OFFICIAL CALL SPOTSYLVANIA COUNTRY REPUBLICAN COMMITTEE 2016 MASS MEETING As Chairman of the Spotsylvania County Republican Committee ( SCRC ), and pursuant to the Plan of Organization of the Republican Party of Virginia and as recommended and directed by the SCRC, I, David Ross, do hereby issue this call for a Mass Meeting: WHEN AND WHERE 1. To be held at the Marshall Center Auditorium, 8802 Courthouse Road, Spotsylvania, VA 22553 or such alternate location as the Chairman may direct as necessary, at [10:00 AM local time on March 12 th, 2016. Registration will open no later than 8:45 AM and will close at 10:00 AM, or until registration of all those persons in line to register at 10:00 AM is complete. REASON FOR MASS MEETING 2. For the purpose of: a. Electing the SCRC Chairman, and up to 1791 precinct members and up to 478 atlarge members of the SCRC; b. Electing up to 990 and an equal number of Alternates to the State Convention of the Republican Party of Virginia to be held on April 29-30, 2016 at the James Madison University Convocation Center, 895 University Boulevard, Harrisonburg, VA 22807 or its alternate site; c. Electing up to 235 Delegates and an equal number of Alternates to the Quadrennial Convention of the First Congressional District to be held on May 17, 2016 at James Monroe High School, 2300 Washington Ave, Fredericksburg, VA 22401, or its alternate site; d. Electing up to 755 Delegates and an equal number of Alternates to the Quadrennial Convention of the Seventh Congressional District to be held on May 21, 2016 at (Location to be determined), or its alternate site; and e. For the transaction of such other business as may properly come before the Mass Meeting. f. The Chair must have a majority (50% +1) vote or greater in order to be elected. QUALIFICATIONS FOR PARTICIPATION 3. All legal and qualified voters of Spotsylvania County, under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting orally and in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts. In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party in the last five years OR made a campaign donation to a party other than the Republican Party in the last five years. A single exception to the

p. 2 of 5 above shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. A voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a Party other than the Republican Party, shall not have the benefit of the exception as identified in this paragraph thereafter. In order to participate as a voting member of the Mass Meeting, an individual must be registered to vote no later than the pre-filing deadline established by the Official Committee. This pre-file deadline has been established as Tuesday, March 1, 2016. Any person who has made application for registration on or before the pre-file date and meets all other requirements herein, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter. PRE-FILING REQUIREMENTS 4. Candidates for election to offices elected at the Mass Meeting (including those standing for election as convention delegates and/or SCRC precinct members) shall file a written statement, using the appropriate form attached to this Call, by mail, scanned email attachment, or in person, to Jane Laughman, at 9 Teton Drive, Fredericksburg, VA 22407 or email olwenthomasl@aol.com, which must be received not later than 8:00 PM local time on March 1, 2016 for the position of Chairman and all others to include Committee membership (postmark does not govern), together with any mandatory or voluntary filing fee. The filing fee for SCRC membership may be paid with each candidate member s filing or at the Mass Meeting registration. 5. If the number of qualified pre-filings for District Convention delegate, State Convention delegate, and SCRC Member do not exceed the total number of available offices, those persons having properly pre-filed for such office shall be deemed elected. If only one candidate is properly pre-filed for SCRC Chairman, that person shall be deemed elected. If, after operation of the two foregoing provisions, no offices will be contested at the Mass Meeting, then the Mass Meeting shall be canceled. 6. No nominations for office will be accepted from the floor of the Mass Meeting. The foregoing provision notwithstanding, nominations for the office of SCRC Chairman will be accepted from the floor in the event no candidate has properly pre-filed for that office. FILING FEES 7. Filing fees are as follows: a. $0 mandatory filing fee for Chairman; b. $35 voluntary filing fee for Delegate to the State Convention; c. $5 voluntary filing fee for Delegate to the 1 st District Convention; d. $35 voluntary filing fee for Delegate to the 7 th District Convention

p. 3 of 5 e. $40 filing fee for election as SCRC member (which shall be credited as that member s two year dues payment). f. There will be no fee for participation in the mass meeting. RESOLUTIONS 8. All Resolutions proposed for consideration at this Mass Meeting must be presented to David Ross, Chairman, by email (david.ross.7@verizon.net) no later than 5:00 p.m., March 1 st, 2016. MASS MEETING COMMITTEES 9. The SCRC Chairman shall appoint the Chairmen and members of the following Mass Meeting committees: a. Temporary Chairman b. Credentials and Nominations c. Rules d. Registration e. Resolutions f. Arrangements 10. All Mass Meeting committees shall meet in advance of the Mass Meeting at the discretion of each committee s Chairman. Each committee shall carry out its business during the Mass Meeting as directed by the presiding officer and in accordance with the final Rules adopted by the Mass Meeting.
