This motion was carried. Review of the February 2017 Financial Report showed an Operation and Maintenance balance of $5,620,706.98. Upon motion duly made by Lee Wallace and seconded by Mark C. Crocker, it was resolved that the Sewer District s February 2017 Financial Report be approved as presented. This motion was carried. Communications: a. There is nothing new to report this month. Old Business: a. Sewer Use Law Update - Mr. Blodgett stated that the Public Hearing for the Sewer Use Law update was held on March 21, 2017. No one appeared to speak and zero amendments were made. The resolution for the Adoption of the Amendment to Local Law No. 1 of 1994 for the clarification of the language in Section 5 of the Sewer Use Law will be presented at the Infrastructure & Facilities Committee meeting on March 27, 2017 and will go to the Legislature for adoption on April 4, 2017. Chief Operator s Report: a. Power Outage at Treatment Plant on March 8, 2017 - Mr. Timkey reported that the wind storm that occurred on March 8, 2017 had caused a brief power outage at the Liberty Drive facility. The generator ran briefly until service was restored. This created a problem with the SCADA system and the District was without flow values reported to the SCADA system for approximately 1-1/2 days. GHD was immediately contacted to fix the issue and restore the system. Administrative Directors Report: a. 2017 I/I Town Projects - Mr. Blodgett reminded the Commissioners to submit their individual 2017 Town I/I Projects to the District as soon as possible for processing. b. Clerical Position - Mr. Blodgett reported that the Clerical I list was canvassed and interviews will be conducted on Friday, March 24, 2017 and Monday, March 27, 2017. Request for authorization to hire will be brought forth at the April Administrative Board Meeting. 4
c. Ferrous Chloride - One Year Extension - Mr. Blodgett reported that the District is currently in a one year contract with Kemira Water Solutions, Inc. with an option to extend the contract for two additional years on a year-to-year basis. The current contract is scheduled to terminate on June 30, 2017. Mr. Blodgett will be reaching out to Kemira to see if they are interested in extending the contract for an additional year and will report back to the Board at the April Administrative Board Meeting. d. Mr. Blodgett reported that he and Mr. Timkey received a letter from Carl Kroening, a 3A Plant Operator, informing the District of his retirement as of April 7, 2017. Mr. Blodgett stated that he would like to recommend a resolution for the Board to acknowledge and honor Mr. Kroening's 39 years of dedicated service to the District and request Board approval to canvass off of the Niagara County Civil Service Wastewater Treatment Plant Operator Trainee list. Upon motion duly made by Mark C. Crocker seconded by Steve Broderick it was resolved that the Administrative Board of Niagara County Sewer District #1 hereby approves Mr. Blodgett's request for a resolution for the Board to acknowledge and honor Mr. Kroening's 39 years of dedicated service to the District and Board authorization to canvass off of the Niagara County Civil Service Wastewater Treatment Plant Operator Trainee list. This motion was carried. e. Personnel - Upon motion duly made by Lee Wallace and seconded by Mark C. Crocker, it was resolved that the Board adjourn to executive session to discuss personnel. This motion was carried. Upon motion duly made by Mark C. Crocker and seconded by Steve Broderick, it was resolved that the Board adjourn from executive session and re-open the regular meeting. This motion was carried. Upon motion duly made by Mark C. Crocker and seconded by Steve Broderick it was resolved that a time clock will be purchased at a cost not to exceed $2,500.00. CIP Phase 1 Map and Plan and Financial Analysis (GHD Project No. 11110253) Updated financial information for the 2016 calendar year to be collected. 3. 2016 O&M Projects (GHD Project No. 11119361) Tonawanda Creek Road PS work complete. Clarifier skimmer pump and sludge screw pump construction ongoing. 4. Interceptor Sewer System Hydraulic Model Development Project (GHD Project No. 11119601) Model has been dry-weather and wet-weather calibrated. Report development in progress to be submitted to NCSD for review. 5. New Automation Controllers and SCADA System Project (GHD Project No.11124698) Development on SCADA overview screen in progress. In process of finalizing I/O list. 6. 2016 SPDES Compliance Requirements (GHD Project No.11124963) Annual MOM Update Report complete and submitted to NYSDEC on Feb 21 st. MMP data collected and report submitted to NCSD for review. 7. Flow Monitoring and Interceptor Sewer System Model Update (GHD Project No.11137109) Flow meter installation rescheduled due to inclement weather. To be installed when weather permits. 6
8. Process Water Tank Rehabilitation (GHD Project No.11137110) Draft contract documents complete. BOARD ACTION REQUESTED Request authorization to advertise. Mr. Lannon requested Board approval to advertise the Process Water Tank Rehabilitation Project on March 29, 2017 and schedule the bid opening on April 19, 2017. Mr. Lannon will discuss the outcome of the bids and have the recommendation to award the contract at the April 26, 2017 Administrative Board Meeting. Upon motion duly made by Lee Wallace and seconded by Steve Broderick, it was resolved that the Administrative Board of Niagara County Sewer District #1 hereby gives Board approval to GHD for authorization to advertise the Process Water Tank Rehabilitation Project on March 29, 2017 with the bid opening scheduled on April 19, 2017.
