MINUTES OF THE FIRST MEETING OF THE NATIONAL IMPLEMENTATION COMMITTEE (NIC) ON COMMEMORATION OF 150 TH BIRTH ANNIVERSARY OF PANDIT MADAN MOHAN MALAVIYA HELD UNDER THE CHAIRMANSHIP OF DR. KARAN SINGH, MEMBER OF PARLIAMENT ON 18 TH OCTOBER, 2011 AT 11.00 HRS. IN THE CONFERENCE ROOM OF NEHRU MEMORIAL MUSEUM & LIBRARY, NEW DELHI The meeting was chaired by Dr. Karan Singh, Member of Parliament. Other members present were Kumari Selja, Hon ble Minster of Culture, Shri P.L Jaiswal, Justice (Retd.) Giridhar Malaviya, Shri Jawhar Sircar, Secretary (Culture) & Shri Rakesh Garg, Additional Secretary (Culture), Convenor of NIC. Shri R.P Sisodia, Joint Secretary attended in place of Secretary, Ministry of HRD and Prof. Kamal Sheel attended in place of Vice Chancellor, Banaras Hindu University. At the outset, Chairman, NIC welcomed the Members and also mentioned that the Agenda contains many suggestions/proposals sent by the Banaras Hindu University and by Mahamana Malaviya Mission, New Delhi. These suggestions/proposals needed to be discussed for deciding which proposals could be taken up for funding etc. AGENDA ITEM NO. 1 - INAUGURAL FUNCTION OF THE COMMEMORATION AT VIGYAN BHAWAN, NEW DELHI ON 25 TH DECEMBER, 2011 The Chairman informed the Members that the inaugural function will be held on 25 th December, 2011 in Vigyan Bhawan, New Delhi and it would be appropriate if Hon ble Prime Minister could grace the function as the Chief Guest. For this a request can be sent by the Culture Minister. The Chairman requested the members to give their views regarding the content of the inaugural function. It was considered that the programme could be of one hour s duration and divided into two parts with 20 minutes earmarked for speeches by the VVIPs and 40 minutes devoted to releases of commemorative items, Cultural components, etc. AGENDA ITEM NO. 2 PROPOSALS RECEIVED FROM BANARAS HINDU UNIVERSITY 1 NATIONAL INITIATIVES 1

1.1 Release of popular books on Malaviya Ji in English, Hindi and some other important Indian languages The Chairman opined that several biographies were available on Pandit Madan Mohan Malaviya. These needed to be edited suitably. Banaras Hindu University will send the edited biography to the Chairman at the earliest for his consideration as hard copy and in digital form. Such biography can be finalized and released during the inaugural function. BHU can approach National Book Trust for publishing such Biography in different languages. 1.2. Madan Mohan Malaviya National Award for Excellence in Higher Education The Chairman requested the representative of Ministry of HRD who was present in the meeting to examine the feasibility of introducing a Madan Mohan Malaviya National Award for excellence in higher education. 1.3 National Lecture Series Regional Associations of Malaviya Mission can be requested to organize such lecture series on zonal basis, in the State capitals. 1.4 Malaviya Journalism Award It was considered that since no such award existed in Government of India at present, it may not be appropriate to create a new award under the commemoration, without a clear objective. 1.5 A dedicated website for the commemoration It was considered that instead of creating a new website on Madan Mohan Malaviya under the commemoration, the existing websites of Banaras Hindu University and Mahamana Malaviya Mission can have links to each other and can be upgraded suitably with financial assistance from Government of India. 1.6 Postage Stamp on the 150 th birth anniversary 2

The Chairman opined that due to time constraint, it may not be possible for Deptt. of Posts to prepare & release such a postage stamp in the inaugural function to be held on 25.12.2011. In such case the commemorative postage stamp can be released during the concluding function of the commemoration. 1.7 Newspaper/magazine special issues Proposals received from prominent national newspapers/publications can be considered for approval. 1.8 National/local bill board campaign Chairman decided it may not be appropriate to undertake such a campaign. 1.9 National roving Exhibition on the contributions of Mahamana The NIC considered that organizing a mobile exhibition highlighting the contributions of Mahamana was an appropriate commemorative activity. For increasing awareness of the role and contribution of Pandit Madan Mohan Malaviya to Indian Society and freedom struggle such mobile exhibitions can move from University to University. 2 ABOUT MAHAMANA 2.1. Compilation, preparation of archives and digitization of all publications related to Malaviya Ji It was observed that digitization of the works of Malaviya was being under taken at several institutions. The NIC decided that all publications related to Malaviya available in different libraries, museums, parliament, newspaper archives, etc. will be collected, digitized and will be housed in a Malaviya Centre at Banaras Hindu University. Subsequently such digital compilation can be made available to the public through internet. 2.2 Preparation of short documentaries, video films etc. highlighting Malaviya Ji s life Production of 13 part documentary film on Malaviya s life can be taken up by Ministry of Information & Broadcasting. The committee was informed that such a 3

