Commonwealth of Massachusetts Executive Office of flea/h and Human Services Department of TransitionalAssistance 600 Washington Street l Boston MA 02111 Field Operations Memo 99-6B April 6, 1999 TO:?~ SSI Regional Office Staff oyce Sampson, Assistant Commissioner for Field Operations X Alien (Noncitizen) Indicator Code Match; Disabled Indicator Background SDX Alien (Noncitizen) Indicator Code Match The Alien (Noncitizen) Indicator Code on the SDX - Basic Screen is a one-letter code which represents the individual s citizen/noncitizen status as determined by the Social Security Administration. In response to requests from SSI Regional Office workers, the Department has reviewed the SDX Alien (Noncitizen) Indicator Codes to determine which codes can be brought over to PRISM II and converted to the appropriate citizen/noncitizen designations.. The SDX Alien (Noncitizen) Indicator Codes and their descriptions can be found in the FMCS User s Guide, Appendix F. (See Attachment A.). The SDX Alien (Noncitizen) Indicator Codes and their corresponding PRISM II Citizen/Noncitizen designations can be found in the PRISM II User s Guide, Appendix D. (See Attachment B.) Disabled Indicator The PRISM II Client Detail Screen will now indicate whether a client is disabled based on PACES coding or worker update. The Disabled indicator was developed in response to the AREERA Noncitizen changes (see State Letter 1153). The number of recipients on the Potential SSFSP Eligible Noncitizens Based on PRISM Coding report will decrease as noncitizens are designated disabled.

99-68 Page 2 SDX Alien The Department has matched SSI Regional food stamp (Noncitizen) recipients whose citizen/noncitizen status is not currently Indicator designated in PRISM II with the Social Security Code Match Administration SDX System. Certain SDX Alien (Noncitizen) Indicator Codes were converted to the appropriate PRISM II Citizen/Noncitizen designations and entered into PRISM II. The Alien Date of Residence (ADOR) on the SDX- Basic Screen was entered in the PRISM II Date of Entry field as part of the match. For those recipients whose PRISM II Citizen/Noncitizen designation was entered as a result of this match, the Citizenship Verified By field on the Prior Residence tab of the Client Detail Screen will read SSA Match. ivote:designations entered as result of this match can be changed by the worker, if necessary. The match results are as follows: 8449 PRISM II Citizen/Noncitizen designations were entered as a result of this match. The breakdown of citizens and noncitizens is as follows: Citizens 7986 Noncitizens 463 Note: Some closed recipients were updated by the match. Those recipients who remain undesignated after the SDX Alien (Noncitizen) Indicator Code Match will be listed on the Citizenship Screen.in PRISM II.

99-6B Page 3 Worker. For citizens designated by the SDX Alien (Noncitizen) Duties Indicator Match, no further worker action is required.. For noncitizens designated by the SDXAlien (Noncitizen) Indicator Match, the Status Granted Date, Alien Registration Number and Quarter Coverage Requirement (for Legal Permanent Residents) must be entered by the worker as part of the recertification process. This information will not be provided from the match. Access your noncitizen list in PRISM II to determine if a recipient is missing information. Send the recipient the SSI/FS Verification Checklist (SSUFS-VC-1) requesting the necessary noncitizen information.. If additional information is received from the recipient at recertification, i.e., noncitizen status change, the worker must enter the new information. The Citizenship Verified By field on the Prior Residence tab of the Client Detail Screen will automatically change from SSA Match to Worker once the new information is entered. Disabled Indicator The PRISM II Client Detail Screen now includes a Disabled Indicator. Category 9 recipients with Program Code D will be automatically updated if the recipient is under age 65. During the initial sweep, each recipient on Category 9 with Program Code D which meets the criteria will be automatically updated with a Y. The field will remain blank if the recipient is age 65 or over. In subsequent sweeps, the Y will be updated to N based on Program Code D changes. Questions Policy questions should be referred to the Policy Hotline at (617) 348-8478. Systems questions should be referred to the Customer Service Center at (617) 348-5290.
