Bylaws of the Interfraternity Council at Marquette University Article I Chapter Delegates Section 1 Selection of Chapter Delegates A. Each Member chapter shall elect two (2) delegates and an alternate to the IFC each semester. The representatives and the alternates shall be elected before the first meeting of the IFC each semester and shall begin their term at the first regular meeting of the IFC. They shall serve a minimum of one semester. B. The alternate can assume the duties of a delegate in the event that a delegate can not attend an IFC function. In extreme cases another active member of said member chapter may stand in as that chapter s representative, with the approval of the IFC Executive Board. C. If any delegate or alternate is unable to fulfill his term, his fraternity shall immediately elect a delegate to replace him for the remainder of the term. D. At least one of the delegates must have been active for a minimum of one (1) semester. E. All Delegates must be in good Academic standing. F. All Delegates must be active members of their chapter. Section 2 Duties of Chapter Delegates A. Mandatory attendance of at least one (1) delegate per member chapter at every IFC meeting. B. Report on all IFC business, actions, and decisions to his chapter. C. Furnish the Vice-President of Communication and the Vice-President of Finance with a list of his fraternity s members and officers immediately after new member installation and chapter elections. D. Each Fraternity must submit a list of the two (2) delegates and alternative at the first meeting each semester. E. Participate in any IFC committees to which they are assigned and are encouraged to attend any IFC organized or Greek Life event. Section 3 Attendance at Meetings A. The IFC encourages all members of member chapters to attend meetings. Only delegates or alternates may vote as representatives of their chapter. All who attend the IFC meetings will be given speaking privileges. B. If at least one delegate from a member chapter is not present at a meeting of the IFC, the chapter will be assessed a $10 fine. After two (2) consecutive absences of a chapter, the chapter will be subject to a Judicial Board review. C. Exceptions may be granted by the IFC Executive Board if extenuating circumstances occur. Article II Legislative Body Section 1 Legislative Authority The legislative authority of the IFC shall be invested in the Legislative Body, which is made up by the chapter delegates. Section 2 Voting A. The voting members of the legislative body shall be the delegates from all member chapters B. Each delegate shall have one vote each. Marquette University Bylaws Page 1

C. The President of the IFC shall cast a ballot only when there is a tie vote and his vote becomes the deciding vote. His vote is to also be influenced with the rest of the executive board. Article III Finances Section 1 Appropriation of Funds A. The budget shall require approval by two-thirds of the legislative body present. The budget shall be proposed and passed in the semester prior to its use. B. Any additional appropriation of funds in excess of $50 shall require the approval of majority of the legislative body present and unanimous approval of the executive officers. C. All legislation concerning appropriation of funds shall require one week s written notice or announcement at the previous regular meeting, except in emergency as determined by the President. Section 2 Dues A. Member chapter dues shall be set at the first meeting of each semester and shall be assessed based upon the number of members in each chapter at the beginning of the current semester and approved by a two-thirds (2/3) majority of IFC. B. Dues shall be paid within two (2) weeks of the decision regarding the amount. If dues are not paid within this time, a $25 fine per week will be assessed to the chapter until dues are paid. C. Suspension of voting privileges will occur if fines and/or dues are not paid in full by a chapter. Voting privileges will be restored in full immediately upon payment of the fines and/or dues. D. Dues at a minimum are $10 per member for a chapter. Article IV Executive Board Section 1 Powers A. The seven (7) officers of the IFC, acting as a group, shall constitute the Executive Board. This executive council shall promulgate and execute the laws of the IFC. B. A simple majority of all the delegates in the legislative body shall be necessary to overrule a decision of the Executive Board. Section 2 Duties A. Enforce the rules of Marquette University and the constitution and bylaws of the IFC, in cooperation with the Judicial Board of IFC. B. Hold at least one Executive Board meeting per week when classes are in session. C. Serve as an agenda committee for all IFC meetings. D. Accomplish the duties assigned to them in the description of their position. Section 3 Voting Procedure Unless otherwise indicated, all decisions of the Executive Board shall be determined by a majority vote of the board members. In case of a tie vote, the President s vote shall serve as the tie-breaking vote. Marquette University Bylaws Page 2

