Pursuant to Article IV 4. a) of the Constitution of Bosnia and Herzegovina, the Parliamentary Assembly of Bosnia and Herzegovina, at the 27 th session of House of Representatives, held on 10 April 2008, and at the 16 th session of the House of Peoples, held on 16 April 2008, adopted the following LAW ON DIRECTORATE FOR COORDINATION OF POLICE BODIES AND ON AGENCIES FOR SUPPORT TO POLICE STRUCTURE OF BOSNIA AND HERZEGOVINA I. GENERAL PROVISIONS Article 1 Scope of the Law (1) This law establishes the Directorate for Coordination of Police Bodies (hereinafter: Directorate), Agency for Forensic Examinations and Expertise, Agency for Education and Advanced Training of Personnel and Agency for Police Support and defines their competence and organization as administrative organizations for support to the police structure of Bosnia and Herzegovina (hereinafter: BiH). (2) The Law on Ministries and Other Bodies of Administration of BiH, Law on Administration and Law on Police Officials of BiH shall apply to the extent not prescribed by this Law, to all matters related to organization and management as well as other matters relevant to the functioning of the bodies established by this Law, such as adoption of the Book of Rules on Internal Organization and other regulations, administrative oversight, relations amongst BiH institutions and relations with legal and natural persons. Article 2 Autonomy and Impartiality (1) The bodies established by this Law are administrative organizations within the Ministry of Security of BiH with operational autonomy, established to perform duties that fall within their competence, managed by the Director and financed from the Budget of the Institutions of BiH.

(2) The bodies established by this Law shall manage their respective budgets autonomously, pursuant to regulations that define the method of operations and procedures of commercial dealings. (3) The bodies established by this Law shall act solely on professional grounds, without representing, protecting or undermining the interests of any political party, registered organization or association, or any of the peoples in Bosnia and Herzegovina. Article 3 Seat and Organization of Bodies Established by this Law (1) Seat of the bodies established by this Law shall be defined by a Decision of the Council of Ministers of BiH. (2) Internal organization and systematization of the bodies referred to in Article 1, paragraph 1 of this Law, to the extent not prescribed by this Law, shall be defined by the Books of Rules on Internal Organization and Systematization, issued by the Director of each respective body in agreement with the Council of Ministers of BiH. Article 4 Labor relations (1) Employees of the bodies established by this Law are police officials, civil servants and other employees. (2) Police officials are authorized official persons to whose labor relations BiH Law on Police Officials applies. (3) The Law on Civil Service in Institutions of BiH shall apply to labor relations of employees of bodies established by this Law who have the status of a civil servant while the Labor Law for the Institutions of BiH shall apply to other employees. (4) The positions filled by police officials and positions filled by civil servants and other employees shall be regulated by the Book of Rules on Internal Organization and systematization. Article 5 Employment process (1) Employment process in the bodies established by this Law shall be done according to the process and procedures as prescribed by laws referred to in Article 4 of this Law; (2) Exceptionally, the employment process referred to in paragraph 1 of this Article can be done by directly taking over employees from bodies and law enforcement agencies in Bosnia and Herzegovina, to the extent to which competencies of the existing bodies are taken over. (3) The procedure, conditions and manner of taking over of employees referred to in paragraph 2 of this Article shall be prescribed by the BiH Council of Ministers.

II. DIRECTORATE FOR COORDINATION OF POLICE BODIES OF BIH Article 6 Competencies of the Directorate (1) Duties that fall within the competence the Directorate are: a) communication, cooperation and coordination amongst police bodies of BiH; b) communication, cooperation and coordination amongst police bodies of BiH with relevant bodies in Bosnia and Herzegovina in relation to police matters of international character or of international significance or in relation to matters within jurisdiction of the Court of BiH; c) communication and cooperation with relevant foreign and international bodies in police matters of international significance or common interest; d) communication, cooperation and coordination between police bodies of BiH and relevant bodies in BiH with relevant foreign and international bodies; e) application of the best European and other international practices pertaining to police matters in Bosnia and Herzegovina; f) standardization of work pertaining to police matters in Bosnia and Herzegovina; g) integrating security-related information of relevance for Bosnia and Herzegovina and of relevance for execution of duties that fall within the competence of police bodies of BiH on daily basis, continued cooperation with relevant police and other bodies, undertaking necessary measures with the aim of coordination of operational tasks of police bodies of BiH, monitoring of security status on daily basis and informing competent police and other bodies of BiH; h) organizing and implementation of physical and technical protection of persons and facilities of BiH bodies and diplomatic and consular bodies that are under special protection pursuant to relevant laws, international obligations and other regulations issued by the BiH Council of Ministers; i) gathering, monitoring, analysis and use of data of relevance for the security of Bosnia Herzegovina; j) implementation of international agreements on police cooperation that fall within the competence of the Directorate; k) other duties as prescribed by laws and other regulations. (2) The Directorate shall process data and keep records that fall within its competence pursuant to current regulations.

