REPORT OF THE ELEVENTH SENIOR OFFICIALS MEETING ON HEALTH DEVELOPMENT (11 TH SOMHD) 9-10 AUGUST 2016, BANDAR SERI BEGAWAN, BRUNEI DARUSSALAM INTRODUCTION 1. The 11 th ASEAN Senior Officials Meeting on Health Development (SOMHD) was held on 9-10 August 2016 in Bandar Seri Begawan, Brunei Darussalam. The Meeting was attended by delegates from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, the Republic of the Union of Myanmar, Philippines, Singapore, Thailand, Viet Nam, and ASEAN Secretariat. The list of delegates appears as Annex 1. AGENDA ITEM 1: REPORT OF OUTGOING CHAIR 2. Prior to the start of the ceremony, the host country informed the Meeting on various arrangements pertaining to the 2-days Meeting including the Welcome Dinner on 9 10 August 2016. The Policy of ASEAN Smoke-Free for All Health-Related Events adopted by the 11 th ASEAN Health Ministers Meeting (AHMM) in Phuket, Thailand in July 2012 was read in the Meeting. The said policy appears as Annex 2 3. Dr. Tran Thi Giang Huong, Director General, International Health Cooperation Department, Ministry of Health, Viet Nam, in her capacity as outgoing Chair gave a report on the following achievements of ASEAN Health Cooperation under the Chairmanship of Viet Nam. Way forward activities highlighted include the finalisation of Health Cluster Work Programmes, finalisation of the TOR of Health Cluster, adoption of Health Cluster Meeting Report and agreement on the way forward with regard to Declaration related to Health. Presentation appears as Annex 3. 4. Dr Hjh Maslina Binti Hj Mohsin, Deputy Permanent Secretary, Ministry of Health, Brunei Darussalam, extended a warm welcome to all delegates. She emphasised that the way forward to face new challenges lies in the operationalisation of ASEAN Post - 2015 Health Development Agenda that provides for sustainable, collaborative and innovative approaches as inter-sectoral activities to improve health outcomes. Details of remarks appear as Annex 4. AGENDA ITEM 2: HANDOVER OF CHAIRPERSON [BRUNEI DARUSSALAM] AND VICE-CHAIRPERSON [CAMBODIA] 5. Dr. Tran Thi Giang Huong, Director General, International Health Cooperation, Ministry of Health, Viet Nam handed over the SOMHD Chairmanship to Dr Hjh Maslina Hj Mohsin, Deputy Permanent Secretary, Ministry of Health, Brunei Darussalam. 6. Dr Hjh Maslina Hj Mohsin expressed her sincere appreciation to Viet Nam for excellent leadership during its Chairmanship. She encouraged ASEAN Member States and the SOMHD to closely work together to operationalize the ASEAN Post-2015 Health Development Agenda. Page 1 of 7

7. Based on the alphabetical rotation of Chairmanship, Cambodia, through Dr Sun Vintak, Director of International Cooperation of Ministry of Health, was then called to preside over as SOMHD Vice Chair. AGENDA ITEM 3: ADOPTION OF AGENDA 8. The Meeting adopted the agenda, which appears as Annex 5. AGENDA ITEM 4: BUSINESS ARRANGEMENT 9. The host country informed the Meeting of administrative arrangements pertaining to the 2-day meeting AGENDA 5: MATTERS ARISING FROM ASEAN MEETINGS AND OTHER REGIONAL MEETINGS RELEVANT TO ASEAN HEALTH COOPERATION 5.1 ASEAN and Sustainable Development Goals 5.2 Updates from ASEAN Summit 2016 and related Meetings 5.3 Updates on the Preparations for 50 th Commemorative Activities in ASEAN 5.4 Any other Updates on International and Regional Events Relevant to the ASEAN Health Sector 10. ASEAN Secretariat, through H.E Vonghthep Arthakaivalvaltee, Deputy Secretary General for the ASEAN Socio-Cultural Community presented global and regional events relevant to ASEAN and ASEAN Health Cooperation. Deputy Secretary General Arthakaivalvaltee underscored the complementation between the ASCC Blueprint and SDGs, the cross sectoral and cross cutting issues in health and the APHDA: Results Based Framework on which the work plans are based. Health Activities for the 50 th Anniversary of the ASEAN under the leadership of Philippines were also presented. The presentation appears as Annex 6. AGENDA ITEM 6: HIGHLIGHTS AND UPDATES OF THE 12 th ASEAN HEALTH MINISTERS MEETING AND OTHER RELATED MINISTERIAL MEETINGS 11. ASEAN Secretariat presented the update from the 12 th ASEAN Health Ministers Meeting (AHMM) held last September 2014 in Ha Noi, Viet Nam. The presentation, report appears as Annex 7. AGENDA ITEM 7: HIGHLIGHTS AND PROGRESS OF MATTERS ARISING FROM THE 10 th SOMHD MEETING 12. ASEAN Secretariat presented the progress of key decisions from the 10 th Senior Officials Meeting on Health Development (SOMHD). The presentation and report appears as Annex 8. Page 2 of 7

