SHIFT CHANGE Minimum 2 hours per shift. If BA does not serve 2 hours, his/her replacement shall only be admitted to that polling station on the expiration of the two-hour period. (implication: no BA serving for the period, candidate not represented) Change shifts at 10am, 12 noon, 2pm and 4pm 6
Qualifications for PACABA Malaysian citizen At least 21 years of age Not a bankrupt Not been convicted of the crimes listed in the Election Laws EOA S13(1)pp13

Your role as BA The importance of the role of a BA cannot be overemphasised. The care with which you carry out your duties could mean a win or loss for your Candidate at your polling centre. BA is the front line defence against phantom voters. BA ensures that only those registered in the electoral rolls can vote Local residents who can spot strangers i.e. not in the community coming to vote are the best persons to be BA. PLEASE NOTE THAT A VOTER DOES NOT NEED TO GO TO THE BARUNG. HE CAN CHECK HIS SALURAN ON SPR WEBSITE
Your role as BA DETECT PHANTOMS OR THOSE IMPERSONATING AS VOTERS TESTS FOR PHANTOM age, gender, address, photos, accents, many voters same address but different ethnic background. But if the name and ic card is on electoral roll and the person looks like his ic photo you cannot stop the person from voting FIRST TASK IN THE MORNING FOR BA1 COMPARE THE ELECTORAL ROLL GIVEN BY YOUR CANDIDATE AGAINST THE SPR S COPY. DO A RANDOM CHECK BA CANNOT DIRECTLY TALK TO VOTER. Buku Panduan, Clause 6.1.4, page 14 CHECK THE REVERSE SIDE OF MYKAD IF THEY ARE ARMY OR POLICE PERSONNEL THESE PERSONNEL WOULD ALREADY HAVE VOTED AT EARLY OR POSTAL VOTING BEFORE POLLING DAY. NOTE BA CANNOT TOUCH THE MYKAD. HE CAN ONLY ASK THE SPR KERANI TO DO THE CHECK.
Skills of a BA Diligent and committed to acquiring sufficient knowledge to carry out your duties as BA. Ability to co-operate with the PPM or PP and other SPR officials. There is no KTM in Barung. Only the Penyelia Pusat Mengundi (PPM) or Pegawai Pengurus (PP). Courage to uphold the Law and resist any non-compliance with Election Laws & Regulations
ADUNs and MPs Outside of Kuala Lumpur, Putra Jaya and Labuan (Wilayah Persekutuan), each voter will cast 2 votes during the GE. One vote will be for the State Assembleyman (ADUN) and the other vote will be for the Member of Parliament (MP). The election of ADUN and MP follows the same laws, procedures and requirements. The Week to Polling 1. Visit and get to know your Polling Centre to ensure you do not get lost on Polling Day. You cannot afford to be late! Go through your material one last time. 3. The day before polling, eat sensibly. NO FOOD AND FRUITS that may make you sick
WHAT TO WEAR AND BRING 1. Smart casual shoes(not slippers). Dress conservatively. 2. No display of party logo or pictures of politicians and candidates. 3. Bring your own notes and reference material 4. Adequately charge your phone and key in the phone no. of your Ketua PACABA and Penolong Ketua PACABA. Ensure you have a power pack
Before Polling Day The week before polling day fill up Borang A (secrecy) and submit to your wakil calon. Just prior to Polling Day, you would be issued a Surat Perlantikan(Letter of Appointment) signed by the Wakil Calon (your Candidate s Representative) and your Borang A returned. You would also be issued with an SPR tag with your photo on it which you will need to display when you move around at the polling centre.

Polling Day Be at your Polling Centre 20 MINUTES before your duty start time to meet your Ketua PACABA for last minute instructions if any, and to collect your Borang A Surat Perlantikan SPR Identification tags with your photos You should also have with you, your IC and mobile phone. Always keep all the above with you if you need to go out UNLESS YOU ARE THE FIRST BA, YOU WILL BE TAKING OVER FROM THE PREVIOUS BA

BA s To Do List before start of polling I Compare your Electoral Roll with KTM s copy: (i) Check the total number in the Saluran. (ii) Check the first & last name in the list to ensure it is the same (ii) Randomly check the nombor bilangan of a few voters on any page of the electoral roll to ensure it is the same (iv) Check that the total number of pages is the same

Barung SPR within the 50 metres zone: To verify if voters are in the correct Polling Centre and direct them to the correct Polling Stream according to the Electoral Roll Kerani Penyemak Daftar Pemilih (Electoral Roll Checking Clerk) will give voters their nombor bilangan (e.g. 2071) and the Tempat Mengundi (Polling Stream) (e.g. 4)
Surat Bantahan There are a variety of forms such as for disabled and blind voters. These will be issued by the KTM. The most important Form which you need to pay attention to and to fill is the Surat Bantahan to register your protest in the event polling procedures are not in order and the will of the rakyat may be compromised as a result. The other important form is Borang 11 voter identification form
Surat Bantahan To record objections, Inform KTM that you ll have it recorded then have KTM to sign on it. One Surat Bantahan for every observed transgression. To save time, prefill at least 2 sets of Surat Bantahan with your Name, IC No, Candidate Name, No Kod Daerah Mengundi etc. On Polling Day, no one waits for you and the process continues whether you have finished your calligraphy on the Surat Bantahan or not.

To Do List during polling from 8.00 a.m. to 5.00 p.m. ***IMPORTANT please raise to the KTM if any of the procedures below are not carried out properly 4. Voter checks against electoral roll Ensure that photo on the NRIC resembles voter Ensure number on the NRIC is the same as listed on electoral roll Ensure men have NRIC numbers that end in odd numbers Buku Panduan (BP) Clause 2.1 page 11. Ensure women have NRIC numbers that end in even numbers 5. Irregularities such as different name, NRIC number etc. Stop EC Clerk from giving the slip indicating designated saluran Alert PACA Head to resolve the identity issue immediately EOA S.3(1)(f),(l),(o) 6. Identification document other than NRIC KTM has the authority to accept or reject the identification document Send page and reference number by SMS or WhatsApp to PACA Head PACA Head will inform PA in relevant saluran to get voter to complete Form 11, if necessary Refer to Buku Panduan (BP) for BA, Clause 2.3 page 11 & 12.
7. Blind or otherwise physically incapacitated voter Person accompanying voter must be nominated by voter Inform PACA Head PACA Head will inform PA in relevant saluran BP for PA, Clause 2.23 (pg 11). 8. Unnecessary/ unwarranted communication with voters Ensure that EC clerks or any candidate s agents do not appear to be persuading voters to vote for a particular candidate or party 9. Toilet break No toilet break 10. Unsure about possible offence SMS or WhatsApp PACA Head for assistance or guidance
12. If EC officer, clerk, interpreter commits these offences Wilfully prevents any person from voting at the polling station that he is entitled to vote at EOA S.4(d) => Protest and, if necessary, subsequently make police report To Do List at the end of a shift 13. Pass electoral roll and additional documents, if any, to PACA Head Ensure next shift BA is present to take over, where applicable