Article 7 Management and Appointment (1) The Directorate shall be managed by the Director of the Directorate (hereinafter: Director). (2) The Director shall have two Deputies who shall be responsible to the Director. (3) The Director and Deputy Directors cannot be from the same constituent people. (4) The Director and Deputy Directors shall be appointed by the Council of Ministers of BiH upon the proposal of the Minister of Security of BiH from the list of candidates submitted by the Independent Board, for a four-year term of office, with a possibility of reappointment to the second consecutive term. (5) The Council of Ministers shall remove from office the Director and Deputy Directors pursuant to conditions and procedures conducted by the Independent Board. (6) The Director and Deputy Directors of the Directorate may be removed from office prior to expiration of the term: a) upon personal request; b) if, according to the final decision, a disciplinary sanction was pronounced against him/her for serious violation of duty; c) if he/she has been convicted of a criminal offence except for a criminal offence against traffic safety; d) if found that he/she is an active member of a political party; e) if found that he/she is permanently prevented from performing his/her duties based on the opinion of a competent healthcare institution. (1) The Director shall: Article 8 Duties and Responsibilities of Director a) represent the Directorate; b) make Annual Plan of Activities according to the guidelines and policies determined by the Chairman and Vice Chairmen of the Council of Ministers, draft annual budget of the Directorate and propose them to the Minister of Security of BiH, who shall forward them to the Council of Ministers for adoption; c) manage and direct the conduct of duties that fall within competence of the Directorate; d) inform the public on activities that fall within his/her competence. (2) In addition to the duties and responsibilities referred to in paragraph 1 of this Article, the Director shall also perform other tasks, such as: a) adoption of the Book of Rules on Internal Organization and Systematization of the Directorate in agreement with the Council of Ministers of BiH and

other regulations set forth by law, needed to facilitate performance of activities that fall within the competence of the Directorate; b) assignment of duties to the employees of the Directorate pursuant to law, Book of Rules on Internal Organization and Systematization of the Directorate and other regulations; c) making decisions on employment, deployment and termination of employment of the Directorate s employees pursuant to the Law on Police Officials of BiH and other laws and regulations; d) carrying out activities related to the purchase of equipment and materials for the needs of the Directorate; e) development and implementation of training programs for employees of the Directorate; f) submitting Annual Activities Report of the Directorate to the Minister of Security of BiH, who shall forward it to the Council of Ministers, and special reports when needed or upon the request of the Minister of Security of BiH; g) submitting reports to the Parliamentary Assembly of BiH, the Council of Ministers and BiH Presidency, upon their request; h) performing other duties as prescribed by law and other regulations. (3) The Director shall be responsible for legality of work of the Directorate and for lawful expenditure of funds allocated to the Directorate. Article 9 Deputy Directors The Deputy Directors shall assist the Director in performance of his/her duties, deputize the Director in his absence, carry out particular duties delegated to him/her by the Director and carry out duties assigned to him by the Director as required, with the view of efficient and proper performance of duties of the Directorate. Article 10 Prevention from Work (1) If the Director is prevented and therefore not able to carry out his/her duties and responsibilities, the duties and responsibilities shall be carried out by one of the Deputies) until such time as the Director is able to reassume those duties or until the appointment of new Director. (2) If the Director is unable to reassume his/her duties and responsibilities, the Council of Ministers shall appoint a new Director pursuant to Article 7 of this Law.

