THE REGULAR MONTHLY MEETING OF THE TOWN BOARD OF THE TOWN OF NORTH COLLINS WAS HELD ON WEDNESDAY, APRIL 13th, 2016, AT 7:00PM IN THE NORTH COLLINS TOWN HALL, 10569 MAIN STREET, NORTH COLLINS, NEW YORK. PRESENT: Supervisor John M. Tobia Councilmen: Ellen M. Mathis Michael W. Perry John Mrozek G. Peter Robbins D. Town Clerk Lynn M. DiVincenzo Highway Superintendent Excused Town Attorney Richard M. Schaus Item 1 Supervisor John Tobia called the meeting to order, led the Pledge to the Flag, short prayer after pledge Item 2. MINUTES. Noes 0. Motion Item 4. VISITORS: Grant Writers- passed out a status report that is on file with the Town Clerk, planning Board member Mike Drumm has a copy. Application for Farmland protection, planning board needs to put something together. SAM Application- grants Admin this is a long process and should know next spring. Scanning grant a joint grant with the village has been filed should know in the summer. They are looking for grants for the food pantry. Also the grant writers are looking into the internet for the town North Collins. John R. Oshea donated 40,000.00 to the food pantry. Karla Eder Building a new Pre-K play ground that was donated by a retired school teacher- She is asking for help on May 13 th,14 th and 15 th (if needed). From 8am-5pm. Any donations welcomed. Put on Facebook Mike Ortiz- from Shield Financial- discussed health care plan to go towards a more traditional health care plan. BE IT RESOLVED, the Town Supervisor is hereby authorized to change the current town health insurance plan for all eligible covered employees and existing retirees from the current BC/BS High Deductible Plan over to the BC/BS Platinum Standard Plan through the Shield Financial LLC agency.

ROLL CALL: Ayes: Mathis, Perry, Robbins, Mrozek, Tobia. Noes 0. Motion Jim Miller - North Collins Fire Company is asking permission to use the Town Park for a DWI drill with the students from the School. Participation for this drill is from Mercy Flight, NC EMS, Langford Fire and Lawtons and NC Fire. Per the town board meeting, below is the list of items needed: 1) Letter from the school principal requesting permission to use the town park for this event. In the letter he should indicate that the school is the sponsor of the event and that the school will take full responsibility for the event and agrees to hold the town harmless from any injury or accident that may occur. 2) Insurance Certificates. The school district and each participating entity must provide a Certificate of Insurance with appropriate liability amounts naming the Town of North Collins as an additional named insured. The name and address of the town are: Town of North Collins, PO Box 2, 10569 Main Street, North Collins, NY 14111. This will include the school, fire companies, emergency squad and Mercy Flight and any police agencies involved. 3) For each minor participating in the event, a signed consent from the parents of the minor stating they understand the nature of the event and the risks involved and they consent that their child (include name) participate in the activity described. 4) The park must be cleaned and returned to its prior condition, with all accident vehicles and debris removed from the park by 5:00 pm on the day of the event. 5) All the above paperwork must be delivered to the town supervisor at least 5 days prior to the event. Motion by John Mrozek seconded by Mike Perry to let the firemen use the park for their drill on April 29 th at 9am as long as all paper work is turned in 5 days prior to event. Carried. Carl Niefergold- that trees on his property were cut down and look terrible and he would have liked to be notified that the Town Highway Superintendent was cutting down trees. Supervisor and Attorney are looking into the matter. Karl Simmeth NYS Assembly gave an update on gave an update on Assemblymen Dipetro office. Also gave number for his secretary (Chris) 655-0951. Jim Lint: Gave information on Veterans Site and also asked if we could put it on the website. Moved John Mrozek, BE IT RESOLVED, the Town Supervisor is hereby authorized to execute the Shared Services Agreement between the NYS Department of Transportation (NYSDOT) and the Town of North Collins for a two year period wherein the parties will share the cost of services, materials or equipment not exceeding $10,000.00 in amount. (Intention of this resolution is to obtain 35 2x2 dark gray granite blocks owned by the NYSDOT to be used in Town Park for the Veterans Tribute at no cost to the town) ROLL CALL: Ayes: Mathis, Perry, Robbins, Mrozek, Tobia. Noes 0. Motion Judge Ricotta- asked for Glen Kerwin to have a key to the building because the Town Clerk is open late on Mondays.

