MINUTES OF THE REGULAR BOARD MEETING OF THE AVON LAKE BOARD OF EDUCATION HELD The Regular Meeting of the Avon Lake Board of Education was held on Tuesday, in the Avon Lake High School Media Center at 6:00 pm. President Froehlich called the meeting to order. Page 2 WHEREAS, at an election on May 3, 2011, the electors of the School District approved the renewal of an existing 1.5-mill tax levy in excess of the ten-mill limitation for the purpose of general permanent improvements, for five years, which levy will have its last collection in calendar year 2016; and WHEREAS, this Board finds that it is necessary to renew that 1.5-mill tax levy in excess of the ten-mill limitation for an additional five years; and WHEREAS, in accordance with Section 5705.03(B) of the Revised Code, in order to submit the question of a tax levy pursuant to Section 5705.21, this Board must request that the Lorain County Auditor certify (i) the total current tax valuation of the School District and (ii) the dollar amount of revenue that would be generated by the levy; and WHEREAS, in accordance with Section 5705.03(B), upon receipt of a certified copy of a resolution of this Board declaring the necessity of the tax, stating its purpose, whether it is an additional levy or a renewal or a replacement of an existing tax, and the section of the Revised Code authorizing its submission to the electors, and requesting such certification, the County Auditor is to certify the total current tax valuation of the School District and the dollar amount of revenue that would be generated by the proposed levy; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of Avon Lake City School District, County of Lorain, Ohio, that: Section 1. Declaration of Necessity of Tax Levy. This Board finds, determines and declares that it is necessary to renew, for five years (commencing with a levy on the tax list and duplicate for the year 2016 to be first distributed to this Board in calendar year 2017), an existing 1.5-mill ad valorem property tax outside of the ten-mill limitation, for the purpose of general permanent improvements, and that it intends to submit the question of the renewal of that levy to the electors at an election to be held on March 15, 2016, as authorized by Section 5705.21 of the Revised Code. Section 2. Request for Certification. This Board requests the Lorain County Auditor to certify to it both (i) the total current tax valuation of the School District and (ii) the dollar amount of revenue that would be generated by the 1.5-mill renewal levy specified in Section 1. Section 3. Certification and Delivery of Resolution to County Auditor. The Treasurer is authorized and directed to deliver or cause to be delivered promptly to the Lorain County Auditor a certified copy of this Resolution. Section 4. Compliance with Open Meeting Requirements. This Board finds and determines that all formal actions of this Board and of any of its committees concerning and relating to the adoption of this Resolution were taken, and that all deliberations of this Board and of any of its committees that resulted in those formal actions were held, in meetings open to the public in compliance with the law. Section 5. Captions and Headings. The captions and headings in this Resolution are solely for convenience of reference and in no way define, limit or describe the scope or intent of any Sections, subsections, paragraphs, subparagraphs or clauses hereof. Section 6. adoption. Effective Date. This Resolution shall be in full force and effect from and immediately upon its #94-15 TREASURER S REPORT AVON LAKE PUBLIC LIBRARY RENEWAL LEVY Mr. Jantz moved, seconded by Mr. Cracas: A RESOLUTION DECLARING THE NECESSITY OF AND SUBMITTING TO THE ELECTORS OF THE SCHOOL DISTRICT THE QUESTION OF THE RENEWAL OF AN EXISTING 2.8-MILL TAX LEVY FOR THE PURPOSE OF CURRENT EXPENSES OF THE AVON LAKE PUBLIC LIBRARY, PURSUANT TO SECTIONS 5705.03, 5705.23 AND 5705.25 OF THE REVISED CODE. WHEREAS, at an election on May 3, 2011, the electors of the School District approved the replacement of all of an existing 1.8-mill levy and an increase of 1.0 mill, to constitute a tax at a rate not exceeding 2.8 mills, for the purpose of current expenses of the Avon Lake Public Library, for five years, which levy will have its last collection in calendar year 2016; and

