District No. 15 Regular Meeting November 19, 2013 The regular meeting of the Board of Education of Clinton Community Unit School District No. 15 of the counties of DeWitt, Macon and Logan, State of Illinois, was held at 6:30pm, November 19, 2013 at the Clinton Junior High School, 701 Illini Drive, Clinton, Illinois. Upon roll call the following members were present: Mr. Rod Wertz Mr. John Blythe Mr. Buck Carter Mr. Mark Haas Mr. Tom Pruser Mr. Ron Savage Mrs. Nancy Stokowski Absent: none Administrators present were: Dr. Jeff Holmes, Superintendent of Schools Ms. Lynn Sands Westhoff, Chief School Business Official Dr. Candice Swift, High School Principal Mrs. Mary Diener, Webster School Principal Mr. Gary Gullone, Lincoln School Principal Mrs. Beth Wickenhauser, Douglas/Washington School Principal Others present were: Justin Volker Steve Sebby Katy Pyne Carm Sartie Ron Devore Barry Gurvey Kay Werts Jay Wickenhauser Seth Lawrence Susan Rasor Roben Huffman Jamison Holt and students Jeanine Shaw 25
The Board heard from Carm Sarti and Ron Devore who presented a GUESTS & VISITORS petition asking the Board to name the new elementary school Veterans Elementary School. The Board also heard from Susan Rasor regarding naming the new elementary school for a former school administrator, Richard Green. The Board received an update from the members of the FFA on their activities to date. The members thanked the Board for their support of the Ag program. It was moved by Savage, seconded by Blythe, to approve the consent CONSENT AGENDA agenda which includes: a. Approve the minutes of the October 15, 2013, regular and closed session meeting and the October 21, 2013, special board meeting. b. Financial Information Imprest Fund, Petty Cash Report, Treasurer s Report, Investment Summary, Insurance Pool Report, Transportation Report, Activity Fund Report, Cafeteria Report and Bills. c. Approve the hiring of Keri Raymer as the secretary at Webster Elementary School effective immediately. d. Approve the hiring of Josh McClurg as the High School boys track coach for the 2013-14 school year. e. Approve the Senior Trip to Chicago on May 16, 2014. The President put the motion to a vote and the following roll call was taken: The board reviewed the color scheme for the new elementary school. ELEMENTARY SCHOOL UPDATE COLOR SCHEME It was moved by Carter, seconded by Blythe, to name the new NEW ELEMENTARY elementary school at 680 Illini Drive, Clinton Elementary School. SCHOOL NAME The President put the motion to a vote and the following roll call was taken: Stokowski, nay 26
It was moved by Blythe, seconded by Pruser, to approve the Douglas DOUGLAS AND and Washington Elementary Schools School Improvement WASHINGTON Plans as presented. The President put the motion to a vote and the SCHOOLS SIP PLANS voice vote was all yea. The Board reviewed the principal and AD reports as presented. PRINCIPAL & AD A concern was raised about the number of failures in High School REPORTS classes, especially English. Dr. Swift talked about her plan to try and get the students who fail caught up by offering first semester English 1 during the second semester of this school year. It was moved by Carter, seconded by Blythe, to place on review for 30 days the tentative levy for Clinton CUSD15 as presented. The President put the motion to a vote and the voice vote was all yea. TENTATIVE LEVY It was moved by Blythe, seconded by Carter, to pass the resolution SCHOOL FACILITY directing the Regional Superintendent of Schools for DeWitt County SALES TAX to certify to the County Clerk the question of imposing a school RESOLUTION facility sales tax for submission to the electors of the County at the general primary election to be held on March 18, 2014. The President put the motion to a vote and the following roll call was taken: It was moved by Carter, seconded by Savage, to approve the MAINTENANCE submission of the matching Maintenance Grant to the State of Illinois GRANT in the amount of $50,000 for school repairs to include all the High School sound systems (intercom, bell, clock, gym and auditorium). The board reviewed the school district report card and was informed SCHOOL DISTRICT about the 5 essentials survey. REPORT CARD It was moved by Savage, seconded by Blythe, to enter into an intergovernmental agreement with DeWitt County Taxing Bodies for an appraisal of the Clinton Landfill. The President put the motion to a vote and the following roll call was taken: Carter,yea INTERGOVERN- MENTAL AGREEMENT It was moved by Savage, seconded by Blythe, to enter into executive EXECUTIVE SESSION session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the school district 5ILCS 120/2 (c) (1) and collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedule for one or more classes of employees 5 ILCS 120/2 (c) (2). The President put the motion to a vote and the following roll call was taken: The Board entered into closed session at 7:55pm and returned at 8:14pm. It was moved by Savage, seconded by Haas, to close the executive CLOSE OF session. The President put the motion to a vote and the following EXECUTIVE SESSION roll call was taken: 28
It was moved by Pruser, seconded by Savage, to expel Student A EXPULSION from the Clinton School District for the remainder of the first semester with special conditions. The President put the motion to a vote and the following roll call was taken: It was moved by Savage, seconded by Blythe, and duly voted by acclamation to adjourn at 8:31pm.
