Increasing of Informal Economy Indonesia Statistic Information Centre Release on 2010, informal workers 68,50% or73,67 million and formal workers only 31,42% or 33,74 million. This statistic not big different from World Bank information on 1993, Informal workers 68% and formal workers 32%, even informal workers get increase. Development of the country not only Show by development of Income Percapita, but also must reflect by the gap of economy and the capacity of the country to fasilitated of decent job for their population. Gross National Income of OECD country 18% from informal Ekonomi, Midle Country or transition country 38% and Developing country 41%. Informal Economy in Indonesia contribute average 19,4% from GNP for 2000.

Precarious Work Precarious work in Indonesia get more higher number effect by supply and deman of formal job getting less. Regarding to statistic unemployment only 6,14%. But number of workers working on part time work and limitation of working hours is almost 68%. Competition to get formal job making workers receipt lower condition on formal jobs. Law protection and trade union muvement is fighting with labour market.

Regulation and Law Reforms UU No. 13/2013 and Minister Manpower Regulation No.19/2012 regulate that: Outsourching and agencies only permit work on 5 category of job: - Mining, Catering, Cleaning Secvices, and Security Guard. - Non permanent workers only aplied on categories of job: order by season, temporary production, not part of core business. This regulation and Law protect formal workers to informalization of job. Manpower regulation have change after movement of Three Big Trade Union KSBSI, KSPI and KSPSI (Andi Gani) on 3 October 2012 to demand Decent Wages, Decent Work, and Universal coverage of Social Security. Strugle in Parlement by Union to Draft and Lobbying Government and Parliament to make ne Law regarding Domestic workers right and decent work protection

Unity of Indonesian Trade Union 2011 KSBSI, KSPI, and KSPSI unit together to establish one Trade Uion Centre MPBI (Central Committe of Indonesian Trade Union). Also formulate one Manifesto. The first common issue: Reduction and elimiation of outsoursing/irreguler workers. Against Low wages Regime Social security protection for all.

Trade Union action for Decent Work Protect by CBA (Collective Labour Agreement to limit and elimination) of precarious work include informal economy. Campaign to achive decent work through campaign negative effected of precarious work Unity with other Union to campaign and work together. Campaign to implement new Law about Social Security to protect all people. So government have sanction to pay unemployed people and poor people if they have no ability to create permanen and decent work. Goverment also will force middle and highes class to contribute their tax income, to make sure social security running weel. The main issue why Big Company in Indonesia employed temporary and outsouce workers is to avoid tax and their responsibility for decent work on their company level. Company only given report to Department of Industry and Manpower department not more than half of total number of their workers. Most of Global company doing that. That is why Employer association against implementation of new Social Security bill to implement and also try to devide trade Union internal and also by argue.

Economic Support Indonesian TU also support Social Economy support for dismiss workers to establish new small business and given skill management for them to manage. Establish Cooperative to support informal Economy to acces credit from Cooperative. Helping informal workers to acces information and support from Government, like: Credit and Support for informal and small busines (KUR, PNPM).

Government Initiatif Restructurization of traditional market infrastructure. Small enterpreneurship support for management skill and loan with low interest and long term credit scheme Training skill for informal and unemployed BLSM, Cash transfer for poor people. PNPM, Infrastructure government project to help people to have a job in community base.