proposal had been submitted to Doordarshan by the Mahamana Malaviya Mission, New Delhi. 2.3 Light & Sound show depicting life and distributions of Malaviya Ji The NIC noted that a DVD depicting the life and contributions of Malaviya Ji is already available and wide publicity can be given to this. 3 ACADEMIC & RESEARCH ACTIVITIES 3.1 Establishment of Malaviya Institute of Human Values and Ethics in BHU The Chairman suggested that a proposal may be sent by Banaras Hindu University for developing one of the existing buildings into Malaviya Bhawan. Alternatively, an Annexe can be added to one of the existing building of Banaras Hindu University for setting up a Centre dedicated to Malaviya. Such Centre can be a repository on Malaviya s life and also be an archive for his works. 3.2 Establishment of Malaviya Chair in BHU The NIC noted that the proposal for establishment of Malaviya Chair will be routed by BHU through University Grants Commission. Such Chair can be part of the Malaviya Centre and can be held by scholars for six months duration. 3.3 Establishment of Malaviya Centre for propagation of human values in six select Universities in India The proposal can be covered under the establishment of a new Malaviya Centre in BHU. 3.4 Inclusion of Malaviya Ji s vision and thoughts in the curriculum at higher as well as at secondary level Ministry of Human Resource Development can consider taking further action on this proposal. 3.5 Concerted efforts to promote doctoral and other similar research in Central Universities on Malaviya Ji s life and work 4

Ministry of Human Resource Development can consider taking further action on this proposal. 3.6 To Organize a series of Conferences & Seminars throughout the country The NIC noted that five such the Conferences/Seminar can be organized every year in Kolkata, Delhi, Allahabad, Chennai (or Bangalore) and Guwahati. Venue of these Conferences can be the respective Universities. Each conference would lead to publication of book which can be titled transactions of conference. 3.7 To conduct a national poster or essay contest Ministry of Human Resource Development can consider taking further action on this proposal. 4 INSTITUTIONAL DEVELOPMENT 4.1 Converting the ancestral house of Malaviya into a National Museum at Allahabad The NIC noted that UP state govt. had already conveyed it s no objection to the proposal for declaration of Malaviya s ancestral house as a national monument. The objective now can be to preserve it, on the lines of perhaps the Nehru Memorial. For this Ministry of Culture can prepare a detailed proposal through the ASI. 4.2. Restoration & maintenance of old Heritage Buildings of BHU The NIC suggested that such a project for restoration can be proposed by BHU for funding by Ministry of Human Resource Development as part of BHU s centenary commemoration. 4.3 Construction of Malaviya Smriti Mandir in Banaras Hindu University (erstwhile Malaviya Heritage Complex) The proposal can be covered under the establishment of a new Malaviya Centre at BHU. 4.4 Construction of World Class Convention centre cum Guest House in BHU 5

The NIC suggested that this proposal can be part of BHU s proposal to Ministry of Human Resource Development pertaining to BHU s centenary commemoration. 4.5. Construction of Malaviya Ghat on the bank of Ganga near Banaras Hindu University The NIC decided that the construction of Malaviya Ghat will taken up by BHU with Govt. of Uttar Pradesh. 4.6. Naming an important road and installation of a Statue of Malaviya Ji at an important place in New Delhi The NIC noted that as per latest instructions on the subject, installation of statues is prohibited in Delhi, further that a statue of Malaviya already exists in Malaviya Nagar, New Delhi. 4.7 Naming of building/parks after Malaviya Ji in all state capitals The NIC noted that Ministry of Culture can request all state governments to consider this proposal. 4.8 Establishment of Malaviya Memorial Library at Malaviya Smriti Bhawan (National Memorial of Malaviya Ji one floor) or at a suitable location in New Delhi The NIC approved that a grant be given by Ministry of Culture to Mahamana Malaviya Mission, New Delhi for establishment of Malaviya Memorial Library at Malaviya Smriti Bhawan, New Delhi. 5 INITIATIVES AT INTERNATIONAL LEVEL 5.1. Special Celebrations in the countries where Malaviya Ji travelled - Chairman informed the NIC that he had mentioned Malaviya s name in his speech at UNESCO recently. A function on Malaviya can perhaps be organized in UNESCO during the commemoration year. A list of names of places associated with Malaviya can be sent to Indian Missions in UK and France and they can be requested to propose commemorative programmes at these locations. 6

5.2 Special celebrations in countries where persons of Indian origin are in large numbers NIC decided that commemoration related proposals be invited from the respective Indian ambassadors. Production of 13 episodes serial on the life and work of Malaviya Ji pending in the Doordarshan Directorate for want of funds - The proposal has been covered as part of the deliberations on the proposals sent by BHU. Establishment of Malaviya Memorial Library in New Delhi - The proposal has been covered as part of the deliberations on the proposals sent by BHU. Release of a popular book on Malaviya Ji in English, Hindi and main Regional Indian languages - The proposal has been covered as part of the deliberations on the proposals sent by BHU. Establishment of Centers for Revival of Ethics and Values in five Universities located in different regions of the Country Establishment of Malaviya Centre in BHU has been agreed to by the NIC during its deliberations on the proposals sent by BHU. Naming an important road and placement of the statue of Malaviya Ji at an important place in Delhi - The proposal has been covered as part of the deliberations on the proposals sent by BHU. Rs. 150/- and Rs. 5/- Coins with inscription of Malaviya Ji The NIC decided that the issue of release of commemorative coins of Rs. 150/- and Rs. 5/- denominations will be taken up by Ministry of Culture with Ministry of Finance. 7

