MINUTES OF THE MARCH 6, 2014 MEETING OF THE TOWN BOARD OF THE HELD AT THE TOWN HOUSE, 179 WESTCHESTER AVENUE, POUND RIDGE, N.Y., COMMENCING AT 8:00 P.M. PRESENT: SUPERVISOR RICHARD LYMAN; COUNCIL MEMBERS: DANIEL PASCHKES, JONATHAN POWERS, ALISON BOAK AND BONNIE SCHWARTZ ALSO PRESENT: JOANNE PACE, TOWN CLERK WILLIAM P. HARRINGTON, TOWN ATTORNEY CALL TO ORDER: Supervisor Lyman called the meeting to order at 8:00 p.m. CALL FOR EXECUTIVE SESSION: Board Action: Motion by Councilman Paschkes, seconded by Councilwoman Boak, all voting aye to hold an Executive Session immediately following the Town Board meeting for a personnel and legal matter. ANNOUNCEMENTS/REMINDERS: Supervisor Lyman announced the passing of George Johnston at the age of 93. He was a former resident and Pound Ridge Fire Commissioner. MINUTES: Acknowledge/correct/accept minutes of Town Board meeting held on February 15 and February 20, 2014. RESOLUTION #: 59-14 Board Action: Motion by Councilman Powers, seconded by Councilwoman Boak, all voting aye to accept the minutes of the Town Board meeting held on February 15 and February 20, 2014. NEW BUSINESS: Proclamation declaring Pound Ridge a Purple Heart Town of Pound Ridge The Military Order of the Purple Heart Chapter 21 New York is requesting that Pound Ridge be known as a Purple Heart Town. By doing so, the Town would be honoring Purple Heart recipients and all veterans of all wars. There is no financial obligation from the Town. Eugene Lang, Jr. Vice Commander of the Military Order of the Purple Heart Chapter 21 New York spoke to the Town Board and accepted the Proclamation from Supervisor Lyman recognizing and remembering all recipients of the Purple Heart medal. Environmental Steering Committee-discuss requests for Go-Green Day Santo Borsellino, on behalf of the Environmental Steering Committee, is requesting

Page No. 2 permission to use the Town Park and Conant Hall for additional parking for the event as well as use of the Town shuttle bus along with a driver. They are also requesting permission to erect a banner on Westchester Avenue for the Pound Ridge Go Green Day event on April 26, 2014. They would like to erect the banner on April 4 th and take it down on April 30 th. The Library moved their Lobster Festival to a different date in May, so they can have the spot the Library was granted to hang their banner. Supervisor Lyman has spoken with Dave Goldberg and the Town Park and Conant Hall are available for parking as there aren t any activities going on that day. Santo Borsellino would also like to ask for permission to park at the Town House lots. The Town can authorize the use of the bus but the Environmental Steering Committee would be responsible to pay for the bus driver. RESOLUTION #: 60-14 Board Action: Motion by Councilman Paschkes, seconded by Councilman Powers, all RESOLVED, that the Town Board hereby authorizes the Supervisor to sign such contracts as may be necessary and appropriate for participants for the Go-Green Day Event, subject to prior approval of the contractual agreements by the Town Attorney. The Environmental Steering Committee will provide the Town with their financials for this event. RESOLUTION #: 61-14 Board Action: Motion by Councilman Paschkes, seconded by Councilman Powers, all RESOLVED, that the Town Board hereby permits use of the Town parking facilities, being the Town Park, Conant Hall and the Town House and the Town bus subject to the reimbursement for the cost of the driver be paid by the Environmental Steering Committee for Go-Green Event.

