The Ballot question appears as follows: AS AN ALGONQUIN VOTER DO YOU: Ballot Question Question du bulletin de vote Agree to and approve the proposed Agreement-in-Principle between the Algonquins of Ontario and the Governments of Ontario and Canada; and Authorize and direct the Algonquin negotiation team to act on behalf of the Algonquins of Ontario to negotiate the terms of a Final Agreement based on that Agreement-in-Principle? WHO IS ELIGIBLE TO VOTE? All persons on the Final Voters List of Algonquin Voters under Chapter 15 of the proposed Agreement-in-Principle are eligible to vote. You will be required to produce government-issued photo identification in order to vote in person. If you do not have government-issued photo identification, please bring the best alternative identification that you have in order to satisfy the Ratification Vote Manager as to your identity. Contact the Ratification Vote Manager if your name is not on the Algonquin Voters List and you believe there has been an accidental omission. Contact details can be found at the end of this Notice. 1

HOW CAN I VOTE? All Algonquin Voters will be given the option of voting by either Mail-In Ballot or in person at any one of the Voting Stations as further described below. Mail-In Ballots All Algonquin Voters will be given the option of voting by Mail-In Ballot, regardless of their place of residence. Each Mail-In Ballot will be colour-coded to identify the Community with whom the Algonquin Voter is affiliated, but will not contain any information that would reveal the identity of the Algonquin Voter. Your Mail-In Ballot will be provided in a separate mail out in early January 2016. Your Mail-In Ballot must be received by the Ratification Vote Manager by the close of voting on the last Voting Day, Monday, March 7, 2016, or your vote will not be counted. It is recommended that you mail your Ballot and Declaration of Voter as soon as possible following receipt to allow for possible delays in the mail. If you intend to vote by mail but you did not receive a Mail-In Ballot, contact the Ratification Vote Manager. Contact details can be found at the end of this Notice. (c) (d) the plain language Executive Summary of the proposed Agreement-in-Principle the plain language Executive Summary of the proposed Agreement-in-Principle translated into French In addition to the CD, a printed copy of the plain language Executive Summary of the proposed Agreement-in-Principle will be enclosed. You will also find included in this package a letter from the Algonquin negotiation team regarding the proposed Agreement-in-Principle, sealed in such a manner as to ensure the protection of any confidential or privileged information that may be identified by the Algonquins. Information materials relating to the proposed Agreement-in-Principle (except the confidential and privileged letters) are available at http://www.tanakiwin.com/aip.htm. WHEN WILL THE BALLOTS BE COUNTED AND THE RESULTS CERTIFIED? The counting of ballots and certification of results will be conducted in accordance with Appendix 15.2.3 Ratification Process of the Agreement-in-Principle. The ballots will be counted from Tuesday, March 8, 2016 to Thursday, March 10, 2016 by the Ratification Vote Manager at the Algonquins of Ontario Consultation Office located at 31 Riverside Drive, Suite 101, Pembroke, ON. The counting of ballots will be conducted in the presence of one or more Community Ratification Officers, any scrutineer appointed by the Algonquins, a Community, the Government of Canada or the Government of Ontario and two witnesses, excluding any other members of the public.
