NGO constituencies The nine major groups identified as stakeholders in Agenda 21, the comprehensive plan of action for the Rio Declaration, are recognized as constituencies in the UNFCCC negotiation process. Plenary interventions, time permitting, are made per constituency, and their focal points interact with the secretariat as channels of communication with large groups of constituents. The groups are: 1. Business and industry non-governmental organizations (BINGO); 2. Environmental non-governmental organizations (ENGO); 3. Farmers non-governmental organizations (Farmers)*; 4. Indigenous peoples organizations (IPO); 5. Local government and municipal authorities (LGMA); 6. Research and independent non-governmental organizations (RINGO); 7. Trade unions non-governmental organizations (TUNGO); 8. Women and gender non-governmental organizations (Women and Gender); 9. Youth non-governmental organizations (YOUNGO). * Farmers are recognized as a constituency on a provisional basis. Constituency offices are located at The National Stadium.
