Incorrect Electronic Submission
Correct Electronic Submission
Pros Electronic The information is entered immediately onto the CCH. A report is generated to indicate errors needing resubmitted. No postage fees means less expense for your agency. Manual Less room for error in attaching to wrong arrest If two ITNs for same arrest, BCI can clean- up the record. If the arrest is not located, a QA Consultant can take the paper copy to track down the original arrest.
Cons Electronic If the incorrect ITN is supplied, the disposition may attach to another record. If incorrect information is submitted, BCI must clean it up before sending it out on a background check. If disposition is submitted before arrest is processed by BCI, the disposition will not attach. Manual The information is not entered immediately. An operator at BCI must enter all information.

SEALED VS. EXPUNGED RECORDS SEALED RECORD Sealing a record is the process of removing a fingerprint card stored in the BCI&I automated file as a result of a court order. The subject s demographic information is retained in the automated files with a notation that the record has been sealed. The sealed record can only be disseminated under certain circumstances defined by state statute 2953.32. EXPUNGED RECORD Expunging a record is the process of removing a fingerprint card stored in the BCI&I automated file as a result of a court order. The fingerprint card is then returned to the contributing agency. Nothing is kept at BCI&I and it is as if the arrest never occurred.
2953.32 (D) (E) Release of a Sealed Record There are many reasons that your agency may request to view the information sealed in the file at BCI. You just need to read the above section to verify that your request is a valid reason according to this section. Send your request by teletype to OHBCI0000 or fax your request to 740-845 845-2633.
