STATEMENT OF COMPLIANCE WITH THE OPEN PUBLIC MEETINGS ACT The Statement of Compliance with the Open Public Meetings Act was led by the Clerk of the Board. PRESENTATIONS FROM THE BOARD 1. Kids Recreation Trust Fund Grant Award presentations will be made to municipal recipients. 2. A Resolution presentation will be made to Michael Weinstein, New Jersey Affiliate Advocacy Coordinator for the Pancreatic Cancer Action Network, recognizing November as Pancreatic Awareness Month. Freeholder Sullivan, Chairman of the Open Space, Recreation and Historic Preservation Trust Fund stated it was an honor to present the municipalities with checks to improve their recreation sites. He thanked Administrator of the Open Space, Recreation and Historic Preservation Trust Fund Vikki Durbin-Drake and her staff for all their hard work. The recipients that represented their municipalities expressed their gratitude to the Board and advised them of their plans. Resolution granting permission to the City of Linden to close Wood Avenue from U.S. Routes 1 and 9 to Gibbons Street to hold their 61st Annual Halloween Parade to be held on Sunday, October 30, 2011 from 10:00 a.m. to 6:00 p.m. (Chairman Deborah P. Scanlon) 2. Resolution concurring with the Township of Springfield s Resolution No. 2011-183 as it pertains to deleting and adding certain bus stops within the Township of Springfield as requested by NJ Transit. Proposed Bus Stop Relocation on Mountain Avenue (CR 635), at Hillside Avenue (CR 654). (Chairman Deborah P. Scanlon) DEPARTMENT OF FINANCE Bibi Taylor, Director DEPARTMENT OF HUMAN SERVICES Frank Guzzo, Director 1. Amending Resolution Number 2008-750, an agreement with the John J. Heldrich for Workforce Development at Rutgers University, to add an account number and to add Union County College as a partner to fund a portion of the contract. (Freeholder Bette Jane Kowalski) Freeholder Estrada asked if this item is to create a different account number and would it be adding funds or a credit. Director Guzzo stated that it is a credit. He explained that steps 1 and 2 of the project are complete and this is for the 3rd step. He said the phase is not complete due to economic change. This Resolution will add an account number and Union County College as a partner. They will fund $20,000 out of the $50,000 contract, relieving part of the County's burden. DEPARTMENT OF PARKS AND COMMUNITY RENEWAL Ronald Zuber, Deputy Director There were no questions on the Resolutions. 1. Resolution amending Resolution No. 2010-791 to amend the 2010 Consolidated Action Plan to increase the "Plainfield Summer Youth Employment Program" in the amount of $50,000.00 for a total project cost of $110,000.00 funded by program income funds from the City of Plainfield. (Freeholder Daniel P. Sullivan) 2. Amending Resolution No. 2011-576, to amend the 2011 Consolidated Action Plan to add the following projects funded by with program income funds Community Development Income funds to the 2011 Consolidated Plan: Linden Parks Improvements - $76,823.41; Rahway Office of Policy & Planning - $95,000; Rahway CBD Facade Program - $34,000; and Plainfield Office of Policy & Planning - $130,000 (Freeholder Daniel P. Sullivan) 3. Authorizes the County Manager through the Office of Cultural and Heritage Affairs to execute any and all agreements for FY 2012 Union County History Grant Program in the amount of $19,351 to the following: Historical Society of Plainfield - $4,500; Plainfield Public Library - $4,751; Union County Dept of Parks and Community Renewal - $2,500; Union Township Historical Society - $4,500; Merchants & Drovers Tavern - Mini-grant - $1,275; Westfield Historical Society - Mini-Grant - $1,025. (Freeholder Daniel P. Sullivan) DEPARTMENT OF PUBLIC SAFETY Andrew Moran, Director RUNNELLS SPECIALIZED HOSPITAL Joan Wheeler, Administrator 1. Approving the Runnells Specialized Hospital Advisory Board of Managers Meeting Minutes of July 11, 2011. (Freeholder Mohamed S. Jalloh) Freeholder Estrada asked if the Board can receive the Minutes for approval sooner. Ms. Wheeler stated that the July Minutes were submitted to the Advisory Board of Managers in the first week in October. This is the first week they were available to be presented to the Board for approval. 2. Authorizing the County Manager to enter into an Affiliation Agreement for two (2) years with Rutgers, The State University of New Jersey, Graduate School of Social Work, which provides a site for clinical rotations for the students enrolled in the Masters in Social Work Program. (Freeholder Mohamed S. Jalloh) Vice Chairman Mirabella asked if there is a cost involved. Administrator Wheeler responded, no. Rutgers University contacted us for clinical rotations for an opportunity to provide their students, who will spend four or five months with the Hospital. 3. Authorizing the County Manager to award a contract to Cream-O-Land, Florence, New Jersey for the purpose of purchasing milk and related products for the contract period October 1, Union County Board of Chosen Freeholders Page 3 of 6 Printed 10/31/2011

2011 through September 30, 2012 in the amount of $132,000. (Freeholder Mohamed S. Jalloh) 4. Authorizing the County Manager to enter into an agreement with Care Perspectives, Inc., Phillipsburg, New Jersey to provide consultation and continuing education services to the staff at Runnells Specialized Hospital for the contract period January 1, 2012 through December 31, 2012 in the amount of $17,250. (Freeholder Mohamed S. Jalloh) 5. Authorizing the County Manager to award the proposed contract obtained through advertised public bidding in accordance with the Local Public Contracts Law, NJSA 40A:11-1 et seq: Runnells Specialized Hospital: Culinary Depot, Monsey, New York, for the purpose of providing a Pot & Pan Washer in the amount of $43,350. (Freeholder Mohamed S. Jalloh) Vice Chairman Mirabella asked if this is a very large washer being purchased through the capital budget. Administrator Wheeler confirmed that is true. 6. Authorizing the County Manager to amend Resolution # 2011-239 a contract with Holsman Healthcare, LLC, Belleville, New Jersey, for an additional amount of $135,000 due to the increase of scheduled hours meeting the changes in regulatory medicare requirements supporting skilled occupational therapy services for 7 days a week for the residents/patients at Runnells Specialized Hospital for a total contract amount of $970,125. {Fully reimbursed by medicare} (Freeholder Mohamed S. Jalloh) Freeholder Jalloh asked for further explanation. Administrator Wheeler explained that over the course of this year, the regulations changed which required the County to go to a new format for reimbursement. Additionally, the County is required to provide therapy services seven days per week. Vice Chairman Mirabella confirmed that this is fully reimbursed by Medicare. Freeholder Jalloh asked when we will be notified about the new policy. Administrator Wheeler stated that the Federal Budget is published at the end of September. Appointing the following as members of the Advisory Board on Youth Violence / Gang Activity (Christopher s Program) for a term commencing June 1, 2011 and terminating May 31, 2012: Donald Green (Law Enforcement) and Salaam Ismial (Citizen). (Freeholder Nancy Ward) 4. Resolution recognizing VFW Post 2230, Kenilworth veterans Center Post Commander Robert E. Jeans Sr., on having a park in the Borough named in his honor. (Vice Chairman Alexander Mirabella) 5. Resolution recognizing the Clark Public Library as it celebrates its 50th Anniversary, October 23, 2011. (Vice Chairman Alexander Mirabella) 6. Recognizing October as Domestic Violence Prevention Month and commending the organizations charged with educating the public and combating this behavior in our communities. Congratulating the following honorees of the Rahway Branch of the NAACP Annual Freedom Fund Awards Banquet: Quality of Life Awards - Dolores Ann Franklin (Ebenezer AME Church), Audrey F.
