CONSENT AGENDA 1. 2004 Hoggetowne Medieval Faire The Hoggetowne Medieval Faire is an event scheduled to take place at the Alachua County Fairgrounds on February 7-8, 2004 and February 14-15, 2004. The City of Gainesville, Department of Cultural Affairs has requested to utilize an adjacent parcel of Airport Property for vehicle parking February 7, 2004 through February 8, 2004 and February 14, 2004 through February 15, 2004. GACRAA will be paid a site fee of $1,900.00 for the use of the property. The City has previously used this site to host this event and the activities have not impacted Airport operations. Recommendation: Motion to approve Site Contract between the City of Gainesville, Department of Cultural Affairs and GACRAA; and authorize the Director of Aviation to execute the appropriate documents on behalf of the Airport Authority in substantially the same form as submitted, subject to approval by the Attorney for the Airport.

AIRPORT BUSINESS 1. Information Items Project Summary Port-A-Ports The Authority now owns one Port-A-Port. The eight units formerly located west of Gulf Atlantic have been moved. Owners of six (6) of the eight (8) units have signed off on relocation work and the Authority has reimbursed for those relocations. Power to the new pads has been installed, and staff is awaiting its final electrical permit. FBO Request for Proposal (RFP) Gulf Atlantic Airways d.b.a University Air Center was selected. Staff is negotiating and developing an agreement for the Board to consider. Gulf Atlantic Facilities Gulf Atlantic has several month-to-month leases in place. Gulf Atlantic has verbally told staff it intends to immediately vacate the bulk bi-fold door hangar when it occupies the FBO terminal and new bulk hangar. The GA Committee will make a recommendation regarding an RFP for existing Gulf Atlantic facilities after the FBO agreement is complete and a transition plan has been developed. Fencing/Access Control Project Key pads have been replaced on all gates and doors with upgraded equipment at the contractor s expense. Final inspection is scheduled for late April. Staff is working with legal to determine liquidated damages.

GA Ramp Rehabilitation Project The project is complete. The contractor has signed a final balancing change order which has been submitted to the FAA for approval. Airfield Lighting Project Punch-list items are being accomplished, administrative closeout is underway. Access Road Projects Funding for a new access road from Waldo Road to the airline terminal, an upgrade to the existing access road to the airline terminal, and an extension of the Airport Industrial Park road has been requested as a demonstration project in the upcoming 2004 USDOT reauthorization legislation. The North Central Florida MTPO endorsed the projects as part of their plan on August 8, 2002. FY2004 DOT demonstration project funding has been requested. Runway 10-28 Rehabilitation Geotechnical survey, topographical survey, aerial photography, and alternative rehabilitation analysis has been completed. The study is being finalized, and rehabilitation design has begun. Discussion with County to Acquire Fairground Property Airport staff presented information to the County Commission on December 10 concerning notion of trading property with the County so that the airport could acquire the existing fairground property. Members of the Commission encouraged discussion and directed County staff to participate in master plan discussions that include such consideration. A meeting has been set to continue these discussions.

Airport Master Plan Update A Master Plan study is underway. Mr. Bainter will serve as GACRAA Board representative, and Dr. Morris will serve as alternate GACRAA Board representative. Environmental Assessment of Runway 6-24 A Task Order for Reynolds, Smith & Hills to produce an Environmental Assessment of a threshold relocation/extension of Runway 6-24 has been issued. Planning work is underway. Airline Terminal Renovation RS&H has submitted a scope of work and Task Order to perform conceptional renovation design. RS&H representatives met with Airport staff and toured the facility in early December. A PFC cash flow analysis and approach to project funding has been developed, which dictates the timing of debt placement and progress of the renovation project. Therapeutic Massage Concession An agreement is being negotiated by staff per direction by the Board. This new concession is scheduled to start 4/17/03. Consolidated Communications Antennae, RFP # 03-002 No responses were received for RFP # 03-002, staff is working with Reynolds, Smith & Hills, Inc., within parameters of the Master Plan Update, to identify a specific area and refine a solicitation to offer consolidated communications antennae providers.

AIRPORT BUSINESS 2. Finance Report An update on the GACRAA budget and a comparison with actual revenue and expenditures as of February 28, 2003 will be provided. Recommendation: comment. Listen to the report and give any applicable

AIRPORT BUSINESS 3. General Aviation Committee Report The General Aviation Committee met on Wednesday, April 9, 2003 to consider the FBO Agreement with Gulf Atlantic Airways d.b.a. University Air Center. Recommendation: Motion for adoption of Resolution 03-002, to approve the FBO Agreement and to authorize the Director of Aviation to execute all the necessary documents. ROLL CALL VOTE.

AIRPORT BUSINESS 4. Revised Schedule of Rates and Charges The FY2002-2003 Budget Book contains two Rates and Charges schedules. Pages SD-2 and SD-3 show the Airport Rates and Charges but does not include any General Aviation activities. Page SD-4 contains the General Aviation Rates and Charges which were set by the Authority and enforced by Flightline Group, Inc. The Revised Schedule of Rates and Charges consists of one consolidated list of all fees and charges authorized by the Board. The Revised Schedule of Rates and Charges does not include the fees for activities which will now be provided by University Air Center. Recommendation: Motion to adopt the Schedule of Rates and Charges, effective 4/17/03 as presented herein.

AIRPORT BUSINESS 5. By-Laws Revision The By-Laws Committee met on March 4, 2003 to consider revisions to By-Laws that were recommended by staff. The committee approved the revisions and presented the recommended changes at the March 20, 2003 Authority meeting. The revisions are highlighted in the following document. Recommendation: Motion to adopt the By-Laws revisions as presented by the By-Laws committee on March 2003.

AIRPORT BUSINESS 6. Runway Rehabilitation Project R.W. Armstrong & Associates, Inc. (RWA) is the Airport Engineering firm hired by GACRAA to conduct a study and evaluate alternatives available to rehabilitate Runway 10-28. RWA representatives will present an update of the engineering and investigative work that has been accomplished to date. Recommendation: Listen to the presentation and give direction to proceed with the recommended alternative.

GUIDELINES FOR ADDRESSING THE GAINESVILLE - ALACHUA COUNTY REGIONAL AIRPORT AUTHORITY (GACRAA) GAINESVILLE, FL The GACRAA invites and encourages participation by petitioners and members of the public. This may be done by appearing at GACRAA meetings and meetings of GACRAA Committees. REQUEST TO ADDRESS GACRAA (being placed on the printed agenda for monthly meeting) 1. Call the Director of Aviation s Office no later than 4:00 PM ten (10) days preceding the monthly meeting. 2. Provide the following information to the office: a. name, address, and occupation; b. persons, group, or interest represented; c. general subject of request; and d. action sought by GACRAA 3. Routinely the monthly meetings begin at 5:00 PM; locations vary. 4. At the appropriate time on the agenda, the Chairman will recognize the citizen wishing to address GACRAA. 5. After being recognized, the citizen should step up to the microphone on the lectern, unless otherwise indicated by the presiding officer, and give his/her name and address in an audible tone of voice.

ADDRESSING GACRAA (if not on the printed agenda) 1. A citizen may ask to be recognized under the category CITIZEN INPUT - NON- AGENDA ITEM. 2. See 5 above. 1.
