October 11, 2017 Ontario PC Party Members, As our Policy Process concludes, I am very pleased to report on the incredible success we have achieved together. On September 15th, 2017, the Ontario PC Party Policy Committee adopted 139 Recommended Resolutions to be voted on by our Members in the upcoming online policy vote. The Recommended Resolutions are a clear reflection of the exhaustive consultation conducted by our Leader, Caucus, and Party. The Recommended Resolutions in this document are the result of the most collaborative, exhaustive consultation done in the history of our Party and Province. Together, we threw the widest net possible and sought out consultation from any Ontarian willing to give us their time to tell us how they think things are going in our Province and what they think can be done to make things better. We were not disappointed. Thousands upon thousands of submissions were made to ForOntario.ca. Countless volunteer hours were spent by our Policy Advisory Councils reading, consulting, and refining the policy ideas that would become our Recommended Resolutions. This process has produced a record 139 Recommended Resolutions. You will find them in this document to review, reflect, debate, discuss and vote on. All Ontario PC Party Members with valid memberships as of September 14th, 2017, are invited to register to vote and become delegates between October 17th - October 20th and to vote on November 2nd - November 6th. R70. PC Party policy is to address the crisis in community corrections by ensuring proper supervision and enforcement of probation and parole orders (Sponsored by the Justice PAC). R71.PC Party policy is to acknowledge and assess the increasing violence in Ontario s detention centres, and provide alternative penalties to address assaults as the use of segregation is reduced (Sponsored by the Justice PAC). PC Party policy is to address excessive wait times for corrections investigations, assisting our critically understaffed jails and detention centres and increasing community accountability (Sponsored by the Justice PAC with input from the Spadina-Fort York Ontario PC Riding R73. PC Party policy is to ensure fiscal responsibility while addressing the crisis in corrections by conducting a thorough audit of the Liberal government s construction and operation of the troubled Toronto South Detention Centre (Sponsored by the Justice PAC). ONTARIO S AFFORDABILITY AND ECONOMY R74. PC Party policy is to cut your taxes and provide tax credits, to make life more affordable for families and businesses (Sponsored by the Finance PAC with input from the Carleton Ontario PC Riding R75. Ontario s debt is out of control. We spend more to service the debt every year than we do for hospitals. We are the largest debt holder of any province or state in the world. PC Party policy is to reduce spending by recognizing that we have an energy surplus, and canceling all contracts for power projects that we do not need and have not yet been permitted to build, or those that have been built but are in breach by missing key dates, deadlines or 11

PC Party policy is to explore a Made-in-Ontario electricity price for Ontario businesses who wish to expand operations after midnight rather than sell power at a loss to American competitors (Sponsored by the Energy PAC with input from the London-Fanshawe Ontario PC Riding R82. PC Party policy is to remove the smart meter charge that is currently embedded into your electricity bill (Sponsored by the Energy PAC). R83. PC Party policy is to create quality affordable rentals by encouraging secondary suites through small interest-free loans, accompanied by a short training course (Sponsored by the Municipal Affairs and Housing PAC with input from Kitchener South-Hespeler Ontario PC Riding R84. PC Party policy is to address the housing shortage by reducing red tape involved in the planning and building process, including making rules more consistent, reducing the frequency of changes and decreasing length of time, fees, and applications (Sponsored by the Municipal Affairs and Housing PAC with input from the Flamborough-Glanbrook Ontario PC Riding R85. PC Party policy is to support choice and affordability in all types of housing including rental and homeownership. We recognize that the lack of supply in all types of housing has led to increases in rents and housing prices that are unaffordable for many people (Sponsored by the Municipal Affairs and Housing PAC with input from the Toronto Centre, Flamborough-Glanbrook and the Kitchener South-Hespeler R86. PC Party policy is to address the record high wait lists for affordable housing and the units that have been boarded up due to lack of repair funds. We need a mix of solutions based on the local circumstances, including rent supplements, tax relief and leveraging government lands to increase affordable housing, partnering with the private sector, co-operatives, and non-profit housing (Sponsored by the Municipal Affairs and Housing PAC). PC Party policy is to support leveraging provincial assets by selling air rights over provincially owned buildings such as GO and LRT stations where demand is outstripping supply (Sponsored by 12

PC Party policy is to encourage the federal government to bring in a loan guarantee program to help the forestry industry pay the unfair duties imposed on Canadian softwood lumber by the US (Sponsored by the Natural Resources PAC). PC Party policy is to ensure sufficient resources to review and approve exploration permits and environmental assessments while examining Ontario s regulations and working with the federal government to eliminate duplicate regulatory requirements and processes for mining exploration, permitting and environmental assessments (Sponsored by the Northern Affairs PAC with input from the Elgin-Middlesex-London Ontario PC Riding R95.
