AP COMPARATIVE GOVERNMENT AND POLITICS 2011 SCORING GUIDELINES Question 5 3 points One point is earned for a correct definition of economic globalization. A definition of economic globalization includes that it is an extensive system of global international trade and economic relations. Note: The response must address the system/interconnectedness/export and import, not just foreign trade; that is, the definition cannot be simply about expanding the domestic economy but must include the international system. One point is earned for a description of a policy response of the Mexican government to economic globalization. A correct description may include the following: Participation in a regional or bilateral trade agreement (e.g., NAFTA) Liberalization of the economy and adoption of neoliberal and privatization policies Creation of Maquiladoras and export promotion zones More legislation friendly to foreign business Diversification of the economy Domestic business sector investment Decision to continue nationalized status of subsoil resources (PEMEX/oil) One point is earned for description of an organized response of Mexican citizens to economic globalization. Responses may include the following: Chiapas movement in Oaxaca or southern Mexico Teacher protests in Oaxaca over PAN s probusiness policy in 2006 Election of probusiness parties in 2000 and 2006 to accelerate globalization Creation of international unions (United Steel Workers alliance with Los Mineros) 2011 The College Board.

AP COMPARATIVE GOVERNMENT AND POLITICS 2011 SCORING COMMENTARY Question 5 Overview This question evaluated both conceptual understanding and country-specific knowledge. The question required a definition of economic globalization, a description of one of the Mexican government s policy responses to economic globalization, and a description of an organized response of Mexican citizens to economic globalization. Sample: 5A Score: 3 The response earned 1 point for defining economic globalization as the movement toward international trade and increased dependency on other nations of the world. It creates a complicated network of trading and a worldwide market. The response also earned 1 point for describing a Mexican government policy response: [T]he Mexican government collaborated with the United States and Canada to draft the North American Free Trade Agreement, which allows for tariff-free trading between the three countries. Finally, 1 point was earned for describing an organized response of Mexican citizens as creating a group known as the Zapatistas. The response explains that the Zapatistas advocate land reform and oppose the negative effects globalization has had on Mexico. Sample: 5B Score: 2 The response earned 1 point for the policy response explained as NAFTA (North American Free Trade Agreement) with the US and Canada. These countries could now freely trade and invest with one another without difficulty or high tariffs. One point was earned for describing an organized response of Mexican citizens: The Zapatistas disagree with the formation of NAFTA and protested against it. Sample: 5C Score: 1 The response earned 1 point for correctly describing the Mexican government s policy response as with the US and Canada creat[ing] NAFTA to promote free trade.
