MINUTES OF THE DALLAS CITY COUNCIL WEDNESDAY, 17-1240 CITY COUNCIL BRIEFING CITY HALL, ROOM 6ES MAYOR MICHAEL RAWLINGS, PRESIDING PRESENT: [15] Rawlings, Caraway, Medrano (*9:25 a.m.), Griggs (*9:27 a.m.), Thomas, Callahan, Narvaez, Felder, Atkins, Clayton (*9:19 a.m.), McGough, Kleinman (*9:09 a.m.), Greyson (*9:26 a.m.), Gates, Kingston (*9:27 a.m.) ABSENT: [0] The meeting was called to order at 9:08 a.m. with a quorum of the city council present. The invocation was given by Reverend Tony Melton, The Chapel of the Cross. Mayor Rawlings led the pledge of allegiance. The meeting recessed at 12:07 p.m. and convened to closed session at 12:15 p.m. which ended at 1:40 p.m. The meeting reconvened to open session at 1:48 p.m. (Caraway [*1:52 p.m.], Griggs [*2:13 p.m.], Felder [*1:49 p.m.]), Atkins [*1:51 p.m.], Clayton [*1:52 p.m.], Greyson [*1:49 p.m.]) The meeting agenda, posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented. 17-1243 Item 1: Approval of Minutes of the August 2, 2017 City Council Meeting Mayor Pro Tem Caraway moved to adopt the minutes as presented. Motion seconded by Deputy Mayor Pro Tem Medrano and unanimously adopted. (Griggs absent when vote taken)

17-1244 Item 2: Consideration of appointments to boards and commissions and the evaluation and duties of board and commission members (List of nominees is available in the City Secretary's Office) The assistant city secretary distributed a report showing nominations received for the 2017-2019 board term, ending September 30, 2019, and noted the report indicated all nominees met qualifications for service. The assistant city secretary announced the chair appointment would be held until after the full council and individual appointments; as the nominee would need to be duly appointed to the board before being appointed as an officer of the board. Mayor Pro Tem Caraway moved to appoint the following: Philip John Sahuc to the Board of Adjustment Alternate Members; Michael J. Barrett, Dallas County Resident, to the Reinvestment Zone Four Board (Cedars Area) and Reinvestment Zone Seventeen Board (TOD); Matthew C. Vermillion, Dallas County Resident, to the Reinvestment Zone Six Board (Farmers Market); Jonathan Hetzel, Dallas County Resident, to the Reinvestment Zone Twelve Board (Deep Ellum); Fred L. Wells, Denton County Resident and Josh Womack, Dallas County Resident, to the Reinvestment Zone Twenty Board (Mall Area Redevelopment); Molly Devoss, General Public, to the Animal Advisory Commission; Linda L. Blase, Professional in Performance Arts and Taylor Adams Danser, Literary Arts, to the Cultural Affairs Commission; Michael Przekwas and Brian Hasenbauer to the Community Development Commission; Mark Rieves and Paul E. Councilmember Kingston moved to separate the vote on the Park and Recreation Board nomination. Motion seconded by Councilmember Griggs.

17-1244 Page 2 Following discussion, Mayor Rawlings asked for a show of hands on Councilmember Kingston s motion to separate the vote on the Park and Recreation Board nomination. By a show of hands, with the minority raised in favor, Mayor Rawlings declared the motion failed. Mayor Rawlings called a vote on Mayor Pro Tem Caraway s motion to adopt the item as presented and declared the item unanimously adopted. Mayor Pro Tem Caraway moved to appoint the following: Robert Abtahi, Chair, to the Park and Recreation Board Motion seconded by Councilmember Atkins. 17-1245 Item 3: Authorize (1) public hearings to be held on Wednesday, September 6, 2017 and Wednesday, September 13, 2017 to receive comments on a proposed tax rate; and (2) a proposal to consider adoption of a $0.7825/$100 valuation tax rate, or a lower rate as may be proposed by the City Council on September 20, 2017 - Financing: This action has no cost consideration to the City The assistant city secretary announced the item required a record vote. Mayor Rawlings announced the item would be held until after the city council was briefed on Briefing A: Truth in Taxation; there was no objection voiced by the city council. Later in the meeting, the item was presented for consideration. Councilmember Kingston moved to adopt the item as presented. Motion seconded by Councilmember Greyson. Councilmember Kleinman moved a primary substitute motion to authorize (1) a proposal to consider adoption of a $0.7825$0.7496/$100 valuation tax rate, and (2) no further public hearings. Primary substitute motion seconded by Councilmember McGough. Councilmember Gates moved a secondary substitute motion to authorize (1) a proposal to consider adoption of a $0.7825$0.7783/$100 valuation tax rate, or a lower rate as may be proposed by the City Council on September 20, 2017 and (2) public hearings to be held on Wednesday, September 6, 2017 and Wednesday, September 13, 2017 to receive comments on a proposed tax rate. Secondary substitute motion seconded by Councilmember McGough.