Page No. 3 PR Partnership-approval of the Special Event Permit application for Pride Festival -approval to display a banner on Westchester Avenue for the annual Pride Festival on May 4, 2014 RESOLUTION #: 62-14 Board Action: Motion by Councilwoman Schwartz, seconded by Councilman Paschkes, all RESOLVED, that the Town Board hereby approves the Special Event Permit Application from the Pound Ridge Partnership for the annual Pound Ridge Pride Day Event on Sunday, May 4, 2014 from 2:00 6:00 p.m. as presented with the submission of a financial report and coordinating with Chief of Police for beer distribution, AND BE IT FURTHER RESOLVED, that the Town Board hereby grants permission to erect a banner across Westchester Avenue for their annual Pound Ridge Pride Festival on Sunday, May 4, 2014. They will erect the banner on April16, 2014 and take it down on or before May 5, 2014. Recreation Department - request authorization to pay the Pool and Day Camp Staff 2014 rates Councilwoman Schwartz, Councilwoman Boak and Councilman Paschkes all disclosed that their daughters are part of the summer staff that they will be voting on for the pay rates. It was also noted for the record that all three felt they could vote in good conscience without bias as the pay rates were all the same for their respective children. RESOLTUION #: 63-14 Board Action: Motion by Councilwoman Boak, seconded by Councilman Powers, all RESOLVED, that the Town Board hereby agrees to the 2014 salaries for the summer Pool and Day Camp staff and Day Camp and Pool Director salaries and are hereby adopted and the Supervisor be and is hereby authorized to pay same as recommended by the Recreation Commission as follows: A7140.103 2014 Day Camp Pre-Season Office Assistance $15.00 per hour ($3,875.00 budgeted)

Page No. 5 RESOLVED, that the Town Board hereby authorizes David Goldberg, Recreation Supervisor and the Recreation Commission to donate a 2014 Pool Pass for use at a silent auction for the Taste of Pound Ridge event hosted by the Pound Ridge Library. The pass will be for residents at a value of $300.00 or for non-residents with a discount of $300.00. Fourth of July Celebration approval of Fireworks contracts - approval for Food & Glow Stick concessions RESOLUTION #: 65-14 Board Action: Motion by Councilman Paschkes, seconded by Councilman Powers, all RESOLVED, that the Town Board hereby authorizes the Pound Ridge Boy Scouts Troop 1 to run the food and glow stick concessions at the Firework s Day event in the Town Park. Tax Assessor approval of Tax Mapping Contracts Carole Long, Assessor, received a renewal contract from MRB Group, Tax Mapping Contract, which showed a substantial cost increase from last year from $5,000 to $6,200. She contacted another tax mapping company to compare cost and received a second proposal from CAI Technologies. CAI Technologies will give us the same service at a cost of $4,400 per year after an additional one-time set-up cost of $2,500 plus an annual cost of $1,800 for maintenance of an on-line database. Some discussion took place and there were a couple of questions that the Town Board would like answered before approving this contract. The first question is how many gigabytes per year does the Town House think they would use because the agreement won t allow more than 40 Gigabytes without charging an additional fee of $250 per 10 gigabytes per year. The other question is to find out what other municipalities are using this vendor and how they like it. Carole Long will look into getting these answers and this will be put on the March 13 th Town Board agenda for approval. Counsel Harrington marked page 2 of the agreement Section 3. Title to read: Total Cost over Contract Term instead of Cost. The Town Board agreed with the change. Water Control Commission approval for bond releases

Abrams, 10 Midway Lane, Block 9452 Lot 8.1 in the amount of $20,000 (#12-01), and Jacqueline Wiles, 36 Hack Green Road, Block 9830 Lot 13 in the amount of $15,000. Town Clerk authorization to attend the annual NYS Assoc. conference RESOLUTION #: 67-14 Board Action: Motion by Councilman Paschkes, seconded by Councilwoman Schwartz, all RESOLVED, that the Town Board hereby authorizes Joanne Pace, Town Clerk, to attend the annual NYS Town Clerk s Association Conference in Saratoga, NY from April 27 th through April 30, 2014. The total cost including registration, travel, lodging and meals is not expected to exceed $1,100.00. - request to advertise for electrical, plumbing and well works bids for 2014 RESOLUTION #: 68-14 Board Action: Motion by Councilman Powers, seconded by Councilwoman Boak, all RESOLVED, that the Town Board hereby authorizes the Town Clerk to advertise for bids for 2014 Plumbing, Electrical and Well Works services for the Town facilities.