AGENDA ITEM 8: OPERATIONALISATION OF THE ASEAN POST 2015 HEALTH DEVELOPMENT AGENDA (2016 TO 2020) 13. The meeting noted the information from the ASEAN Secretariat on the progress of operationalization of the ASEAN Post 2015 Health Development Agenda (2016 to 2020). The presentation and the ASEAN Post-2015 Health Development Agenda appears as Annex 9. AGENDA ITEM 9: PRESENTATION OF HEALTH CLUSTER WORK PLANS AND TERMS OF REFERENCE 9.1 HEALTH CLUSTER 1: PROMOTING HEALTHY LIFESTYLES (2016-2020) 14. Indonesia as the Chair of Cluster 1 presented the update resulted from the 1 st Cluster 1 Meeting held on 18-20 July 2016 in Medan, North Sumatra, Indonesia. The presentation, report, TOR of Cluster 1 and draft work plan of Cluster 1 appears as Annex 10. 15. The Meeting acknowledged the work of Health Cluster 1 and the Health Cluster 1 meeting report. It noted the discussion around key performance targets and activities under Health Cluster 1. It was agreed to have all Health Clusters present the work plans and TOR prior to possible endorsement. 16. The Meeting also agreed on the need for all Health Cluster Chairs with Health Cluster members to revisit Key Performance Targets and prioritize activities and circulate to AMS. AMS requested SOMHD for guidance to support this agreement. 9.2 HEALTH CLUSTER 2: RESPONDING TO ALL HAZARDS AND EMENRGING THREATS (2016-2020) 17. Malaysia as the Chair of Cluster 2 presented the update resulted from the 1 st Cluster 2 Meeting held on 13-15 July 2016 in Putra Jaya, Malaysia. His presentation, report, TOR of Cluster 2 and draft work plan of Cluster 2 appears as Annex 11. The Meeting acknowledged the work of Health Cluster 2 and the Health Cluster 2 meeting report. 18. On the statement made to allow ATFOA to continue until strategic plans materialize, ASEAN Secretariat clarified in the Meeting that according to the APHDS Governance Implementation Mechanisms, all working groups shall be dissolved after by the transition period in 2017.12 th SOMHD Meeting in 2017. Formatted: Font: Superscript 9.3 HEALTH CLUSTER 3: STRENGTHENING HEALTH SYSTEMS AND ACCESS TO CARE (2016-2020) 19. Philippines as the Chair of Cluster 3 presented the update resulted from the 1 st Cluster 3 Meeting held on 26-28 July 2016 in Manila, Philippines. The presentation, report, TOR of Cluster 3 and draft work plan of Cluster 3 appears as Annex 12. The Meeting acknowledged the work of Health Cluster 3 and the Health Cluster 3 meeting report. 20. The Meeting further noted further discussions on HIV and AIDS concerns under the purview of both Health Cluster 2 and 3. A consensus was reached that HIV and AIDS, as a communicable disease, and its related concerns will be under the scope of work of Health Cluster 2 instead of Health Cluster 3. It was also noted in the Meeting that access to medicines or services under Health Cluster 3 is just one of the concerns tackled in HIV and AIDS. 9.4 HEALTH CLUSTER 4: ENHANCING FOOD SAFETY (2016-2020) 21. Thailand as the Chair of Cluster 4 presented the update resulted from the 1 st Cluster 4 Meeting held on 26-28 April 2016 in Vientiane, Lao PDR. The presentation, report, TOR of Cluster 4 and draft work plan of Cluster 4 appears as Annex 13. The Meeting acknowledged the work of Health Cluster 4 and the Health Cluster 4 meeting report. 22. The Meeting noted the concerns put forward on the ASEAN Food Safety Regulatory Framework (AFSRF). These included short timeline to finalise AFSRF, need for more consultation with health sector, absence of a common platform for trade, health and agriculture sector to have discuss draft AFSRFIntensive consultation for crosscutting issues should be perform among relevant sectoral bodies. The document appears as Annex 14. 