INTRODUCTORY ROLL CALL Mr. Rein made a motion seconded by Mr. Kopsell to allow Ms. Aavang to participate via phone remotely as she is at a meeting of the Farm Bureau down in McLean County. On a unanimous voice vote the motion passed. ADOPT THE AGENDA Chairman Gottemoller noted a scrivener's error on packet page 265 there is a line under Background and Discussion that was removed from the Resolution and should be removed from this memo attached, it reads "As pension reform has moved forward and the documenting of the required time has become more challenging," Change noted and will be corrected. Mr. Gasser made a motion seconded by Ms. Kurtz to Adopt the Agenda with this one change noted. The motion passed on a unanimous voice vote. 6. APPROVAL OF MINUTES OF PREVIOUS MEETINGS Chairman Gottemoller was informed of a scrivener's error of having Mr. Koehler's name rather than Mr. Thorsen's name on the listing of board members names. Mr. Thorsen said under item #17, 16.2 B2 it is written that he said the overall budget is decreasing but he was corrected and had said he was witnessing that the budget was increasing and was corrected by the Chairman and told that the levy had actually been decreasing because of an accounting issue with the debt service that we're going to request through the levy for this fiscal year. CHAIRMAN'S REMARKS / REPORTS Chairman Gottemoller gave the following report: Welcome summer! 8. MEMBERS' COMMENTS Ms. Barnes said she attended the Emergency Medication Dispensing Drill with two of her children last week and said it was an excellent experience and encouraged others to attend in the future. EMA, Health Dept, Law Enforcement personnel and the volunteers did a great job and everything was well organized. Mr. Walkup said last night he attended a meeting of the Dorr Township Republican Committeemen and they voted to adopt a Resolution as Algonquin Township Committeemen about a month earlier to oppose nepotism in government. He said he will be asking this summer that we approve a similar Resolution. This issue came up about a year ago and we don't have the power as a County to regulate what is done in the offices of the independently elected officials. Problems can arise because if there are relatives in the chain of command where people may be reluctant to come forward with information until things have grown into something larger where the County could face litigation and legal expenses. need to take up this issue and make a firm stand and impress upon our legislators to give the County some authority over some of these offices so we aren't in the position of being subjected to liability without having any ability to control the situation. Ms. Kurtz said she attended Congressman Hultgren's Small Business Forum today and she was impressed with the turnout and the presentation and information received. She will be sharing the information she received with the Workforce Investment Board. She asked the Chair of the Legislative Committee who helped set up this Forum if we could look at the House Bill that the Congressman has established as something that we would be supporting. 9. SPECIAL RECOGNITION / REPORTS / PRESENTATIONS 1. STANDING COMMITTEE CHAIRMAN UPDATES / LIAISON REPORTS Ms. Schofield said on behalf of the RPC thank you to those who attended and gave feedback on their plan to date. The Plan is online and comments can be given there under 2030 and Beyond. July 1st will be the date that the comment section will be closing. She encouraged everyone to give feedback. Ms. Hill said members' have at their desk the self-evaluation from Administrator Austin. She asked that everyone read that and give any feedback you might have to her or anyone else on the Management Service Committee. At their next meeting they will be discussing on how they want to proceed with his evaluation. Mr. Gasser said that the McHenry County Patriot Run will take place on Sunday and encouraged members to support this cause. 16. Chairman Gottemoller asked for any discussion. Several members had concerns about the County taking on this issue and grant and felt that some other charitable organization should be handling this, possibly one that is a 501(C)(3). It was pointed out that this grant is money paid by our tax payers and if we don't accept this grant our money will be given to another entity. Many acknowledged the need for the funds and being able to help the homeless of our County but felt if the County is going to handle this it should be for a short term and should seek other organizations to take it on. Pioneer Center was the last to handle this however they are no longer in the position to do this and will be signing over the funds to McHenry County should the Board agree on this that have already been allocated to them. Salvation Army was another entity who has worked with this in the past and the County will talk with them about the possibility of doing so again. Chairman Gottemoller asked for any discussion. Ms. Evertsen said when she looks at the cost the County is paying to provide this service she cannot support this. Chairman Gottemoller asked for any discussion. Many board members were against waiving the 30-day review however due to the laws and timeline of when this has to be approved by others were in favor. Chairman Gottemoller asked for a roll call vote. The following members responded aye: Martens, McCann, Miller, Nowak, Provenzano, Rein, Schofield, Smith, Walkup,, Aavang, Evertsen, Gasser, Hammerand, Heisler, Kopsell, Kurtz and Gottemoller. Nays: Skala, Thorsen, Barnes, Draffkorn, Hill and Jung. The vote being eighteen (18) ayes and six (6) nays the motion to waive 30-day review has passed. A motion and a second was made to approve the Prevailing Wage Rates. Chairman Gottemoller asked for any discussion on the motion to approve. Ms. Schofield said after the last meeting she met with several unions about this and said she will be voting for this because it is the law. Ms. Hill said she will be voting no to show that she is not in support of this law. Mr. Gasser added that just because it's the law doesn't mean it's right and he will also be voting against this. Noting no further discussion a roll call vote was taken. ADMINISTRATOR'S REPORT Mr. Austin gave the following report: We've taken another step in working with the Council of Governments and trying to inventory and identify areas where all of our bigger city governments are collaborating. We are getting into our budget process and are asking all of the departments to talk about areas where they can do some collaboration and maybe some privatization. He asked everyone to take a look at the Economic Development Newsletter that was sent out last week. It has good highlights of things going on right now. We are looking at having a Capital Plan COW on Friday July 8th or 15th. We're working on putting together a radio show for county government on Huntley radio. We've been given a slot to do once every other month. The first one is Thursday at 5:30 pm. Jim will be the host of the 27 minute show where he will talk about County Administration having Mr. Austin as the guest. They will get a link posted so that everyone can listen to it. This is another good way to reach out to residents. He's heard from multiple sources this afternoon that Secretary Blankenhorn (IDOT Secretary) is shutting down all IDOT projects at the end of this month and as of tomorrow they aren't allowed to turn any more dirt or do anything disruptive. That would be about 25,000 construction jobs stopped until there is a State budget in place. He and his wife will be running on Sunday in the Patriot Run. 19. EXECUTIVE SESSION (IF NECESSARY) 20.
