MINUTES OF THE SECOND MEETING OF THE NATIONAL IMPLEMENTATION COMMITTEE (NIC) FOR COMMEMO- RATION OF 150TH BIRTH ANNIVERSARY OF MAHAMANA MADAN MOHAN MALAVIYA. The Second Meeting of the NIC was held on 6 th January 2012 at 12.00 hrs in the Conference Room of Nehru Memorial Museum & Library, New Delhi. The meeting was chaired by Dr. Karan Singh, Member of Parliament. Other Members present were Kumari Selja, Hon ble Minister of Culture and Minister of HUPA, Shri Salman Khurshid, Hon ble Minister of Law & Justice and Minister of Minority Affairs, Shri P.L. Jaiswal, ex-chief Editor, ICAR and Founder Patron, Mahamana Malaviya Mission, Justice Giridhar Malaviya (Retd), Dr. Lalji Singh, Vice Chancellor, Banaras Hindu University, Shri Jawhar Sircar, Secretary, Culture and Shri Rakesh Garg, Additional Secretary (Culture), Convenor of the NIC. Shri Upamanyu Basu, Director (CU), Ministry of HRD attended as a representative of Secretary, HRD. At the outset, Chairman, NIC welcomed the Members. Before taking up the Agenda, Chairman enquired about the status of availability of funds for the commemoration. It was informed by the Convenor that an amount of Rs.2 crores has been earmarked for this Commemoration during the current financial year subject to availability of savings within the overall budget of the Ministry of Culture. Secretary, Culture assured that sufficient funds would be made available for the

Commemoration in the year 2012-13. Thereafter, the Chairman requested the Convenor to briefly explain the contents of the Agenda. Members of the NIC were apprised about the Inaugural Function of the Commemoration held on 27 th December, 2011 at Vigyan Bhawan, New Delhi. Thereafter, the Agenda Items were taken up for discussion. AGENDA ITEM NO.1 CONFIRMATION OF THE MINUTES OF THE 1 ST MEETING OF THE NATIONAL IMPLEMENTATION COMMITTEE (NIC) HELD ON 18.10.2011 1. In the Agenda Item No.2, under sub-heading Institutional Development, sub-para 4.1 regarding declaration of Malaviya s ancestral house as a national monument, it was pointed out by NIC members that it was decided to preserve it on the line of Anand Bhawan and not Nehru Memorial & Musuem Library. A correction may be made in the minutes accordingly. 2. In Agenda Item No.4, in sub-para (v) regarding closing ceremony, it has been wrongly recorded in the minutes that it will be attended by the Hon ble Prime Minister as recorded in the meeting of National Committee (NC) held on 26.7.2011. The NC minutes para 30 mentions that commemoration year will be inaugurated by Hon ble Prime Minister in Vigyan Bhavan. For closing ceremony it just mentions that it will be held on 25 th December, 2012 in Banaras Hindu University. The dignitaries to grace the closing ceremony is yet to be decided. It will be decided at appropriate time.

With these observations/modifications, minutes were approved. AGENDA ITEM NO.2 ACTION TAKEN REPORT ON THE MINUTES OF THE 1 ST MEETING OF THE NATIONAL IMPLEMENTATION COMMITTEE HELD ON l8.10.2011 The Action Taken Report was taken on record and itemwise discussed. The item-wise discussions are recorded in Agenda Item No.4. AGENDA ITEM NO.3 REPORT ON THE INAUGURAL FUNCTION OF THE COMMEMORATION HELD ON 27 TH DECEMBER 2011 AT VIGYAN BHAWAN, NEW DELHI The details about the Inaugural Function were provided by the Convenor. NIC members expressed that the function was organized with precision and excellence. However, the Committee expressed its dismay at the negligible coverage of the event in both the print and electronic media except on Doordarshan on which it was telecast live and was re-telecast next day. It desired that in future effective steps may be taken for adequate coverage of the events organized for the commemoration. ITEM NO.4 DISCUSSION ON FURTHER COURSE OF ACTION ON THE COMMEMORATION The various activities which are to be undertaken during the year long Commemoration including those decided in the 1 st NIC meeting were discussed in detail as follows:

