In the interest of administration, the following transfers and postings are hereby ordered with immediate effect: 1. Mr. Rakesh Kumar Gupta, IAS (JK:86), Principal Secretary to the Hon ble Governor, is transferred and posted as Principal Secretary to the Government, Forest Department, vice Mr. Mohammad Afzal Bhat. 2. Mr. Suresh Kumar, IAS (JK:86), Principal Secretary to the Government, Home Department, is transferred and posted as Director General, J&K Institute of Management, Public Administration and Rural Development, relieving Mr. Mohammad Ashraf Bukhari, IAS, of the additional charge of the post. Mr. Braj Raj Sharma, IAS (JK:84), Principal Secretary to the Government, Planning and Development Department, shall hold the charge of the post of Principal Secretary to the Government, Home Department, in addition to his own duties, till further orders. 3. Mr. Shantmanu, IAS (JK:91), Divisional Commissioner, Jammu, is transferred and posted as Commissioner /Secretary to the Government, Health and Medical Education Department, vice Mr. Gazzanfar Hussain.
4. Mr. Bipul Pathak, IAS (JK:92), Commissioner/Secretary to the Government, Transport Department, is transferred and posted as Commissioner/Secretary to the Government, Housing and Urban Development Department, vice Mr. Satesh Nehru. 5. Mr. Pawan Kotwal, IAS (JK:94), Commissioner/Secretary to the Government, PHE, Irrigation and Flood Control Department, is transferred and posted as Divisional Commissioner, Jammu, vice Mr. Shantmanu. 6. Mr. Rohit Kansal, IAS (JK:95), Divisional Commissioner, Kashmir, is transferred and posted as Commissioner/Secretary to the Government, Public Works (R&B) Department. He shall take over the charge of the post upon the superannuation of Ms. Tanveer Jehan, IAS, on 31.3.2015, and shall be in compulsory waiting in GAD till that time. Mr. Rohit Kansal shall also be the Commissioner/Secretary to the Government, Floriculture, Parks and Gardens Department. 7. Mr. Gazzanfar Hussain, IAS (JK:98), Commissioner/Secretary to the Government, Health and Medical Education Department, is transferred and posted as Divisional Commissioner, Kashmir, vice Mr. Rohit Kansal. 8. Ms. Vineeta Gupta, IAS (JK:2000), Secretary to the Government, ARI and Trainings Department, is transferred and posted as Secretary to the Government, Cooperatives Department. 9. Mr. Tushar Kanti Sharma, IAS (JK:2000), Member, J&K Special Tribunal, is transferred and posted as Secretary to the Government, ARI and Trainings Department, vice Ms. Vineeta Gupta. 10. Dr. Mandeep Kumar Bhandari, IAS (JK:2001), Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, is recalled and posted as Secretary to the Government, Relief and Rehabilitation. He shall also be the Chief Executive Officer, Project Monitoring Unit of the New World Bank Project.
11. Mr. Bashir Ahmad Bhat, IAS (JK:2005), Deputy Commissioner, Shopian, is transferred and posted as Director, Finance and ex-officio Special Secretary to the Government, Finance Department, vice Mr. Showkat Aijaz Bhat. 17. Mr. Sarmad Hafeez, IAS (JK:2009), Deputy Commissioner, Ganderbal, is transferred and posted as Vice-Chairman, Lakes and Waterways Development Authority, Srinagar, vice Mr. Abdul Latief Deva, IAS, who shall await further orders in the General Administration Department.
18. Mr. Ramesh Kumar, IAS (JK:2011), Sub-Divisional Magistrate, Mendhar, is transferred and posted as Project Director, Rashtriya Madhyamik Shiksha Abhiyan, vice Mir Tariq Ali, KAS, who shall report to the General Administration Department and await further orders. Mr. Ramesh Kumar shall hold the charge of the post of Project Director, Sarva Shiksha Abhiyan, in addition to his own duties, till further orders, which shall, however, be subject to the final outcome of the pending writ petition. 19. Ms. Dev Lata, KAS, Secretary in the Chief Minister s Secretariat, is transferred and posted as Chairman, Services Selection Board, J&K. She shall take over the charge of the post of Chairman, Services Selection Board, upon the superannuation of Ms. Shagufta Parveen, on 31.3.2015. 20. Mr. Ali Raza, KAS, Director, Tribal Affairs, J&K, is transferred and posted as Project Director, DRDA, Kargil. 21. Mr. Jahangir Mir, KAS, Mission Director, Rashtriya Uchachatar Shiksha Abhiyan, is transferred and posted as Special Secretary to the Government, Social Welfare Department. 22. Sheikh Fayaz Ahmad, KAS, Director, Estates, J&K, is transferred and posted as Special Secretary to the Government, Technical Education, Youth Services and Sports. 23. 43. Mr. Tufail Matoo, Managing Director, J&K Cable Car Corporation, is transferred and posted as Commissioner, Srinagar Municipal Corporation, vice Mr. G.N. Qasba, who shall report to the General Administration Department and await further orders. Mr. Nazir Ahmad Mir, KAS, Chief Executive Officer, Tourism Development Authority, Gulmarg, shall hold the charge of the post of Managing Director, J&K Cable Car Corporation, in addition to his own duties, till further orders. The arrangements at S. No. 38 and 39 above are purely temporary and subject to the following conditions: (i) (ii) it shall not confer any right on the incumbents to claim preferential treatment for their promotion, as and when the same is made in accordance with the provisions of the Jammu and Kashmir Administrative Service Rules, 2008. it shall be subject to the outcome of petition(s), pending consideration before the competent Court(s).
