Proceedings of a regular meeting of the Pittsford Town Board held on Tuesday, July 18, 2000 at 7:00 P.M. local time in Pittsford Town Hall. PRESENT: Supervisor Carpenter; Councilpersons Zutes, Marini, Higgins, Green; Attorney for the Town Spinelli; Staff persons Elliott, Duane, Wilson, Beck. ABSENT: None. ATTENDANCE: 32. Pledge of Allegiance SUPERVISOR S ANNOUNCEMENTS Supervisor Carpenter said that the town is awaiting the opening of the Buffalo Bills training camp on July 21. He said that Deputy Supervisor Zutes will serve in his absence from July 22 through July 29. He encouraged Town Board members to attend the July 19 Linden Avenue meeting on proposed zoning changes. MINUTES OF JULY 20, 2000 A resolution was offered by Zutes, seconded by Green, RESOLVED, that the minutes of June 20, 2000 are approved as submitted. PUBLIC HEARING SET: PROPOSED LOCAL LAW NO. 5 OF 2000; MONROE AVENUE TRANSITIONAL ZONE A resolution was offered by Carpenter, seconded by Higgins, RESOLVED, that a public hearing is set for Tuesday, August 15, 2000 at 7:15 P.M. local time in Pittsford Town Hall to consider the adoption of Proposed Local Law No. 5 of 2000: Monroe Avenue Transitional Zone. PUBLIC HEARING SET: REZONING PROPERTIES FROM RESIDENTIAL TO MONROE AVENUE TRANSITIONAL ZONE A resolution was offered by Carpenter, seconded by Zutes, RESOLVED, that a public hearing is set for Tuesday, August 15, 2000 at 7:15 P.M. local time in Pittsford Town Hall to consider the rezoning of properties that lie within the proposed Monroe Avenue Transitional Zone from Residential to Monroe Avenue Transitional Zone. A resident spoke to the Town Board about moving the hearing to September because of vacation schedules. Supervisor Carpenter commented that he and the Town Board believe that it is necessary to act now on the transitional zone law and rezoning. He encouraged residents who will be away to send their comments to the Supervisor s office.

BID AWARD: DESKTOP COMPUTERS A resolution was offered by Zutes, seconded by Marini, RESOLVED, as recommended by the Information Services Manager, the Town Board accepts the bid offered by Integrated Systems, being the lowest responsible bidder to meet specifications, for desktop computers purchases from July 1, 2000 to June 30, 2001. (See Attachment A) BID AWARD: CONCRETE BOX CULVERT; KNICKERBOCKER ROAD PROJECT A resolution was offered by Green, seconded by Zutes, RESOLVED, as recommended by the Commissioner of Public Works, the Town Board awards the concrete box culvert with end sections bid to Kistner Concrete Products, Inc., being the lowest responsible bidder, at a cost not to exceed $28,183. (See Attachment B) RESOLUTION OF RECOGNITION AND WELCOME: CANAL CRUISE AND BIKE TREK A resolution was offered by Zutes, seconded by Higgins, RESOLVED, that the Town Board recognizes and welcomes the Canal Cruise and Bike Trek to Pittsford on July 20 as part of its 524-mile excursion celebrating the 175 th anniversary of New York State s canals. PUBLIC HEARING: PITTSFORD SEWER DISTRICT NO. 1 EXT. SWBC-31 (LANDS OF 226 & 230 TOBEY RD.) Supervisor Carpenter opened the hearing. Commissioner of Public Works Elliott said that the septic systems have failed at these properties necessitating connection to sewers. Yolanda and August D Aurizio, owners of 226 Tobey Rd., said that they regretted that they could not have been connected to sewers at the time the group home at 222 Tobey Rd. was approved. As there were no other speakers, the Supervisor closed the hearing. SEQRA DETERMINATION: PITTSFORD SEWER DISTRICT NO. 1 EXT. SWBC-31 (LANDS OF 226 & 230 TOBEY RD.) A resolution was offered by Zutes, seconded by Marini, RESOLVED, after consideration of the Environmental Assessment Form, the Town Board as lead agency finds that there will be no environmental impacts associated with the approval of Pittsford Sewer District No. 1 Extension SWBC-31 (lands of 226 & 230 Tobey Rd.).

