The neighborhood streets invite walking and bicvcling and the City's mix o( architecture contributes to a strong sense o(neighborhood community within the larger Citv communitv. (8) Notwithstanding the marketability ora retailer's goods or services or the visual attractiveness ofthe storefront, the standardized architecture, color schemes, decor and signage o( many formula retail businesses can detract from the distinctive character o(certain neighborhood 9 i' commercial districts. 10 (9) The increaseofformula retail businesses in the City's neighborhood commercial areas, 11 i(not monitored and regulated, will hamper the Citv's goal ora diverse retail base with distinct 12 neighborhood retailing personalities comprised ora mix o(businesses, SpeCifically, the unregulated 13 and unmonitored establishmentofadditional formula retail uses may unduly limit or eliminate business 14 establishment opportunities for smaller or medium-sizedbusinesses, many ofwhich tend to be non- 15 traditional or unique, and unduly skew the mix ofbusinesses towards national retailers in lieu o(local 16! or refiional retailers, thereby decreasing the diversity o(merchandise available to residents and 17 visitors and the diversity o(purvevors ofmerchandis e (b) Formula Retail Uses: Permitted as a Conditional Use. Formula retail uses are 19 permitted in the Western SoMa Planning Area Special Use District only as a conditional use. 20 (c) Formula Retail Use Defined Formula retail use is hereby defined as a type o(retail sales activitv or retail sales establishment which, along with eleven or more other retail sales establishments located in the United States, maintains two or more ofthe (allowing features: a, standardized array ofmerchandise, a standardized fiar,:ade, a standardized decor and color scheme, a undorm apparel, standardized signage, a trademark or a se,rvicemark.
