CITY OF WILDER, KENTUCKY August 17, 2015 The regular meeting of the Wilder City Council was held on Monday, August 17, 2015 at the Wilder City Building, 520 Licking Pike, Wilder, Kentucky 41071. Lords Prayer Pledge of Allegiance to the Flag Call to Order: Mayor Turner called the meeting to order at 7:00 p.m. Roll Call: Roll call was answered by Councilman Robert Blankenship, Councilman Brack Herald, Councilwoman Monica Gearding, Councilman Robert Honaker, Councilman Bradley Jones and Councilwoman Valerie Jones. Approval of Minutes: Upon motion of Councilman Herald seconded by Councilman B. Jones to approve the Minutes of August 3, 2015 Regular Meeting. Mayor Turner called for a vote. Motion carried unanimously. Incoming and outgoing correspondence copied to Council prior to the meeting. Reports Presented: Financial Reports General Fund ending 07/31/2015 Upon motion of Councilman Blankenship seconded by Councilman B. Jones to Approve financial reports and authorize payment of bills for General Fund Ending 07/31/15. Mayor Turner called for a vote. Motion carried unanimously. Attorney s Report: Attorney Verst presented Ordinance No. 15-0801: Levying and Ad Valorem Tax Rate for the Year of 2015 on All Property Real and Personal in the City of Wilder, Ky, Setting the Waste Collection/Recycling Rate for 2016 on Properties Receiving Curb Side Collection, Levying An Ad Valorem Tax Rate on Motor Vehicles for 2015 in the City of Wilder, Ky, Establishing the Rates Therefore and Adopting the Campbell County Tax Commissioner s Assessment on said Property and providing for a Tax Lien Against All Taxable Property in the City of Wilder, Kentucky to Secure the Payment of Said Taxes. The Rate of Taxation for the City of Wilder, Kentucky for year 2015 shall be.200 percent of each $100 of Assessed Valuation for Real Estate, and.148 percent of each $100 Assessed Valuation of

August 17, 2015 Page 2 Motor Vehicles, and.337 percent of Assessed Valuation for other Personal Property. All of said amount shall be and is hereby taxed for the General Fund of the City. The Waste/Recycling Rate, which shall be applied to the 2015 Property Tax Bill for 2016 Waste Collection Services shall be set at $150.00 per unit annually and $135.00 annually for those properties receiving homestead exemption. [First Reading] Upon motion of Councilman Blankenship seconded by Councilman B. Attorney Verst presented Resolution No. 15-0801: A Resolution Authorizing the Mayor to enter into an Interlocal Agreement between the City of Wilder and the Sanitation District No. 1 of Northern Kentucky for private sewer lateral repair program. Mr. Vance explained the purpose of the agreement. Upon motion of Councilman Herald seconded by Councilman Blankenship to approve Resolution No. 15-0801: A Resolution Authorizing the Mayor to enter into an Interlocal Agreement between the City of Wilder and the Sanitation District No. 1 of Northern Kentucky for private sewer lateral repair program. Mayor Turner called for a vote. Motion carried unanimously. Citizen Comments: Mayor s Comments:

August 17, 2015 Page 3 Announced that the 50 th Annual Flag Raising Ceremony will be held on Sunday, September 13, 2015 at 2:00 p.m. Annual Bluegrass Festival will be held on Saturday, September 19, 2015. Advised that there re will not be a council meeting on September 7 th or the 21 st. The next meeting will be held on Monday, September 14, 2015. City Administrator s Comments: Dredging at Frederick s Landing has been completed. All street repair projects have been completed. Councilman Blankenship: Asked when the road work on Johns Hill Road is scheduled to start. Mr. Vance stated that the equipment in on location and believes that it will begin on Tuesday, August 18, 2015. Fire Chief Comments: Informed council that on Thursday, August 20, 2015 he will be attending a pre-build meeting for the new fire truck. Police Chief Comments: Sergeant Donelan expressed Chief Williams apology for not being able to attend the meeting. Advised that Officer Chris Vance will be handling the Kids ID Program and explained how it worked. Informed council that Lt. Murdock secured a medication drop box, which is located in the hall next to the police entry for residents to discard unused medications. The drop box has a list of the specific items that can be placed in it. The Drug Strike Force will be in charge of emptying the contents. City Clerk: Council Comments: Councilman Herald: Questioned the number of layoffs at Ipsco and the effects of the Payroll Tax shortage. Mayor Turner stated that he would find out the exact number and that the shortage hasn t affected the budget at this point. Councilwoman V. Jones:
