Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist. Presentation of Proclamation designating April 22, 2006 as Earth Day in the City of Huntington Park and presentation of Earth Day Poster Contest Awards. 2. Presentation by the Huntington Park Library regarding library renovations and the Grand Opening on May 25, 2006. 3. Proclamation designating April 2006 as Earthquake Preparedness Month in the City of Huntington Park. PUBLIC APPEARANCE AND ORAL COMMUNICATIONS Pursuant to Ordinance 544-NS this is the time and place for the general public to address the City Council for a maximum of three (3) minutes per person on matters within their jurisdiction. State Law prohibits the City Council from addressing any issue not previously included on the agenda. Such items may only be referred to staff for administrative action or scheduled on a subsequent agenda for discussion. In accordance with published notice, this is the time and place set to consider the adoption of a General Plan Land Use Policy Map and official zoning map amendments and the approval of a development permit to allow the adaptive reuse of a building located at 2071 Saturn Avenue from an industrial use to a school use and the adoption of a mitigated negative declaration environmental assessment associated with the project. City Clerk reports receipt of written communications, if any. Mayor calls for oral communications. Mayor declares hearing closed. RESOLUTION NO. A. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON PARK APPROVING THE MITIGATED NEGATIVE DECLARATION FOR THE AMENDMENTS TO THE GENERAL PLAN LAND USE MAP AND ZONING MAP AND ADOPTING THE ASSOCIATED MITIGATION MONITORING AND REPORTING PROGRAM. RESOLUTION NO. B. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON PARK APPROVING AMENDMENTS TO THE GENERAL PLAN LAND USE MAP. FOR FIRST READING ORDINANCE NO. 1. AN ORDINANCE OF THE CITY OF HUNTINGTON PARK CALIFORNIA AMENDING THE OFFICIAL ZONING MAP OF THE CITY OF HUNTINGTON PARK.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON PARK STATE OF CALIFORNIA GRANTING A DEVELOPMENT PERMIT IN CONNECTION WITH REAL PROPERTY LOCATED AT 2071 SATURN AVENUE, HUNTINGTON PARK, CALIFORNIA. 2. In accordance with published notice, this is the time and place set to consider the adoption of an amendment to Title 9 of the Huntington Park Municipal Code to include procedures for the establishment of a Historic Preservation Commission and regulatory criteria relating to Historic Preservation. City Clerk reports receipt of written communications, if any. Mayor calls for oral communications. Mayor declares hearing closed. FOR FIRST READING ORDINANCE NO. 2. AN ORDINANCE OF THE CITY OF HUNTINGTON PARK AMENDING TITLE 9 OF THE HUNTINGTON PARK MUNICIPAL CODE TO INCLUDE PROCEDURES FOR THE ESTABLISHMENT OF A HISTORIC PRESERVATION COMMISSION AND REGULATORY CRITERIA RELATING TO HISTORIC PRESERVATION. CONSENT CALENDAR Notice to Public: All matters listed under the Consent Calendar (1-6) are considered to be routine and will all be enacted by one motion in the form listed below. The City Council Members have received detailed staff reports on each of the items recommending an action. There will be no separate discussion of these items prior to the time the Council votes on the motion unless members of the Council, staff, or the public request specific items to be discussed and/or removed from the Consent Calendar for separate action. OFFICE OF THE CITY CLERK 1. Approve minutes of the regular meeting of the City Council held Monday, April 3, 2006. 2.