Page 3 WHEREAS, the Board of Library Trustees of the Avon Lake Public Library has determined that continuation of the collection of that tax is necessary for the proper operation of the Library; and WHEREAS, on September 10, 2015, the Board of Library Trustees adopted Resolution No. 2334-15 pursuant to Sections 5705.03, 5705.23 and 5705.25 of the Revised Code declaring it necessary to renew the existing 2.8-mill tax levy, for five years, and requesting the Lorain County Auditor to certify the total current tax valuation of the School District and the dollar amount of revenue that would be generated by that renewal levy; and WHEREAS, on September 28, 2015, the Lorain County Auditor certified that the total current tax valuation of the School District is $787,761,430 and the dollar amount of revenue that would be generated by that 2.8-mill renewal levy would be $2,197,808 annually during the life of the levy, assuming that the total current tax valuation remains the same throughout the life of the levy; and WHEREAS, after receipt of the County Auditor s certification, the Board of Library Trustees adopted Resolution No. 2342-15 on October 8, 2015, requesting this Board to submit to the electors of the School District the question of the renewal tax levy described therein and in Resolution No. 2334-15 pursuant to Sections 5705.23 and 5705.25 of the Revised Code; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of Avon Lake City School District, County of Lorain, Ohio, that: Section 1. Declaration of Necessity of Tax Levy. In accordance with the resolutions of the Board of Library Trustees of the Avon Lake Public Library described in the preambles above, it is hereby found, determined and declared that the amount of taxes which may be raised by the Board of Education of Avon Lake City School District within the ten-mill limitation by tax levies will be insufficient to provide an adequate amount for the necessary requirements of the Avon Lake Public Library, and that it is necessary to levy a tax in excess of such limitation for the purpose of current expenses of the Avon Lake Public Library in the amount of 2.8 mills for five years. Section 2. Submission of Question of Tax Levy to the Electors. The question of the renewal of all an existing levy of 2.8 mills for the purpose of current expenses of the Avon Lake Public Library for five years, beginning with the tax list and duplicate for the year 2016, the proceeds of which levy first would be available to the Library in calendar year 2017, shall be submitted under the provisions of Sections 5705.23 and 5705.25 of the Revised Code to the electors of Avon Lake City School District at an election to be held therein on March 15, 2016, as authorized by law. That election shall be held at the regular places of voting in the School District as established by the Lorain County Board of Elections, or otherwise, within the times provided by law and shall be conducted, canvassed and certified in the manner provided by law. Section 3. Ballot Form. The form of the ballot to be cast at the election on the question of this tax levy shall be substantially as follows: AVON LAKE PUBLIC LIBRARY PROPOSED TAX LEVY (RENEWAL) (A majority affirmative vote is necessary for passage.) A renewal of a tax for the benefit of the Avon Lake Public Library for the purpose of current expenses of the Avon Lake Public Library at a rate not exceeding 2.8 mills for each one dollar of valuation, which amounts to 28 cents for each one hundred dollars of valuation, for five years, commencing in 2016, first due in calendar year 2017. FOR THE TAX LEVY AGAINST THE TAX LEVY Section 4. Notice of Election. The Treasurer of this Board be and is hereby authorized and directed to give or cause to be given notice of said election as provided by law.

The Treasurer, or otherwise authorized officer of the School District or the Library, be and is hereby directed to deliver or cause to be delivered (i) Resolution Nos. 2334-15 and 2342-15 of the Board of Library Trustees referred to in the third and fifth preambles to this Resolution delivered to the Treasurer in connection herewith, (ii) the certificate of the Lorain County Auditor referred to in the fourth preamble to this Resolution delivered to the Treasurer in connection herewith and (iii) a certified copy of this Resolution, to the Lorain County Board of Elections, before the close of business on Wednesday, December 16, 2015. Section 6. Compliance with Open Meeting Requirements. This Board finds and determines that all formal actions of this Board and of any of its committees concerning and relating to the adoption of this Resolution were taken, and that all deliberations of this Board and of any of its committees that resulted in those formal actions were held, in meetings open to the public in compliance with the law. Section 7. Captions and Headings. Avon Lake High School Wrestling Duals Trip To approve the Varsity Wrestling Team to travel to Wheeling, West Virginia on December 29-30, 2015. The team will participate in a 30-team dual tournament. Wrestlers will travel with their parent and stay in a hotel with their parent.
