Forum on Europe s foreign policy agenda Programme 5-6 December 2013 Bristol Hotel, Krakowskie Przedmiescie 42/44 Warsaw 00-325

Thursday, 5 December 2013 15.00-15.20 15.20-15.30 15.30-17.15 Arrival of participants and registration Welcoming remarks Session 1: The Eastern Partnership and EU-Russia relations In Vilnius, the EU reviewed the Eastern Partnership. Georgia and Moldova moved towards a closer relationship with Brussels, but Ukraine decided to suspend signing an Association Agreement. In the aftermath of the summit, should a change in the EU s approach to Eastern Europe be considered? How should the EU push for political and economic reform in the partner countries? Specifically how should the EU deal with tensions in Ukraine? Meanwhile EU-Russian relations are strained. Where are relations with Russia heading? And what should Europe s priorities be in the Eastern neighbourhood? Marie Mendras Professor, Sciences Po University & Research Fellow, Centre National de la Recherche Scientifique, Paris Katarzyna Pełczyńska-Nałęcz Deputy Minister of Foreign Affairs, Poland Jan Techau Director, Carnegie Europe Jakub Wiśniewski Director, Department of Foreign Policy Strategy, Richard Youngs Senior Associate, Carnegie Europe Chair: Paweł Świeboda President of the Board, demoseuropa 17.15-17.30 Coffee break

Thursday, 5 December 2013 17.30-19.00 Session 2: En route to the CSDP Summit At the CSDP summit in late December, the European heads of state will discuss the future of European defence co-operation. Defence budgets are shrinking and the US is disengaging from the continent, but plenty of security challenges remain along the European periphery. The Council faces a set of important questions. How to ensure that Europe maintains a coherent mix of capabilities, also in light of developments in unmanned, cyber and space technologies? Should the EU have a permanent military headquarters? How can the European defence market be strengthened? What role should the EEAS play in CSDP? And is there a need for a new security strategy? Julian Braithwaite UK Representative to the Political & Security Committee Maciej Popowski Deputy Secretary General, European External Action Service Constanze Stelzenmüller Senior Transatlantic Fellow, The German Marshall Fund of the US Chair: Charles Grant Director, Centre for European Reform 19.15 19.30-21.15 Bus to French Ambassador s residence Dinner hosted by HE Pierre Buhler Ambassador of France Speaker: Camille Grand Director, Fondation pour la Recherche Stratégique Chair: Paweł Świeboda President of the Board, demoseuropa 21.30 Bus to hotel

Friday, 6 December 2013 08.00-08.30 08.30-10.00 Arrival of participants and coffee Session 3: Transatlantic relations, shale gas & TTIP The US energy revolution, the rebalance to Asia, concerns over the eurozone and negotiations about a transatlantic free trade agreement signal a new chapter in the transatlantic partnership. Economic issues appear to be taking centre-stage. What will this mean for US and European co-operation? How will the American pivot and the shale gas boom impact the transatlantic partnership? How to get the most geopolitical mileage out of TTIP and what does it mean for the West s relations with China specifically and Asia in general? Hans Binnendijk Senior Fellow, SAIS Center for Transatlantic Relations, Johns Hopkins University Lutz Güllner Deputy Head of Unit, DG Trade, European Commission Peter Hill Director for Strategy, Foreign & Commonwealth Office Réka Szemerkényi Chief Adviser, Foreign & Security Policy, Office of the Prime Minister of Hungary Chair: Krzysztof Blusz Vice President of the Board, demoseuropa 10.00-10.30 Coffee break

Friday, 6 December 2013 10.30-12.15 Session 4: The southern neighbourhood: the Sahel, North Africa and Egypt As the EU and its member-states undertake civilian and military operations in North Africa and the Sahel, what are the next steps to deal with spillover from the Arab revolutions? Is Europe s response adequate and are European interests safeguarded? How should Europe deal with the new government in Egypt? What is the future of the EU s engagement in the Sahel and how can European efforts be aligned with those of neighbouring states and regional organisations? Camille Grand Director, Fondation pour la Recherche Stratégique Hugues Mingarelli Managing Director, Middle East & Southern Neighbourhood, Michel Reveyrand-de Menthon EU Special Representative for Sahel, European External Action Service Alex Vines Research Director, Chatham House Chair: Rem Korteweg Senior Research Fellow, Centre for European Reform 12.15-14.00 14.00-15.00 Lunch at Bistro de Paris Restaurant, Plac Marszałka Józefa Piłsudskiego 9, Warsaw Keynote speech: Radosław Sikorski Minister of Foreign Affairs, Poland Chair: Charles Grant Director, Centre for European Reform 15.00 15.15 Closing remarks Departure of participants