(h) Lectures/Seminars on different topics of the multi-faceted personality of Mahamana during the 12 months of the year at 12 different locations in the country. Topics (i) Mahamana Fighter for Country s freedom. (ii) Mahamana as visionary educationist. (iii) Mahamana s role in Industrial Development. (iv) A Fearless legislator. (v) A Powerful Advocate. (vi) Support for Swadeshi. (vii) A Stalwart Journalist. (viii) In the Cause of Hindi. (ix) In the Cause of Harijan Welfare. (x) Strong Supporter of Hindu - Muslim Unity. (xi) A Magnanimous Leader. (xii) The Mahamana - An Extraordinary Personality. The NIC decided that Seminars on these topics can be organized during the five regional conferences to be organized every year at different locations in the country, as already decided during the deliberations on the proposals sent by BHU. Additional items received from Mission Branches and Alumni Association. (i) (ii) Malaviya Memorial Museum-cum-Library Malaviya Samriti at Mahamana s birth place in Allahabad - NIC noted that during deliberations on the proposals sent by BHU it had been decided that a Malaviya Centre would be established in BHU which would be a repository of his life and works. Postal stamp in the denomination of Rs.5/- in his memory - The proposal has been covered as part of the deliberations on the proposals sent by BHU. (iii) A Railway train emerging from Varanasi/Allahabad in his name - NIC decided that Ministry of Railways be requested to consider this proposal. 8

(iv) Creation of Institutes of oriental research in BHU for the Cultural Integration of the countries in South East Asia - NIC decided that Ministry of Human Resource Development be requested to consider this proposal. (v) Institution of Malaviya Memorial Prize to a person who has dedicated his life for propagation of ideals, thoughts of Mahamana and values dear to him - NIC decided that Ministry of Human Resource Development be requested to consider this proposal. (vi) Establishment of educational institution, auditorium, Library in his name at select places in the country connected with Malaviya Ji - NIC decided that Ministry of Human Resource Development be requested to consider this proposal. AGENDA ITEM NO. 4 OTHER ISSUES DELIBERATED BY THE NIC (i) (ii) Budget for the commemoration NIC noted that provision of Rs. 2.00 crore has been sought in the 2 nd Batch of Supplementary Demand for Grants for this commemoration during the current financial year and Rs. 20.00 crore has been sought for 2012-13. Full Page Advertisement - The NIC decided that a full page advertisement will be issued in all the leading daily newspapers (english and vernacular) on 25.12.2011 either by Ministry of I&B or Ministry of Culture. (iii) Statue of Madan Mohan Malaviya - The NIC decided that the height of the statue of Madan Mohan Malaviya at Haridwar will be increased for improving its visibility from a distance. (iv) Renaming of Railway stations at Varanasi and Allahabad The NIC considered the proposal for renaming the railway stations at Allahabad and Varanasi, on Malaviya s name. It was decided that the proposal may be taken up with Ministry of Railways. (v) Closing Ceremony on 25.12.2012 This will be attended by the Prime Minister as decided in the meeting of National Committee held on 26 th July, 2011. The Closing Ceremony will be organized in Banaras Hindu University. (vi) Malaviya as a Parliamentarian The Chairman desired that a letter be put up to the Speaker of Lok Sabha to highlight the role of Malaviya as a Parliamentarian, during Parliament Sessions held in the commemorative year. 9

(vii) Seminar in Allahabad High Court Allahabad High Court can be requested to organize a seminar for highlighting Malaviya s achievements as a lawyer which would include historical pleadings by him in court. (viii) Centre for Asian studies at BHU BHU can consider setting up such a Centre for undertaking among other issues, research on what Pandit Jawaharlal Nehru wrote about Malaviya. (ix) Inter University Conference on Malaviya s works - During the commemorative year an inter university conference can be organized involving Universities like Banaras Hindu University, Aligarh Muslim University, Osmania University, Central University of Tibetan Studies, Ambedkar University etc. The theme can be inclusive in nature. (x) Awareness about the commemoration - It was decided that the minutes of NC and NIC meeting for the Malaviya commemoration would be uploaded on Ministry of Culture s website. Also the prominent commemoration related activities can be announced during the inaugural function of the commemoration on 25.12.2011. (xi) Proposals received in the Ministry directly - Secretary, Culture sought NIC s approval for processing any Malaviya commemoration related proposal that is received in the Ministry directly for seeking approval of Chairman of National Implementation Committee on file. The Meeting ended with a vote of thanks to the Chair. ##### 10