Article 11 Rendering Assistance (1) All police bodies of BiH and relevant bodies in Bosnia and Herzegovina shall be obligated to cooperate with the Directorate and, upon its request, render assistance to the Directorate in the conduct of duties that fall within its competence, pursuant to law and other regulations. (2) The Directorate shall be obligated to cooperate with and render assistance to the bodies referred to in paragraph 1 of this Article, upon their request. Article 12 Duty to Inform Competent Body (1) The Directorate shall be obligated to inform competent bodies in Bosnia and Herzegovina on the findings gathered in the course of conduct of its duties, if such information is related to the competence of other bodies; (2) The competent bodies in Bosnia and Herzegovina shall be obligated to inform the Directorate on the findings gathered in the course of conduct of their duties, if such information is relevant to the performance of responsibilities and duties that fall within the competence of the Directorate; Article 13 Confidential and Classified Information (1) The information that falls within the competence of the Directorate may be exchanged between the Directorate and foreign and international bodies. (2) The Directorate may submit data on BiH citizens to foreign and international bodies, if it receives notification that the citizen represents a threat to security of Bosnia and Herzegovina or the country in which he/she is, or if he/she represents a greater threat to regional or global security. (3) Notwithstanding the paragraph 2 of this Article, the Directorate shall not submit data on BiH citizens if there is no reasonable assurance that the recipient will ensure the same level of data protection as ensured in Bosnia and Herzegovina. (4) If the data pertains to a criminal procedure being conducted in Bosnia and Herzegovina, the exchange of data referred to herein shall be done pursuant to the Criminal Procedure Code and the Law on Protection of Personal Data. III AGENCY FOR FORENSIC EXAMINATIONS AND EXPERTISE Article 14 Competences of Agency for Forensic Examinations and Expertise

(1) The Agency for Forensic Examinations and Expertise shall be competent for: a) Ballistic and mechanoscopic expertise; b) Chemical and toxicological examinations; c) Fingerprint Expertise; d) Graphology expertise; e) Biological examinations; f) Bio-chemical examinations; g) DNA analysis; h) Specialist trainings; i) Keeping records, statistics and data base; j) Expertise on Fire and Explosions; k) Providing expert assistance to other bodies referred to in this Law; l) Standardization of the field work; m) Other duties as prescribed by law and other regulations. (2) Agency for Forensic Examinations and Expertise shall process data and keep records that fall within its competence pursuant to the current regulations. Article 15 Managment and Appointment (1) A Director shall manage the Agency for Forensic Examinations and Expertise (hereinafter: Director). (2) The Director shall have a Deputy, who shall be responsible to the Director. (3) The Council of Ministers shall appoint the Director and Deputy Director, upon proposal of the BiH Minister of Security, in accordance with the Law on Ministerial Appointments, Appointments of BiH Council of Ministers and other Apointments in Bosnia and Herzegovina for a four-year term of office with a possibillity of reappoitment to the second consecutive term. (4) BiH Council of Ministers shall remove from office the Director and Deputy Director. (5) Director and Deputy Director may be removed from office prior to the exparation of their term: a) upon personal request; b) if, according to the final decision, a disciplinary sanction was pronounced against him/her for serious violation of duty; c) if he/she has been convicted of a criminal offence except for a criminal offence against traffic safety; d) if found that he/she is an active member of a political party; e) if found that he/she is permanently prevented from performing his/her duties based on the opinion of a competent healthcare institution.

Article 16 Duties and Responsibilities of Director of Agency for Forensic Examinations and Expertise (1) The Director shall: a.) b.) c.) d.) e.) f.) represent the Agency for Forensic Examinations and Expertise; make Annual Plan of Activities according to the guidelines and policies determined by the Chairman and Vice Chairmen of Council of Ministers and the draft annual budget of the Agency for Forensic Examinations and Expertise and propose it to the BiH Minister of Security, who shall forward it to the Council of Ministers for adoption; manage and direct the conduct of duties that fall within the competence of the Agency for Forensic Examinations and Expertise; ensure establishing of a central data base that fall within his/her competence; develop procedures for support to police bodies of BiH with regards to various matters related to their duties in the field of crime scene investigation and forensics; ensure cooperation with foreign and international bodies and other institutions for expertise and forensics, in accordance with international contracts. (2) In addition to the duties and responsibilities referred to in paragraph 1 of this Article, the Director shall also perform other duties such as: a.) adoption of the Book of Rules on Internal Organization and Systematization of the Agency for Forensic Examinations and Expertise, and other regulations set forth by law, needed to facilitate performance of duties that fall within the competence of the Agency for Forensic Examinations and Expertise. b.) making decisions on employment, deployment and termination of employment of the employees of the Agency for Forensic Examinations and Expertise pursuant to the BiH Law on Civil Service and other laws and regulations; c.) carrying out activities related to the purchase of equipment and materials for the needs of the Agency for Forensic Examinations and Expertise; d.) development and implementation of training programs for employees of the Agency for Forensic Examinations and Expertise; e.) submitting Annual Activities Report of the Agency for Forensic Examinations and Expertise to the Minister of Security of BiH, who shall forward it to the Council of Ministers for adoption, and special reports when needed or upon the request of the Minister of Security of BiH. f.) submitting reports to the BiH Parliamentary Assembly, BiH Council of Ministers and BiH Presidency upon their request; g.) performing other duties as prescribed by law and other regulations. (3) The Director shall be responsible for the legality of work of the Agency for Forensic Examinations and Expertise and for lawful expenditure of funds allocated to the Agency.

