Experience (1) Executive Leadership: Dean The Maxwell School of Citizenship and Public Affairs Syracuse University Syracuse, NY July 2003 Present I provide strategic vision and leadership as dean of the nation s #1 ranked graduate school of public affairs and as dean of social sciences for Syracuse University. I am involved in all aspects of the School s management, including hiring, tenure & promotion; curriculum and program development; endowment and grant fundraising; and engagement with the larger university and the surrounding community. I am a

member of the management committee for Syracuse University s RCM budget and resource allocation system. I also chair the campus-wide committee that is addressing climate change and sustainable operation of the University. The Maxwell School, which has approximately 150 faculty, is the nation s oldest school of public affairs. Each year, Maxwell teaches approximately 5,000 undergraduates and 850 graduate students in seven disciplinary departments and two highly regarded professional degree programs. There are eight research institutes and centers within the School that address issues including global affairs, national security and counter-terrorism, conflict resolution, domestic policy, and environmental policy; all of these program elements, many with their own endowments, are part of a comprehensive emphasis on inter-disciplinary education and research within the Maxwell School. Vice President April 1998 July 2003 The John D. and Catherine T. MacArthur Foundation Chicago, Illinois I led and provided strategic direction for the international grant making activities of the John D. and Catherine T. MacArthur Foundation, one of the world s ten largest philanthropic organizations. In 2003, the Program on Global Security and Sustainability, which I directed, made approximately $75 million in grants in 86 countries in the areas of: international peace and security, population and reproductive health, bio-diversity conservation and sustainable development, human rights, and the impacts of globalization, as well as through special initiatives in Russia and Nigeria in higher education. The MacArthur Foundation maintains overseas offices in India, Mexico, Nigeria and Russia, all of which were under my direction. Deputy Assistant Secretary of Defense 1993-1997 for Counterproliferation Policy and Senior Representative for Trade Security Policy U.S. Department of Defense I was nominated as the first Presidential appointee in this position, and was responsible for the development and implementation of U.S. defense policy to counter the proliferation of nuclear, chemical and biological weapons and their means of delivery (i.e., ballistic and cruise missiles, etc.). I worked closely with all elements of the Defense Department, including the Joint Chiefs of Staff, the Armed Services, Acquisition and Intelligence, as well as with the National Security Council and the Department of State. I also had direct management oversight of the Defense Technology Security Administration (DTSA) and represented the United States on export control matters as the Senior Representative on Trade Security Policy. I served as the DoD representative in key inter-agency meetings on proliferation and export control matters, and in several major international negotiations, including the 2

Wasenaar Arrangement. I testified frequently before Congressional committees; explained counterproliferation concepts to allies and other governments; and helped to found and co-chaired the Senior Defense Group on Proliferation at NATO. Deputy Executive Officer 1990-1993 National Research Council National Academies of Sciences and Engineering I was responsible for the management of the National Research Council (NRC), which is the research and operating arm of the National Academies of Sciences and Engineering and the Institute of Medicine that provides expert policy advice to the U.S. Government on matters involving science and technology. The NRC is a private institution with 1,400 employees and an annual budget of $250 million. I had supervisory oversight for more than 900 standing and special committees; developed fundraising strategies and reviewed fundraising plans; reviewed study grant proposals; and maintained line supervisory responsibility for several administrative units, including publishing, information management and information security. I also led national senior management searches; handled EEO cases; and approved hiring and promotion decisions. Executive Director 1985-1990 Office of International Affairs National Academy of Sciences I led a staff of more than 80 professional and support personnel, with an annual budget of $15 million. I directly managed international programs dealing with (1) science, technology and international development, (2) scientific activities with the (then) Soviet Union and Eastern Europe, (3) Japan, (4) international security and arms control, and (5) science and human rights. I served as the institutional liaison on international policy matters to the U.S. government and to international institutions such as the OECD and the EU Commission.