4.1 Release of popular books on Malaviya ji in English, Hindi & other important Indian languages - It was noted that a book published by BHU in Hindi and a book published by Malaviya Mission, Bangalore in English were released by Smt. Sonia Gandhi, Chairperson, UPA and NAC in the Inaugural Function held at Vigyan Bhawan on 27.12.2011. The copies of these books were distributed to the Members of the NIC during the meeting. Shri P.L. Jaiswal mentioned that an authentic biography was published by National Book Trust long back and that may be reprinted. It may also be translated into the regional languages. The Committee accepted the suggestion and decided that the matter be taken up with NBT. 4.2 Madan Mohan Malaviya National Award for Excellence in Higher Education The representative of HRD informed that UGC is to examine the feasibility of institution of awards. It was suggested by NIC that these may be, say, 5 awards of Rs.One lakh each rather than one big award. However it left the decision on MoHRD as it needs to be decided in the light of other awards in the field of higher education. 4.3 National Lecture Series In the first meeting of NIC, it was decided that Regional Associations of Malaviya Mission may organize such lectures on zonal basis in the State capitals. NIC decided that it may be opened to other reputed organizations, universities, etc. and for consideration of the proposals for National Lecture Series, the same pattern as has been adopted for Tagore Celebrations by the ZCCs be adopted in this case. It was decided that suitable guidelines will be issued in this regard by Ministry of Culture on the same pattern as was done in case of Tagore Culture Grant Scheme. 4.4 An upgraded website for the Malaviya Commemoration (BHU and MMM Mission) BHU & MMM informed that they are working on it. NIC desired that BHU and MMM Mission, New Delhi may take necessary action in this regard on priority.

4.5 Postage Stamp on the 150 th Birth Anniversary A commemorative postage stamp on Mahamana Malaviya ji was released by the Hon ble Prime Minister during the Inaugural Function held on 27.12.2011. The First Day Cover and the Stamp Album were also distributed to the Members of the NIC during the meeting. NIC members thanked Chairman, NIC and Minister of Culture & HUPA for their effective intervention to enable it to happen so soon. 4.6 Newspaper/magazine special issues NIC decided that newspapers and magazines may be encouraged to bring out special issues on Mahamana as was done in Tagore celebrations. If possible, suitable guidelines may be brought out and publicized so that newspapers and magazines may apply for bringing out special issues. 4.7 National roving exhibition on the contributions of Mahamana During the discussions, the Convenor, NIC mentioned that the roving exhibition in trains involves an expenditure of Rs.20 to 25 crores or more including train fare, putting up exhibition and maintenance for it. It was brought in the notice of NIC that in some cases Railways too take up such exhibitions on their own and probably in Vivekanand case, it has been done. It was decided that Railways be requested to take up this at its level. 4.8 Compilation, preparation of archives and digitization of all publications related to Malaviya ji Such activities have been already taken up by BHU. BHU is planning of constructing a separate building for housing the Malaviya Archives. BHU should put up at the earliest a detailed note what all is planned by them to be accomplished in it and the time frame for the same. 4.9 Preparation of short documentaries, video films, etc., highlighting Malaviya ji s life In the first meeting, a decision was taken to take up with I&B Ministry to revive 13 episode documentary film on Mahamana which as per Shri Jaisawal was

long pending with Doordarshan. Ministry of I&B informed that DD, Lucknow, after discussion with Shri Jaiswal, founder patron of Mahamana Malaviya Mission, has finalized to produce documentary in four parts. The first two parts of the series have already been produced and telecast from DD, Lucknow. The remaining two parts are under production and will be completed during the second half of 2012. All the four parts will be telecast on DD, Lucknow and DD, National. Shri P.L. Jaiswal and Justice (Retd) Giridhar Malaviya stated that the first two episodes, which have been produced by Doordarshan Kendra, Lucknow consist of the interviews of Justice (Retd.) Malaviya and his mother only. It can t be called a documentary on him. Justice Giridhar Malaviya mentioned that a 14- minute docu-drama produced by Mahamana Malaviya Mission, New Delhi may be shown on National Channel of Doordarshan once a month to make the younger generation aware of the multi-faceted personality of Mahamana Malaviya. Malaviya Mission to submit a copy of the docu-drama to the Ministry of Culture which should take up the matter with Ministry of I&B. 4.10 4.11 4.12 Development of Malaviya Bhawan Malaviya Chair in BHU Establishment of Centre for revival of Ethics & Value BHU to furnish proposals on the above subjects to the Ministry of HRD and report progress to NIC. 4.13 Inclusion of Malaviyaji s vision and thoughts in the curriculum at higher as well as at secondary level Director (Central Universities), Ministry of HRD informed that the matter has already been taken up with the UGC/ CBSE. MoHRD to report progress to NIC.

4.14 Concerted efforts to promote doctoral and other similar research in Central Universities on Malaviya ji s life and work Ministry of HRD should take up the matter with the Central Universities for offering scholarships for such research work. Scholarships are already offered for research work. Few scholarships may be earmarked for this purpose. MoHRD to report the progress 4.15 To organize a series of conferences & seminars throughout the country Ministry of HRD should take it up with the central Universities and report progress on the matter. BHU may provide necessary support. 4.16 To conduct a national poster or essay contest VC, BHU reported that they have already done it on 25 th December, 2011 and plan to do it from time to time throughout the year during this commemorative year. A national poster and essay contest was found unfeasible. BHU may report progress from time to time. 4.17 Malaviya Memorial Museum-cum-Library Malaviya Smriti at Mahamana s birth place at Allahabad Chairman observed that this can be done on the lines of Anand Bhawan, Allahabad. Ministry of Culture may first depute an officer to visit Allahabad for an on the spot inspection of the ancestral house of Malaviya ji and suggest the measures for its further development into a national monument. 4.18 4.19 Construction of Malaviya Smriti Mandir in Banaras Hindu University (erstwhile Malaviya Heritage Complex) Construction of World Class Convention Centre cum Guest House in BHU Proposals in this regard to be submitted by BHU to the Ministry of HRD as part of its centenary celebrations. 4.20 Construction of Malaviya Ghat on the bank of Ganga near Banaras Hindu University