Article 17 Deputy Director The Deputy Director shall assist the Director in management of the Agency for Forensic Examinations and Expertise, deputize the Director in his absence, carry out duties delegated to him/her by the Director and carry out duties assigned to him by the Director as required with the view of efficient and proper performance of duties of the Agency for Forensic Examinations and Expertise. Article 18 Prevention from Work (1) If the Director is prevented and therefore not able to carry out his/her duties and responsibilities, the duties and responsibilities shall be carried out by the Deputy Director until such time as the Director is able to reassume those duties or until the appointment of new Director. (2) If the Director is unable to reassume his/her duties and responsibilities, the Council of Ministers shall appoint a new Director pursuant to Article 15 of this Law. IV AGENCY FOR EDUCATION AND ADVANCED TRAINING OF PERSONNEL Article 19 Competencies of Agency for Education and Advanced Training of Personnel (1) The Agency for Education and Advanced Training of Personnel shall be competent for: a) development, harmonization and proposing of the training curriculums in accordance with the needs of police bodies of BiH and other services and agencies in the field of security; b) organization and implementation of education and professional and advanced training of members of police bodies of BiH and other services and agencies in the field of security (basic, specialist, continued and other forms of police training) including: c) education of police personnel of BiH of level I in order to achieve the rank of police officer d) education of police personnel of BiH of level II in order to achieve the rank of junior inspector e) training of the members of agencies for protection of persons and property f) training of the members of detective agencies g) professional training (courses, seminars and the like) h) development of research and publishing and contribution to overall improvement and modernization of police work. i) library activities;

j) keeping of relevant records and documentation that fall within its competence. (2) The Agency for Education and Advanced Training of Personnel shall process data and keep records that fall within its competence pursuant to the current regulations. Article 20 Management and Appointment (1) A Director shall manage the Agency for Education and Advanced Training of Personnel (hereinafter: Director). (2) The Director shall have a Deputy who shall be responsible to the Director. (3) The Director and Deputy Director shall be appointed by the BiH Council of Ministers, upon the proposal of the Minister of Security of BiH, pursuant to the BiH Law on Ministerial Appointments, Appointments of the Council of Ministers and other Appointments for a four-year term with a possibility of reappointment to the second consecutive term. (4) The Director and Deputy Director shall be removed from office by BiH Council of Ministers. (5) The Director and Deputy Director may be removed from office prior to the expiration of the term: a) upon personal request; b) if, according to the final decision a disciplinary sanction was pronounced against him/her for serious violation of duty c) if he/she is convicted of a criminal offence, except for a criminal offence against traffic safety; d) if found that he/she is an active member of a political party e) i found that he/she is permanently prevented from performing his/her duties based on the opinion of a competent healthcare institution. (1) Director shall: Article 21 Duties and Responsibilities of the Director a.) b.) c.) d.) e.) f.) g.) represent Agency for Education and Advanced Training of Personnel; manage and organize the work of the Agency for Education and Advanced Training of Personnel; ensure creation and implementation of curriculums provide advanced training of teaching staff provide professional, legal and timely conduct of affairs of the Agency for Education and Advanced Training of Personnel; prepare and draft reports, information and other expert materials; perform other duties pursuant to law and other regulations;

