FRANKFORT PARK DISTRICT BOARD OF COMMISSIONERS SPECIAL MEETING TUESDAY, JULY 14, 2015 140 OAK STREET, FRANKFORT, IL 60423 MINUTES 1. CALL TO ORDER President Reilly called the meeting to order at 6:30 p.m. 2. The Pledge of Allegiance was said. 4. APPROVAL OF THE AGENDA Approved as presented. 5. CONSENT AGENDA M2015-42 Commissioner Barz moved to approve the consent agenda as presented. Motion seconded by Commissioner Farina. There was no discussion. A. Approval of the Special Board Meeting Minutes of June 9, 2015. B. Approval of the Special Board Meeting Minutes of June 23, 2015. Motion approved. 6. APPROVAL OF BILLS M2015-43 Commissioner Barz moved to approve payables in the amount of $267,684.36. Motion seconded by Commissioner Farina. There was no discussion. 1
Motion approved. 7. CITIZENS COMMENTS Director Carstens introduced the new editor of the Frankfort Station Rebecca Susmarski. Also, he introduced Jessica Handley, who is doing her summer internship at the Park District. She is a student at Eastern Illinois University. Frankfort Lions Club representatives (Dennis Murphy and Judy Hageman) were present and expressed their interest in Lincoln Meadows Park. As previously discussed, they would be interested in having the name of the park re-named Lions Park. The Lions Club is contemplating funding the purchase of the new playground equipment and other items related to the park. A long term commitment was discussed. 8. COMMISSIONERS COMMITTEE ASSIGNMENTS President Reilly tabled this item to the next Regular Board Meeting of August 11, 2015. 9. CONSTRUCTION MANAGER SELECTION M2015-44 Commissioner Farina motioned to have Commissioner Feehery included in the discussion of the Construction Manager selection via teleconference. Commissioner Rak seconded. (Reilly and Barz) It was discussed among the Board if any of the four construction companies should be eliminated. It was agreed that they would not consider WB. Olson, Inc. and that company would not be considered for selection. Each Commissioner was asked who they preferred to do the construction management and each explained why they chose that company. Discussion ensued and after careful consideration of the discussion a motion was made. 2
M2015-45 Commissioner Barz moved to nominate Henry Brothers Co. to be the Construction Manager of the proposed new Frankfort Park District Community Center. Motion seconded by Commissioner Caracciolo. There was some discussion. Aye: 2 (Reilly and Barz) Abstain: 4 (Farina, Schedin, Caracciolo, and Rak) Motion did not carry. M2015-46 Commissioner Farina moved to nominate Wight Company to be the Construction Manager of the proposed new Frankfort Park District Community Center. Motion seconded by Commissioner Caracciolo. There was some discussion. Aye: 5 Nay: 1 (Barz) Motion carried. 10. EXECUTIVE DIRECTOR S REPORT The next Committee Meeting is scheduled for Tuesday, July 28, 6:30 p.m. at the Founders Community Center. Lincoln Meadows Park Lions Park The playground equipment has been ordered and installation is to occur in late July early August. The Frankfort Lions Club is contemplating funding (reimbursing the Park District) the purchase of the equipment. Director Carstens will be negotiating terms of an agreement with the Frankfort Lions Club regarding this matter. A meeting is being arranged with Superintendent Tingley (and Directors Lewis-New Lenox PD and Romanek Mokena PD) to discuss future facility use of LW High Schools items. Commissioner Farina and Director Carstens gave a facility and parks tour to Representative Margo McDermed on Tuesday, July 7. Numerous topics were discussed with the Representative. These included Park District future plans, area park districts tax rates, the proposed property tax freeze, consolidation and OSLAD grants. The Park District was notified from the state of Illinois that the new property (corner of Laraway Road and LaGrange Road) has been granted tax exemption status. 3
11. COMMITTEE REPORTS A. SPECIAL RECREATION EXECUTIVE DIRECTOR CARSTENS Board Meeting was held July 14, 2015. Wages, salaries and overnight trips were discussed. The budget is good and all is going well. On August 14, there will be a Golf Outing at the Sanctuary Golf Club. B. FINANCE Commissioner Farina: Hearne and Associates are working on the 2014-15 Audit. They hope to present it at the October Committee meeting. C. BUILDINGS AND GROUNDS REPORT Lincoln Meadows Park The new playground equipment for Lincoln Meadows Park has been delivered. The existing structure has been evaluated by Kids Around the World, the nonprofit group that removes used play equipment and restores/repurposes it for use in impoverished countries, has evaluated the playground and has decided to pass on it. The staff will remove and recycle the equipment, regrade the entire site, and install the new equipment and restore the grounds. The project is scheduled to begin at the end of July. Batting Cages funded by the Youth Baseball are nearly complete. The finishing touch on the project will be the landscape portion conducted by Jared Gold as part of his Eagle Scout requirements. The work is scheduled for July 18. Football field the staff has continued to make improvements to the turf on the football field this season. D. RECREATION REPORT Fall Brochure The staff has been working on putting together program information for the fall brochure. 15 th Annual Short Run on A Long Day was held on Wednesday, June 17 at Main Park. A total of 457 runners registered for this event. 4 th of July Celebration was held on Saturday, July 4 at Main Park from 5 9 p.m. An estimated amount of visitors throughout the event would be 3,500 4,000. Fun in the Sun Basketball Camp concluded on June 19 with 18 campers enrolled. 4

PLANNING REPORT M2015-47 Commissioner Barz made a motion to authorize Executive Director Carstens to negotiate contract with the selected Construction Manager Wight Company for the Community Center Project. Motion seconded by Commissioner Caracciolo. There was no discussion. Motion carried. M2015-48 Commissioner Barz made a motion to authorize Executive Director Carstens to negotiate terms with the Frankfort Lions Club for naming a current park Lions Park. Motion seconded by Commissioner Caracciolo. There was some discussion. Motion carried. 12. ATTORNEY S REPORT None 13. UNFINISHED BUSINESS - NONE 14. COMMISSIONER COMMENTS/ANNOUNCEMENTS Commissioner Barz Welcome to visitors at the meeting. Would like to see a sign on the property where the future Community Center would be built. Start thinking of the IAPD Conference, which will be in January. Thanks to the staff for all their work, especially on the 4 th of July and the Short Run on a Long Day both were very successful. Also, it is important to keep socializing and having good PR with the 5
community and at events. Commissioner Farina asked if a date has been set for the grand opening of the Village Hall renovation. Commissioner Farina no comments/announcements. Commissioner Reilly Welcome to the new editor, Rebecca Susmarski at the Frankfort Station. Thanks to the staff for their work on the Park District events. Keep the Chamber of Commerce Golf Outing and Dinner event in consideration for your attendance. 15.