Article V Duties of the Executive Officers Section 1 Duties of the President A. Preside over all meetings of the IFC. B. Enforce the constitution and bylaws of the IFC. C. Represent the undergraduate fraternities of Marquette University D. Schedule Executive Board meetings. E. Act as chairman of the Executive Board. F. Serve as and ex-officio member of all committees. G. Schedule all regular meetings of the IFC and call special meetings as necessary. H. Meet regularly with the Greek Advisor and the Panhel President I. Perform any additional duties as directed by the IFC. J. Arrange the place for all IFC meetings and Executive Board meetings. Section 2 Duties of the Vice-President of Judicial Affairs A. Serve as co-chair of the Joint Judicial Board with the Panhellenic Council representative. B. Serve as chair of the IFC Judicial Board. C. Serve as parliamentarian for the IFC meetings. D. Shall conduct the meetings of the IFC and meetings of the Executive Board in the President s absence. E. In the case of a vacancy in the office of President the Judicial Vice-President shall act as the interim President until such time as a new President is elected. F. Supervise the Risk Management Committee. G. Shall review the Risk Management policy and propose changes as needed. Section 3 Duties of the Vice-President of Programming A. Act as co-chair of the Greek Week Committee with the Panhellenic Council representative. B. Act as chair or co-chair for all special events, such as the Greek Ball, IFC retreat, and any other appropriate programs. C. Further the goals and ambitions of the undergraduate fraternities and sororities at Marquette University through the establishment of social and educational programming. D. Supervise the Social and Athletic Committee. E. Programming events needs to be worked on with the Panhellenic Vice-President of Programming. Section 4 Duties of the Vice-President of Recruitment A. Work with the Office of Student Development to coordinate new member eligibility. B. Uphold University rules concerning recruitment and new member programs throughout the member chapters of IFC. C. Assist all individual chapters in their attempt to gain the attention of prospective new members. D. Provide the educational opportunities to improve the recruiting effort of the individual chapters. E. Supervise the Recruitment Committee. F. The incoming VP of Recruitment will not be installed until after the spring recruitment period. They shall participate in the Spring recruitment assisting the current VP of Recruitment Section 5 Duties of the Vice-President of Finances A. Manage the finances of the IFC, keeping a record of all receipts and expenditures Marquette University Bylaws Page 3

incurred. B. Render a financial report to the IFC at the first regular meeting of each month, and at any other time upon the request of any delegate. C. Collect all fines and fees from member chapters of the IFC D. Manage all applications for funding from other sources. E. Prepare and present a budget at the beginning of each semester. Section 6 Duties of the Vice-President of Communications A. Record the minutes of the IFC meetings and send a copy to the advisor, the President, and to all members of the legislative body via standard method as well as electronic means of communications. B. Notify all members of the legislative body at least three days prior to all meetings. C. Handle all general correspondence and forms, keeping a record thereof. D. Take attendance at all council meetings and executive board meetings. E. Assist the President in tabulating votes. F. Maintain the Marquette IFC website. Section 7 Duties of the Vice-President of Scholarship and Service A. Establish and Maintain a scholarship policy B. Ensure that all chapters are in compliance with the Scholarship Policy C. Supervise the Service Committee D. Supervise the Scholarship Committee E. Organize at least one large scale service event in the fall and Spring semester F. Organize additional service events. Article VI Judicial Board Section 1 Powers The primary function of the Judicial Board shall be to hear cases concerning the violation of Marquette University rules or IFC policies and procedures by member chapters. Section 2 Composition The Judicial Board shall consist of the Vice-President of Judicial Affairs and one representative from each member chapter. The IFC Advisor shall advise the Judicial Board. Section 3 Procedures The Judicial Board shall operate in accordance with the Judicial Policy. Article VII Committees Section 1 Composition A. Unless otherwise indicated, committees shall be comprised of members of the IFC Legislative Body and of any appointed members of the member chapters. B. There shall be a chair for each committee appointed by application to the Executive Board of the IFC. The chairs shall report to the Executive Board member charged with oversight for their committee. C. Updates will be provided at meetings by the Executive board member assigned to the committee. Section 2 Special Committees A special committee shall be defined as one whose duration is of a specified length. A special committee may be originated or dissolved by the executive board. also create or dissolve special committees with a majority vote. Article VIII Insurance Section 1 Standards All member chapters must have a minimum of $1,000,000 in general liability insurance. Each chapter must have an up to date insurance policy in the Vice-President of Judicial Affairs file. Section 2 Enforcement A. Any member fraternity failing to meet the previous requirement will have all privileges of IFC membership revoked until such time that they obtain sufficient insurance. The suspension will be lifted only when the member chapter provides sufficient information stating that insurance has been issued to the fraternity in question. B. A suspension of privileges lasting in excess of one year may result in the expulsion of the fraternity from the IFC. C. Fines issued of $25 per week for each week that insurance is not presented. Article IX Policies The following policies, attached shall be considered policies of the IFC; that is, legislation so specified which expands the meaning of these bylaws: A. Recruitment Policy B. Risk Management Policy C. Expansion Policy D. Judicial Policy Article X Associate Chapters All associated fraternities will be governed by IFC rules and regulations in the IFC policies for Risk Management and Recruitment, as well as be expected to have representatives attend weekly IFC meetings. However, associated fraternity chapters will only be required to pay 50% of normal IFC dues. Associate chapters will also not have voting capabilities in IFC matters, including but not limited to: elections, policies, events etc. Associate chapter will be excluded from holding any IFC E-Board positions. Associate Chapter involvement will be determined on a case to case basis by IFC E-Board. An Associate Chapter must be voted in as an IFC Associate Chapter by a 2/3 vote of the present body. Article XI Amendments Section 1 Procedures Amendments to the bylaws shall require approval of a majority of the legislative body of IFC and become effective only after the approval of the Marquette University Student Government and Office of Student Development.