h.) i.) j.) k.) make Annual Plan of Activities according to the guidelines and policies determined by the Chairman and Vice Chairmen of the Council of Ministers, draft annual budget of the Agency for Education and Advanced Training of Personnel and propose it to the Minister of Security of BiH, who shall forward it the Council of Ministers for adoption; ensure establishing of a central data base that fall within his/her competence; develop procedures for support to BiH police bodies with regards to various matters related to their duties in the field of education and advanced training of personnel; cooperate with foreign bodies and other institutions for education and advanced training of personnel within its competence. (2) In addition to duties and responsibilities referred to in paragraph 1 of this Article, the Director of the Agency for Education and Advanced Training of Personnel shall also perform other duties such as: a.) b.) c.) d.) e.) f.) g.) h.) adoption of the Book of Rules on Internal Organization and Systematization of the Agency for Education and Advanced Training of Personnel and other regulations set forth by law, needed for performance of duties that fall within the competence of the Agency for Education and Advanced Training of Personnel; assignment of duties to employees of the Agency for Education and Advanced Training of Personnel pursuant to law, Book of Rules on Internal Organization and Systematization of the Agency for Education and Advanced Training of Personnel and other regulations; making decisions on employment, deployment and termination of employment of employees in the Agency for Education and Advanced Training of Personnel in accordance with relevant laws regulations; carrying out activities related to purchase of equipment and materials for the needs of the Agency for Education and Advanced Training of Personnel; development and implementation of training programs for employees of the Agency for Education and Advanced Training of Personnel submitting Annual Activities Report of the Agency for Education and Advanced Training of Personnel to BiH Minister of Security, who shall forward it to the Council of Ministers and special reports when needed or upon the request of BiH Minister of Security; submitting reports to BiH Parliamentary Assembly, Council of Ministers of BiH and Presidency of BiH upon their request; performing other duties as prescribed by law and other regulations. (3) The Director shall be responsible for legality of work of the Agency and for lawful expenditure of funds allocated to the Agency. Article 22 Deputy Director The Deputy Director shall assist the Director in management of the Agency for Education and Advanced Training of Personnel, deputize the Director in his

absence, carry out particular duties delegated to him/her by the Director and carry out duties assigned to him by the Director as required with the view of efficient and proper performance of duties of the Agency for Education and Advanced Training of Personnel. Article 23 Prevention from Work (1) If the Director is prevented and therefore not able to carry out his/her duties and responsibilities, the duties and responsibilities shall be carried out by the Deputy Director until such time as the Director is able to reassume those duties or until the appointment of new Director. (2) If the Director is unable to reassume his/her duties and responsibilities, the Council of Ministers shall appoint a new Director pursuant to Article 19 of this Law. V AGENCY FOR POLICE SUPPORT Article 24 Competences of Agency for Police Support (1) Agency for Police Support shall be competent for: a.) b.) c.) d.) e.) f.) g.) h.) i.) j.) k.) l.) keeping central data records of employees in police bodies of BiH; consolidating data on personnel requirements in police bodies of BiH; preparation of analyses, reports and overviews that fall within the competence of the Agency, for needs of state bodies. participation in the creation and monitoring of application of laws and other regulations pertaining to police bodies of BiH and giving expert opinions regarding the implementation of those regulations; rendering of expert assistance to police bodies of BiH in connection with disputes conducted before competent courts and other institutions, if they seek such assistance. conducting of internal control on spending of budget funds; keeping of financial and material records for the Agency for Police Support, as prescribed by law. proposing to the Council of Ministers, in agreement with police bodies, relevant documents that define standardized equipment for BiH police bodies. implementing and carrying out procurement procedure for the needs of the Agency for Police Support. carrying out tender procedure for certain equipment for police bodies of BiH. following new IT and communication technology and possibilities of their use; participation in creation of application and system programs for different databases and maintaining of database.

(2) The Agency for Police Support shall process data and keep records that fall within its competencies pursuant to the current regulations. Article 25 Management and Appointment (1) The Agency for Police Support shall be managed by the Director. (2) Director shall have a Deputy, who shall be responsible to the Director. (3) The Director and Deputy Director shall be appointed by the Council of Ministers in accordance with the Law on Ministerial Appointments, Appointments of the Council of Ministers and other Appointments of BiH for four-year term of office, with a possibility of reappointment to the second consecutive term. Article 26 Duties and Responsibilities of Director of the Agency for Police Support (1) The Director shall: a.) b.) c.) d.) e.) f.) g.) h.) represent the Agency for Police Support; manage and organize activities of the Agency for Police Support; ensure professional, lawful and timely performance of affairs of the Agency for Police Support; prepare and draft reports, information and other expert materials; perform other duties in accordance with law and other regulations; make Annual Plan of Activities according to the guidelines and policies determined by Chairman and Vice Chairmen of the BiH Council of Ministers, as well draft annual budget of the Agency for Police Support and shall propose it to the BiH Minister of Security who shall forward it to the BiH Council of Ministers for adoption; ensure establishing of a central data base for the duties he/she performs cooperate with foreign bodies and other institutions within his/her competence.