23. Following the discussion on the Health Clusters in Agenda item No.9, the Meeting agreed on the need to for SOMHD to provide their guidance The Meeting also noted the agreement on the need for SOMHD to provide clear guidance on how all Health Clusters will move forward in revisiting their work plans and in streamlining the process. Thailand was nominated to lead the agreed upon side meeting to discuss 1) how to prioritize; 2) how to manage the work plan without working groups; 3) and the mechanisms to continue the work. ASEAN Secretariat presented the consolidated Health Clusters TOR. The Meeting agreed that AMS will review the revised TOR and will submit the inputs to ASEC by 11 August 2016. ASEAN Secretariat presented the background, timeline and important events where Health Cluster 4 focal points were involved. Thailand as the Chair of Cluster 4 presented the draft ASEAN Food Safety Regulatory Framework and the Health Cluster 4 inputs on the draft for endorsement. Presentations appear as Annex 16 and 17. 25.27. Extensive discussion and consultation among the ASEAN Member States was done to consider the endorsement of the structure and content of the AFSRF. Thailand and Philippines expressed concerns (Thailand to provide the phrase). The Meeting could not reach a consensus As only eight out of ten countries agreed in principle to endorse the document, endorsement of the Framework in its present version was not feasible. Results of the consultation will be communicated to AEC by SOMHD Chair Brunei Darussalam, as facilitated by ASEAN Secretariat. Formatted: Font: Highlight 9.5.2. ASEAN Declaration of Commitment on Ending HIV and AIDS: Fast Tracking on Sustaining HIV and AIDS response to end the AIDS Epidemic by 2030. 26.28. ASEAN Secretariat presented the background and timeline of the ASEAN Declaration on Ending HIV and AIDS. SOMHD Lao PDR presented the highlights of the draft Declaration and put forward clarification on the timeline towards getting the Declaration adopted by the ASEAN Summit on 9 September 2016 in Vientiane, Lao PDR. Presentation appears as Annex 18 and 19. 27.29. The Meeting noted that there are inputs provided by AMS to the draft declaration. AMS expressed agreement on the purpose of the Declaration but internal consultations with relevant national agencies and focal points will need to be done. The Meeting also tasked ATFOA to take a final look of the declaration and submitted the final version to SOMHD for endorsement. 28.30. A concern was raised on the limited timeline for the internal process of endorsing this declaration up to ASEAN Summit. A strict timeline was provided by ASEAN Secretariat for thein obtaining the endorsement of the following prior to submission to SOCA and ASCC Council Meetings: a. SOMHD by 17 August 2016 b. Health Minister by 24 August 2016 9.5.3 Follow-up Matters from the ASEAN Risk Assessment Center (ARAC) on Food Safety 29.31. Malaysia presented the progress on the ARAC after its launching in March 2016 in Putra Jaya, Malaysia. Presentation appears as Annex 20. 9.5.4 Discussion on the Mechanism of Inter-cluster Coordination and Inter-Pillar Coordination; and on the Implications of On-going MOUs/LOAs/POA with Development and Dialogue Partners 30.32. ASEAN Secretariat informed the meeting on the issue raised in the Cluster meetings on the inter-cluster mechanism. The ASEAN Secretariat presented the existing mechanisms for inter-pillar or Inter-Cluster coordination in the ASEAN. The presentation appears as Annex 21. 31.33. Thailand suggested to the Meeting that since in the endorsed GIM the Cluster Chairs are SOMHD level, the inter-cluster coordination should be done by and through the respective Cluster Chairs. With regard to inter-pillar coordination, Thailand suggested Page 5 of 7

the Cluster Chair to do the coordination through SOMHD. The Meeting agreed with Thailand s suggestions. AGENDA ITEM 10 COMMUNICATION STRATEGY FOR ASEAN HEALTH DEVELOPMENT 32.34. The Meeting noted the latest issue of the ASEAN E- Health Bulletin which was specially published for the UN High Level Meeting on HIV and AIDS on 8-10 June 2016 in New York. Viet Nam presented and handed-over their chairmanship through a letter of exchange of the letter to Brunei Darussalam for the Chairmanship of the 13 th AHMM. Brunei Darussalam had will informed the Meeting that the 13 th AHMM will be in September 2017.
