July 2011 C 2011/LIM/26 Rev.1 E CONFERENCE Thirty-seventh Session Rome, 25 June - 2 July 2011 Third Report of the Credentials Committee 1. The Credentials Committee of the Thirty-seventh Session of the Conference held three meetings on 20, 24 and 25 June 2011 to examine the credentials received. The Committee elected Daniela Rotondaro (San Marino), as its Chairperson, and Monica Robelo (Nicaragua), as its Vice- Chairperson. 2. The Credentials Committee noted Rule III of the General Rules of the Organization on delegations and credentials, as well as the practice and criteria followed by the Organization with respect to the acceptance of credentials, in accordance with the practice of the General Assembly of the United Nations on the matter. 3. The Credentials Committee reviewed the credentials or information received regarding the composition of delegations shown in attached lists A and B. 4. The Credentials Committee was informed that the Government of Tripoli had presented credentials to the session of the Conference. The Credentials Committee noted that, by Resolution 396 (V) of 14 December 1950, the General Assembly had recommended to the Specialized Agencies that whenever issues regarding representation of a Member State arose and became the subject of controversy the Specialized Agencies should follow the position of the General Assembly of the United Nations. The Committee noted that the FAO Conference had consistently taken this line. The Committee was informed of the status of the representation of Libya to the current session of the General Assembly of the United Nations and to other meetings of the United Nations and Specialized Agencies. The Credentials Committee recommended that the Conference should defer consideration of the credentials pending guidance from the General Assembly of the United Nations, on the understanding that the Libyan seat would remain empty for the session. 5. The Committee recommended to the Conference that the credentials and information on the composition of the delegations on both lists be accepted, on the understanding that formal credentials of delegations referred to in list B would be communicated to the Director-General as soon as possible, and that all delegations be authorized to participate fully in the Conference session. The lists reflect the situation as of 29 June 2011. This document is printed in limited numbers to minimize the environmental impact of FAO's processes and contribute to climate neutrality.