PITTSFORD SEWER DISTRICT NO. 1 EXT. SWBC-31 (LANDS OF 226 & 230 TOBEY RD.) APPROVED A resolution was offered by Carpenter, seconded by Green, RESOLVED, that Pittsford Sewer District No. 1 Extension SWBC-31 (lands of 226 & 230 Tobey Rd.) is approved, subject to the approval of New York State Audit and Control. (See Attachment C) PUBLIC HEARING: JEFFERSON HEIGHTS SEWER DISTRICT EXT. JH-131 (PROPERTIES ON THORNELL RD. NEAR MENDON RD.) Supervisor Carpenter opened the hearing. Randy Mayall, 502 Thornell Rd., thanked the town staff members for their cooperation in helping him and his wife in the application process. Commissioner of Public Works Elliott said that the application includes the Mayall property and the Pittsford Baptist Church. As there were no other speakers, the Supervisor closed the hearing. SEQRA DETERMINATION: JEFFERSON HEIGHTS SEWER DISTRICT EXT. JH-131 (PROPERTIES ON THORNELL RD. NEAR MENDON RD.) A resolution was offered by Marini, seconded by Higgins, RESOLVED, after considering the Environmental Assessment Form, the Town Board as lead agency finds that there will be no environmental impacts associated with the approval of Jefferson Heights Sewer District Ext. APPROVED A resolution was offered by Zutes, seconded by Green, RESOLVED, that Jefferson Heights Sewer District Ext. JH-131 (Properties on Thornell Road near Mendon Road) is approved, subject to the approval of New York State Audit and Control. (See Attachment D) PUBLIC HEARING: PROPOSED LOCAL LAW NO. 4 OF 2000: QUALIFIED ELECTRICAL INSPECTORS Supervisor Carpenter opened the hearing. He explained that the Code of the Town of Pittsford has provisions for adding qualified electrical inspectors who are authorized to inspect electrical work on town properties. This local law will amend the code to add Commonwealth Electrical Inspection Services, Inc. Tim Thomas, the New York State manager of Commonwealth, spoke in support of the local law. As there were no other speakers, the Supervisor closed the hearing.

LOCAL LAW NO. 4 OF 2000: QUALIFIED ELECTRICAL INSPECTORS ADOPTED A resolution was offered by Carpenter, seconded by Zutes, RESOLVED, that Local Law No. 4 of 2000: Qualified Electrical Inspectors is adopted. (See Attachment E) JULY 2000 VOUCHERS APPROVED A resolution was offered by Marini, seconded by Zutes, RESOLVED, that July 2000 vouchers No. 39429 through No. 40084 in the amount of $531,300.25 are approved for payment. JULY 2000 BUDGET TRANSFERS AND AMENDMENTS APPROVED A resolution was offered by Zutes, seconded by Green, RESOLVED, that the following transfers and budget amendments are approved for July 2000: $33,646 transferred from 001-1989-2025 (Park Equipment Replacement) and credit $10,467 to 001-7110-2023 (Park Equipment) and $23,179 to 001-7110-2003 (Park Vehicles.) $582 transferred from 001-1989-2002 (Office Equipment Replacement) to 001-9901- 9000 (Transfer to other Funds.) $7000 transferred from 001-1989-2002 (Office Equipment Replacement) and $7000 transferred from 001-1990-4000 (Contingency) to 001-1620-2000 (Building Capital.) $2000 transferred from 001-9040-8000 (Workers Compensation) to 001-9050-8000 (Unemployment Insurance.) The 2000 budget is amended by increasing 003-7410-2011 (Janes Equipment) by $582, the source of funding to be a transfer from Whole Town General Fund. 2001 BUDGET SCHEDULE DISCUSSED Director of Finance Gregory Duane presented the Town Board with a tentative schedule of workshops and hearings for the 2001 budget. FUNDS APPROVED FOR EAST AVENUE MANOR TRUNK REPAIR CAPITAL PROJECT A resolution was offered by Carpenter, seconded by Higgins, RESOLVED, that $150,000 is transferred from the Pittsford Sewer District #1 fund balance to the East Avenue Manor Trunk Repair Capital Project, and it is FURTHER RESOLVED that the Director of Finance is directed to make the appropriate budget entries.

GRIFFITH PARK PHASE I ENVIRONMENTAL ASSESSMENT AND BOUNDARY SURVEY AUTHORIZED A resolution was offered by Zutes, seconded by Marini, RESOLVED, that the Supervisor is authorized to sign an agreement with MRB to provide services for the Phase I Environmental Assessment and Boundary Survey for Griffith Park for an amount not to exceed $5000. CONTRACT WITH PITTSFORD CEMETERY ASSOCIATION AUTHORIZED A resolution was offered by Green, seconded by Marini, RESOLVED, that the Supervisor is authorized to sign an agreement with the Pittsford Cemetery Association that will allow the town to use property adjacent to the Highway Garage to store leaves and yard debris. CONFERENCE ATTENDANCE AUTHORIZED: COMMISSIONER OF PUBLIC WORKS A resolution was offered by Carpenter, seconded by Higgins, RESOLVED, that Commissioner of Public Works Thomas Elliott is authorized to attend the Wetland Regulations Seminar in Rochester on July 31, 2000. DISCUSSION: 2000-2001 INSURANCE PROGRAM Town of Pittsford insurance consultant William DePersis of Marsh USA Inc. discussed his review of five insurance proposals that he received on behalf of the town. He recommended that the town continue coverage through Loomis & Company as broker and Coregis Insurance Company as carrier. In response to a question from the Town Board, Mr. DePersis said that the premium increase over 1999-2000 reflects the current situation in the insurance industry. TOWN 2000-2001 INSURANCE PROGRAM APPROVED A resolution was offered by Marini, seconded by Carpenter, RESOLVED, based on the recommendation of the town s insurance adviser, the Town Board awards Loomis & Company with a three year contract for town insurance, renewable annually, with a 2000-2001 premium not to exceed $85,668.