VC, BHU informed that a proposal of Rs. One crore has been submitted to the Irrigation Department of the State Government. NIC decided that BHU may take up the matter with the State Government of U.P. after the State Assembly elections are over in U.P. 4.21 Naming of buildings /parks after Malaviya ji and installation of a statue in all State capitals A letter may be issued from the Chairman to all the Chief Ministers of States/UTs on this subject. 4.22 Establishment of Malaviya Memorial Library at Malaviya Smriti Bhawan (National Memorial of Malaviya ji one floor) or at a suitable location in New Delhi 4.23 4.24 It was decided that assistance may be provided for setting up of the library in the existing building of Mahamana Malaviya Mission, New Delhi. Mahamana Malaviya Mission, New Delhi may submit a proposal in this regard. Special Celebrations in the countries where Malaviya ji travelled Special celebrations in countries where persons of Indian origin are in large numbers Vice Chancellor, BHU and Malaviya Mission, Delhi were requested by the Chairman to provide information about the overseas places related to Malaviya ji s life so that Ministry of Culture may take up the matter with concerned Indian Missions to organize events there. 4.25 Rs.150/- and Rs.5/- Coins with inscription of Malaviya ji 4.26 4.27 Chairman mentioned that he will discuss the matter with the Hon ble Finance Minister for possible release of the commemorative coins by the President of India. NIC authorized Chairman to take a decision about the VVIP, place and event details to release the coin. A Railway train emerging from Varanasi/ Allahabad in his name Renaming of Railway Stations at Varanasi & Allahabad Convenor, NIC informed that Ministry of Culture has already written to Ministry of Railways/Railway Board. It was informed by Chairman, NIC that proposals of this nature are to be sent to Railway Board by the concerned State Government. Accordingly, the matter may be taken up with the UP State Government after the assembly elections are

4.28 4.29 over. It was also decided to send reminder to Ministry of Railways. Creation of Institutes of oriental research in BHU for the Cultural Integration of the countries in South East Asia Setting up a Centre of Asian Studies at BHU BHU would prepare a proposal on this subject and send the same to the Ministry of HRD. 4.30 Establishment of educational institution, auditorium, library in his name at select places in the country connected with Malaviya ji No new institution to be set up. However, the existing institutions on his name may be developed. MoHRD may review it and take further action. 4.31 Statue of Madan Mohan Malaviya at Haridwar The matter regarding improving the visibility of the statue of Mahamana Madan Mohan Malaviya at Haridwar is to be taken up with the State Govt. of Uttarakhand after the elections. Shri P.L. Jaiswal would provide all information in this regard to Ministry of Culture. 4.32 Closing Ceremony on 25.12.2012 A decision about the VVIP who will grace the closing ceremony function of the commemoration to be held at BHU on 25.12.2012 will be taken up subsequently. 4.33 Malaviya as a Parliamentarian Convenor informed that a letter has been already written from Minister to the Speaker, Lok Sabha. Chairman, NIC will pursue the matter with Speaker, Lok Sabha. A letter may be sent from him also to the Speaker. 4.34 Seminar in Allahabad High Court Convenor informed that a letter has been already written to the Law Department. It was deiced that Minister of Law & Justice be sent reminder to take up the matter with the Chief Justice of the Allahabad High Court for organizing the seminar after the elections in UP are over. 4.35 Inter University Conference on Malaviya s works BHU to organize a meeting of the Vice Chancellors

/Pro-VCs of Aligarh Muslim University, Osmania University, Central University of Tibetan Studies, Ambedkar University, etc. for chalking out the schedule for such conference(s) on various themes including inter-faith issues. BHU would coordinate this. 4.36 Awareness about the commemoration NIC expressed its anguish at lack of media coverage of these celebrations. It desired that more proactive approach be undertaken by Ministry of Culture. Proper media coverage /publicity to be made about the commemoration. 4.37 Proposals received in the Ministry directly Copies of some of the proposals, which were addressed to the Chairman without any address, were handed over by Shri Giridhar Malaviya and the same were passed on to the Convenor for examination. It was decided that the Convenor would keep the Chairman informed about subsequent proposals that might be received and also process them and put them up to the Chairman, NIC for decision. Chairman NIC was authorized to take decision on all such proposals received. AGENDA ITEM NO.5 As there was no other item for discussion, the Chairman concluded the Meeting. *******
