PLANNING BOARD MINUTES The City of Passaic Planning Board held a regular meeting on October 18 th, 2017 in the Senior Center, City Hall, 330 Passaic Street and opened the meeting at 7:42 p.m. by requesting a roll call. The invocation was given and all recited pledge of allegiance. ROLL CALL: Present Joshua White Chairman Martin Lovy Vice Chairman Jason N. Dukes Sim Facey Haderson Rivera Julio Santana Zoning Official Councilman Daniel Schwartz Marko Kopic Alternate I ALSO PRESENT: Louis P. Rago, Esq., Board Attorney Ricardo Fernandez, Executive Director APPLICATIONS: 1. Docket #PB17-07, 171 Market Street, Block #1047, Lot 20 in the CR-HD Zone, applicant Jorge Villar is requesting preliminary & final site approval to add one(1) two-bedroom residential unit on the 2 nd floor of an existing mixed-commercial building with one (1) commercial unit and two residential apartments and any other variances and/or waivers that may be required. First Appearance. Item #4 of the agenda was read in the record. Alan Mariconda, Attorney for the applicant was not present at the hearing. Mr. Mariconda requested to adjourn hearing to November 8 th, 2017. A motion to adjourn hearing to November 8 th, 2017, was made by Commissioner Rivera, seconded by Commissioner Santana, on a roll call vote, all in favor, the motion passed. 2. Resolution of Recommendation for Area in Need of Rehabilitation for approval Mr. Ricardo Fernandez, Executive Director of the Redevelopment Agency was present at the hearing. He introduced each property individually starting with item #3. He explained the need for rehabilitation for these specific areas. Particularly on Fourth Street property has been abandoned for a decade or more. Commissioner Kopic had questions for Mr. Fernandez. Chairman White asked about the site on Fourth Street. Commissioner Rivera had questions about the possibility of a river walk in the rear of the property. Chairman White opened the public portion of the hearing. Jarislaw Jackiw, of 126 Lafayette Avenue had questions for the Board. A motion to close the public portion of the hearing, was made by Commissioner Dukes, seconded by Commissioner Kopic, on a roll call vote, all in favor, the motion passed. A motion to approve recommendation of area in need of rehabilitation for 238-240 Fourth Street, was made by Commissioner Rivera, seconded by Commissioner Dukes, on a roll call vote, all in favor, the motion passed. Mr. Fernandez introduced item # 4. Property was recently destroyed by a fire and lot is currently vacant. Councilman Schwartz had a question about the utilization of the proposed properties. Commissioner Facey had asked for clarification on the determination designation required of this Board. Chairman White opened the public portion of the hearing. 2 P a g e

A motion to approve recommendation of area in need of rehabilitation for 684 Main Avenue, was made by Commissioner Kopic, seconded by Commissioner Rivera, on a roll call vote, all in favor, the motion passed. Mr. Fernandez introduced item #5. He explained the substandard condition of this building as it is not suitable or conducive for an early childhood educational facility. Councilman Schwartz asked Mr. Fernandez what type of uses we do not desire the property to be used as. Chairman White opened the public portion of the hearing. A motion to close the public portion of the hearing, was made by Commissioner Dukes, seconded by Commissioner Rivera, on a roll call vote, all in favor, the motion passed. A motion to approve recommendation of area in need of rehabilitation for 653-657 Main Avenue, was made by Commissioner Kopic, seconded by Commissioner Facey, on a roll call vote, all in favor, the motion passed. A motion to approve the minutes was made by Commissioner Facey, seconded by Commissioner Rivera, on a roll call vote, all in favor, the motion passed. RESOLUTIONS: As approved above.