Motion by John Tobia seconded by john Mrozek to give Glen Kerwin a key. Carried Mike Perry will take care of getting the Key. PUBLIC HEARING : Motion by Mike Perry seconded by Ellen Mathis to Close Regular meeting and open Garbage Bids at 7:35pm. Carried. Town Clerk showed proof of advertisement of Bid. Item 5. HIGHWAY- Mr. Winter has been excused from the meeting. Item 6. DEPARTMENTAL REPORTS Code Enforcement: submitted a report. Discussion took place on the state home being build on Route 62. Clerk will call to see if they can find out who will be living there. Also they have an interest buyer in JJ s bar in Langford. Library: will have the summer reading, and summer programs. Historian: not present Recreation: The Town of North Collins Recreation Department is running it s 2 nd Annual Basketball Clinic with former Syracuse Star and NBA Player Damone Brown Saturday April 16th 11:00 to 1:00 High School GYM Boys and Girls Welcome $15.00 fee for players and coaches Music Schedule for 2016 Lawn Chair Concert Series. (All concert held at New Oregon Town Park Wed Nights 7:00pm) July 6 - Charlie O'Neill Unplugged Club July 13 - Dick O'Dell and 23 Skidoo July 20 - Geno McManus July 27 - Creek Bend August 17 - Half a Heard August 24 - Road to Recovery NC Youth Baseball Update Schedule 4/5 and 6/7/8 yr olds Mom & Thurs at Marion Fricano Park 9/12 (Eden League) Wed & Sat home games at Marion Fricano Park 9/10 yr olds can sign up for Eden House League thru this Friday if they are not Comfortable with 9/12 age group. Parents can sign up on the Eden Athletic Association Website. Have until May 13th to apply for counselor. Apps in Elem Office Summer Rec Registration Dates June 1-3 - June 6-10 at After School Program Elem School 3:00 to 5:30. Sat June 11-9:00 to 10:00 Dog Warden: submitted report to the Supervisor,- explained the SCAFF laws about dogs and they have to be registered. Assessor: New Program for OARS site can do comparable sales and true Taxes for school, Town and Village. Board asked assessor to do a proposal to reassessment for the Town.

Item 7. Supervisor: Moved John Tobia RESOLVED: The town supervisor is authorized to sign the contract with Municipal Solutions as financial advisor relative to the formation of the Lawtons Water District not to exceed 13,000.00 and Mark E. MDA consultant for all prep not to exceed 17,500.00. ROLL CALL: Ayes: Mathis, Perry, Tobia. Noes Robbins, Mrozek, Motion Supervisor passed around. John Mills went to the Reservoir to see if it can be made into a park. Also went to Luther Gulf Park wants to get funding for possible fire training or a burn park will get back to us in about a month or so. Drug awareness went well they will be having a follow up meeting in a few months. Many people are working hard on making the train ride happen in North Collins August 2 nd National Night out. Supervisor wants to do something that night. Discussed on having the Town board meetings at different places school house 8, Quaker House. More discussion to take place in later months. Solar panels- they are doing a feasibility study still going landfill are- Supervisor reported some concerns some neighbors have. None were reported at the meeting. Item 8. OLD BUSINESS: Luther Gulf update: county doing a soil test, they are currently working on it. Item 9. Councilmen Reports: Mathis-Pete will be getting on ball fields 3 trees taking down- Berm is killing the trees. Perry- still working on cable connection senior center, make next, drug awareness meeting. Robbins- They kind of jumped the gun with the swing sets. They are waiting for nice weather to remove and replace swing sets. Mrozek- wanted to know the about payouts and cash flow for the budgets. Moved by John Mrozek RESOLVED: the town board does hereby award the contract for Highway Motor Fuels & Related Services for a one year period to low bidder Superior Plus Energy Services of Ashton, PA pursuant to the bid previously opened on March 9 th, 2016 ROLL CALL: Ayes: Mathis, Perry, Tobia. Noes Robbins, Mrozek, Motion Item 10: TOWN CLERK: Monthly report submitted to supervisor Forms at Clerks office for the Historical Society Code Red is on the Website and sign up.

Moved Mike Perry RESOLVED: the town board does hereby acknowledge receipt of the First Quarter- 2016 Groundwater monitoring Report for the Ketchum Landfill and Further directs the town attorney to file a copy of said Report with the New York, Department of Environmental Conservation.
