Village Board Conference Room, Village Hall Members Present: Members Absent: Staff Present: Terrence Porter, Chair Todd Ehlman, Vice-Chairman Pamela Davidson, Secretary Michael McGreal, Fire Chief John Prejzner, Assistant to the Village Manager I. CALL TO ORDER Commissioner Porter called the meeting to order at 8:00 a.m. Board members Porter and Ehlman were present. II. PUBLIC COMMENT None. III. APPROVAL OF MINUTES Commissioner Ehlman moved to approve the minutes of the September 29, 2015 Board of Fire and Police Commissioners meetings as presented. The motion was seconded by Commissioner Porter. No further discussion occurred on the motion. Voting yes: Commissioners Porter and Ehlman. Voting no: none. The motion carried. IV. AUTHORIZE THE PROMOTION OF A FIREFIGHTER/PARAMEDIC TO LIEUTENANT/PARAMEDIC Chief Mike McGreal stated that due to upcoming vacancies, staff is recommending promotion a Firefighter/Paramedic to a Lieutenant/Paramedic. Chief McGreal stated that

12/16/15 DRAFT staff is recommending promoting the highest ranked candidate, Firefighter/Paramedic Jennifer Bazan. The Board concurred with staff s recommendation. Commissioner Ehlman moved to promote Firefighter/Paramedic Jennifer Bazan to the position of Lieutenant/Paramedic effective January 1, 2016. The motion was seconded by Commissioner Porter. No further discussion occurred on the motion. Voting yes: Commissioners Porter and Ehlman. Voting no: none. The motion carried. V. EXECUTIVE SESSION PURSUANT TO SECTION 2(C)(1) OF THE OPEN MEETINGS ACT TO DISCUSS POTENTIAL EMPLOYMENT AND CONDITIONAL OFFERS FOR THE POSITION OF FIREFIGHTER John Prejzner, Assistant to the Village Manager, stated that if the Board wishes to discuss the Firefighter candidates and their backgrounds, it may enter into Executive Session. The Board reached a consensus that there was no need for an executive session as it will be keeping the rank order of the candidates as presented on the firefighter eligibility register. VI. AUTHORIZE STAFF TO MAKE CONDITIONAL OFFERS OF EMPLOYMENT FOR THE POSITION OF FIREFIGHTER Commissioner Ehlman moved to authorize staff to make conditional offers of employment for the position of Firefighter in the following order: Michael Pope, Michael Clarke, Bradley Markovich, Michael Morel, Daniel Holman, and Kevin Wnek. The motion was seconded by Commissioner Porter. No further discussion occurred on the motion. Voting yes: Commissioners Porter and Ehlman. Voting no: none. The motion carried. VII. OTHER BUSINESS None VIII. ADJOURNMENT At 6:46 p.m., Commissioner Davidson moved to adjourn the meeting. The motion was seconded by Commissioner Ehlman. No further discussion occurred on the motion. Voting yes: Commissioners Davidson, Ehlman, and Porter. Voting no: none. The motion carried. The meeting was thereafter adjourned. Date: January 8, 2016 To: Board of Fire and Police Commissioners From: John Prejzner, Assistant to the Village Manager Subject: Extension of Police Officer Eligibility Register The current police officer eligibility register was established on July 29, 2014 and expires on January 29, 2016. Chapter 3a, Section 7(b) of the Rules and Regulations of the Board of Fire and Police Commissioners provides that: The Eligible Register of the Police Department will remain in force for six months from the date of posting. The Commissioners may, in their discretion, provide for one or more extensions of the duration of the Eligible Register, said extensions to be for no more than six months each, and the total duration of such register shall not exceed 24 months. Staff recommends extending the current list by six months to July 29, 2016. Staff is planning the recruitment schedule for a new eligibility list and will provide that to the Board at an upcoming meeting Recommended Motion Move to extend the current police officer eligibility register for a period of six months from January 29, 2016 to July 29, 2016.
