Citizens Advisory Committee March 13, 2013 Page No. 2 of 4 Update on MTA real-time passenger information system - Mr. Jeff Snyder, a consultant for MTA, provided a brief overview of MTA s work to implement a real-time passenger information system for members who were not at the February CAC meeting. He then went on to report that MTA would like to have two volunteers from the CAC to meet with staff at MTA and share their input on the process they have set up for testing the system. Ms. Barbara Glick and Ms. Donna Stinchcomb were identified. Ms. Louise Tinkler was also mentioned as a backup volunteer given her experience with the Carroll County Transit System. Ms. Monica Haines Benkhedda agreed to send Mr. Snyder the contact information for these three members so that he may follow-up with them to set a meeting date. The Opportunity Collaborative Launch Event Ms. Haines Benkhedda reported that the Opportunity Collaborative (formerly known as the Baltimore Sustainable Communities Initiative) will host a kickoff on Monday, March 25 from 3 to 6:45 pm at the University of Baltimore. Ms. Haines Benkhedda also reported that Mr. Mike Kelly came to the Public Involvement subcommittee and apologized that The Opportunity Collaborative launch event was scheduled on the first night of Passover. She also noted that staff have put together a calendar of key dates and holidays and shared with staff. Also, the public involvement subcommittee is considering possible changes or additions to the Public Involvement Plan so as to ensure consideration of religions holidays when planning future events. PRESENTATION: UNIFIED PLANNING WORK PROGRAM Mr. Terry Freeland provided an overview of the Unified Planning Work Program (UPWP) and highlights of what is proposed in the draft Fiscal Year 2014 UPWP. Ms. Michele Rosenberg asked if the BRTB responded to the CAC s comments from last year. Mr. Lauria reported that some changes were made to the text of the document based upon CAC comments. After some discussion, the CAC voted unanimously to recommend adoption of the UPWP, with comments, and to give Mr. Lauria authority to collect comments from members to include in the resolution. [Handout: PowerPoint FY 2014 Unified Planning Work Program ] 3. DISCUSSION: PUBLIC INVOLVEMENT PLAN This item was postponed until the April CAC meeting. 4. SUBCOMMITTEE REPORTS & ACTION ITEMS The following subcommittee reports and action items were presented:
Citizens Advisory Committee March 13, 2013 Page No. 3 of 4 Public Involvement Mr. Chuck Lattuca reported that this subcommittee met today to begin reviewing comments on the draft Public Involvement Plan (PIP). The group has scheduled a conference call on Tuesday, March 19 to review the remaining comments. A full set of comments and recommendations will be presented to the CAC in April. Mr. Lauria asked that the subcommittee consider adding a recommendation to extend the comment periods for major work products. He stated that major plans such as an $8 billion long-range plan deserves more time than a small bridge preservation project. In addition, there was some discussion on the following items: o It is very important to get local community input about projects (by the CAC, staff, and project sponsors); o It is frustrating to attend public meetings and not be able to have questions answered effectively. Recommend sponsor project managers attend public meetings to answer question and hear public comments; and o Mr. Mark Howard said that it is strange to find the public involvement goals in the middle of the document (in the evaluation section) and he recommends moving them at the beginning of the document along with principles of public engagement. Mr. Lattuca asked for additional comments be sent via email to Ms. Haines Benkhedda or Mr. Greg Shafer in advance of the March 19 th meeting. A copy of the comments already submitted will be shared via the CAC s Google Group. Policy and Legislation The committee met with Mr. Freeland from BMC to learn more about the Unified Planning Work Program (UPWP). 4. APPROVAL OF MEETING MINUTES The minutes from February 2013 (www.baltometro.org/minutes/cac130206min.pdf) were unanimously approved. 5. REPORT ON RECENT AND UPCOMING BRTB MEETINGS Mr. Lauria reported highlights from the February 26 th BRTB meeting. 6. OTHER BUSINESS Upcoming agendas and speakers Mr. Lauria reported that Mr. Emery Hines, BRTB empowered representative for Baltimore County, has agreed to speak to the CAC at their next meeting on Wednesday, April 3 rd. He then proposed a change to the meeting location and

Members agreed that the April CAC meetings would be held at the Baltimore County Public Library in Towson with subcommittees from 5 to 5:45 and the main meeting from 5:45 to 7:30 pm. Ms. Haines Benkhedda agreed to send out details and parking information with the April agenda. Announcements The following announcements were made: o The Maryland Department of Transportation (MDOT) will host a planning meeting on the state Bicycle and Pedestrian Master Plan on March 21, 2013 from 5 to 7 p.m. at the University of Baltimore - Thumel Sr. Business Center in Baltimore.