(2) In addition to duties and responsibilities referred to in paragraph 1 of this Article, the Director shall also perform other duties, such as: a.) b.) c.) d.) e.) f.) g.) adoption of the Book of Rules on Internal Organization and Systematization of the Agency for Police Support, as well as other regulations set forth by law, required for performance of duties that fall within the competence of the Agency for Police Support; assignment of duties to the employees of the Agency for Police Support in accordance to the law, Book of Rules on Internal Organization and Systematization of the Agency for Police Support and other regulations; making decisions on employment, deployment and termination of employment of employees in the Agency for Police Support in accordance with laws and other regulations; development and implementation of training programs for employees of the Agency for Police Support; submitting Annual Activities Report of the Agency for Police Support to the BiH Minister of Security, who shall forward it to the Council of Ministers, as well as special reports if needed or upon the request of the BiH Minister of Security submitting reports to the BiH Parliamentary Assembly, BiH Council of Ministers and BiH Presidency, upon their request; performing other duties as prescribed by law and other regulations. (3) The Director shall be responsible for legality of work of the Agency for Police Support, as well as for lawful expenditure of funds allocated to the Agency for Police Support. Article 27 Deputy Director The Deputy Director shall assist the Director in performance of his/her duties, deputize the Director in his absence, carry out particular duties delegated to him/her by the Director and carry out duties assigned to him by the Director as required, with the view of efficient and proper performance of duties of the Directorate. Article 28 Prevention from Work (1) If the Director is prevented and therefore not able to carry out his/her duties and responsibilities, the duties and responsibilities shall be carried out by the Deputy Director until such time as the Director is able to reassume those duties or until the appointment of new Director. (2) If the Director is unable to reassume his/her duties and responsibilities, the Council of Ministers shall appoint a new Director pursuant to Article 25 of this Law.

VI. TRANSITIONAL AND FINAL REGULATIONS Article 29 Commencement of Work The Council of Ministers of BiH shall decide when the bodies established by this Law will commence their work. Article 30 Appointment (1) The procedure of appointment of the Director and Deputy Director of the bodies established by this law shall commence 45 days from the date of entering into force of this Law and shall be completed at the latest within 90 days from the date of entering into force of this Law. (2) Appointments referred to in paragraph 1 of this Article shall enter into force on the first day of work of the bodies referred to in Article 1 of this Law. Article 31 Adoption of Bylaws (1) Books of Rules on Internal Organization and Systematization shall be adopted within 30 days from the date of appointment of the Director. (2) Implementation documents set out in this Law shall be adopted within 90 days of the date of the beginning of work of the bodies established by this Law. Article 32 Takeover Procedure The Directorate shall take over duties, facilities, means and employees referred to in Article 6, paragraph 1, Item h) of this Law within 90 days of the date of the beginning of work. Article 33 Harmonization of Laws All laws relevant to the work of the bodies established by this Law shall be harmonized with provisions of this Law within six months of the date of entering into force of this Law. Article 34 (1) The local level, as part of the new, single police structure of BiH; then relevant matters of relationship between bodies established by the present Law and local

police bodies; as well as other details of the police structure shall be regulated after the reform of the Constitution of Bosnia and Herzegovina, in accordance with the three principles of the European Commission and through the two basic laws: the Law on Police Service of Bosnia and Herzegovina and the Law on Police Officials of Bosnia and Herzegovina. (2) Laws from paragraph 1 of this Article shall be based on the relevant provisions of the Constitution of Bosnia and Herzegovina and shall be adopted no later than one year after the adoption of the Constitution of Bosnia and Herzegovina. (3) The structure of the single police forces of BiH shall be in line with the constitutional structure of the country. Article 35 Entry into force This law shall enter into force on the eighth day following its publication in the Official Gazette of Bosnia and Herzegovina.
