funds are allocated to. Attorney Grunow noted the Attorney General legal opinion stated solicitation in this matter is illegal and shouldn t obstruct traffic. He further noted the City isn t governed under the opinion, it is for State agencies. Further requirements were noted and discussed. Council Member Bergeron noted if someone doesn t feel comfortable giving donations to an organization, they don t have to. Fire Chief Vack noted the location choice is poor and is a hazard to solicit in the streets at Gibraltar and Telegraph. Mayor Dropiewski suggested the City approves the located at Vreeland and Telegraph but the Telegraph and Gibraltar location isn t appropriate due to safety reasons and not having a traffic light. Motion carried 5-1 With Little voting no Item 9-B- Resolution Summer Blast in the Park 2017 Resolution 11-07-05

BE IT RESOLVED that the event known as "Summer Blast in the Park" to be conducted at and near Huroc Park on Friday, June 9, 2017; Saturday, June 10, 2017; and Sunday, June 11, 2017, sponsored by the Flat Rock Community Foundation ("Foundation"), is designated as a special event as defined in Section 62-75 of the Code of Ordinances. BE IT FURTHER RESOLVED that the Director of Public Services, in accordance with the applicable ordinances, shall issue a permit for the operation of the event in accordance with such rules and regulations as the Director deems appropriate. BE IT FURTHER RESOLVED that during the period from June 9, 2017, through June 11, 2017, and except for local traffic to gain ingress and egress for local businesses, the following streets and roadways shall be closed between the hours of 8:00 a.m. and 11:00 p.m. to permit the operation of the event: Arsenal Road, between Telegraph Road and W. Huron River Drive; Gibraltar Road, between Telegraph Road and Arsenal Road; and E. Huron River Drive, from Telegraph Road to Arsenal Road. The Director of Public Services shall place such barricades and notices to facilitate the closing of the streets and roadways as provided in this resolution. BE IT FURTHER RESOLVED that Huroc Park shall be closed to the public from 3:00 p.m. on Thursday, June 8, 2017, until 7:00 a.m. on Monday, June 12, 2017, except for those persons in attendance of the special event during its hours of operation, or those concessionaires, vendors, and volunteers with permission from the Foundation. BE IT FURTHER RESOLVED that in accordance with Section 62-76(e) of the Code of Ordinances, that the Foundation is approved as an entity to sell alcoholic beverages at the special event and shall comply with all rules and regulations of the Michigan Liquor Control Commission, and such other rules and regulations as may be directed by the Director of Public Services. BE IT FURTHER RESOLVED that the Director of Public Services shall, after consultation with the Foundation, be authorized to adopt such other reasonable rules and regulations as may be necessary for the orderly conduct of the activities at and during the special event, but only if such rules and regulations are posted at all entrances of the special event and filed with the City Clerk. BE IT FURTHER RESOLVED that, including such other rules and regulations as may be issued by the Director of Public Services and those provisions of Section 62-76 of the Code of Ordinances, the following rules shall be in effect during the special event: No outside food or beverages; No pets (except for service animals); No bikes, scooters, roller blades, or skateboards; No grills; No coolers on the island; and No pop-up tents.

BE IT FURTHER RESOLVED that the above rules and regulations, together with such other reasonable rules and regulations necessary for the orderly conduct of the activities at and during the special event, be posted at all entrances of the special event and filed with the City Clerk at least forty-five (45) days prior to the event. BE IT FURTHER RESOLVED that the City Council for the City of Flat Rock invites all residents and non-residents, young and old, to the 2017 Summer Blast in the Park to be held on June 9, 2017, through June 11, 2017. Motion carried 5-1 With Little voting no Item 9-C -Resolution Flat Rock Riverfest 2017 Resolution 11-7-06 Supported by Thomas BE IT RESOLVED that the Flat Rock Riverfest to be conducted at and near Huroc Park on Friday, Saturday and Sunday, being September 15, 16,and 17, 2017, sponsored by the Flat Rock Community Foundation ("Foundation"), is designated as a special event as defined in Section 62-75 of the Code of Ordinances. BE IT FURTHER RESOLVED that the Director of Public Services, in accordance with the applicable ordinances, shall issue a permit for the operation of the Flat Rock Riverfest in accordance with such rules and regulations as the Director deems appropriate. BE IT FURTHER RESOLVED that in accordance with Section 62-76(e) of the Code of Ordinances, that the Foundation is approved as an entity to sell alcoholic beverages at the special event and shall comply with all rules and regulations of the Michigan Liquor Control Commission, and such other rules and regulations as may be directed by the Director of Public Services.

BE IT FURTHER RESOLVED that the Director of Public Services shall, after consultation with the Riverfest Committee and Foundation, be authorized to adopt such other reasonable rules and regulations as may be necessary for the orderly conduct of the activities at and during the special event, but only if such rules and regulations are posted at all entrances of the special event and filed with the City Clerk. BE IT FURTHER RESOLVED that, including such other rules and regulations as may be issued by the Director of Public Services and those provisions of Section 62-76 of the Code of Ordinances, the following rules shall be in effect during the special event: No outside food or beverages; No pets (except for service animals); No bikes, scooters, roller blades, or skateboards; No grills; No coolers on the island; and No pop-up tents. BE IT FURTHER RESOLVED that the above rules and regulations, together with such other reasonable rules and regulations necessary for the orderly conduct of the activities at and during the special event, be posted at all entrances of the special event and filed with the City Clerk at least forty-five (45) days prior to the event. BE IT FURTHER RESOLVED that the City Council for the City of Flat Rock invites all residents and non-residents, young and old, to the 2017 Flat Rock Riverfest to be held on September 15-17, 2017. Motion carried 5-1 With Little voting no Item 9-D-Purchase of Multi Pro XA post driver Resolution 11-7-07 Motion by Thomas RESOLVED, to approve the purchase of a Rhino Brand Multi Pro XA post driver with accessories from Contractor's Connection Inc., of Shelby Township for the sum of $3,192.00 plus freight (approximately $50.00); This tool should simplify as well as add efficiency to sign post installation, with the greatest benefit being added safety since it will be used with a two piece post system allowing personnel to stand at ground level to install a ground section of post, then bolt the portion of post above grade to that section. 10.
